SEVIS, SEVP Portal, OPT Cap Gap Date – Updates – H1B Lottery Selected ?

There have been lot of frantic discussions on the blog with various sorts of information from students who have called help desk, talked to DSOs, what they see in SEVIS. There have been some recent changes with SEVIS and recent launch of SEVP Portal this year that make some of these changes automatic. Let’s look at the details.

Background of SEVIS, SEVP, SEVP Portal :

There are three things, SEVP, SEVIS and SEVP Portal. It is important to know the details.

  • SEVP : Firstly, SEVP is the Student and Exchange Visitors Program ( SEVP). This is the program name and not a software system.
  • SEVIS : SEVIS stands for Student and Exchange Visitor Information System (SEVIS)and is used by SEVP, DHS. “SEVIS is the web-based system for maintaining information on international students and exchange visitors US, which is primary software for DHS and it tracks and monitors non-immigrant students and exchange visitors.” SEVIS is used by Designated School Officials (DSO), who are also called as international student advisors for issuing I-20s, updating statuses of international students for events like CPT, OPT, cap gap extensions.
  • SEVP Portal : It is the tool that is available to post completion OPT students and STEM OPT extension students to report their address changes, phone number changes, employment changes. Either students can use SEVP portal to update the changes or ask DSO to do it for them.  SEVIS and SEVP Portal share data. Student data is immediately updated from SEVP Portal to SEVIS system. But, DSO changed data in SEVIS is update to SEVP Portal once a day. SEVP Portal sends an email from [email protected] to create an account for the student, when the OPT is in approved status in SEVIS, OPT start date is not in future and student’s email ID is maintained SEVIS.  DSO cannot directly access SEVP portal, but they manage many things like unlocking accounts, change email IDs, re-send the SEVP portal registration email, see report of changes, identify students.  SEVP Portal is very new and introduced by SEVP on Feb 26, 2018.

Let’s first look at the SEVIS system that is used by DSO. Before we go into details, one very important part is, the below SEVIS info applies to only “Cap Gap eligible F1 students on Post Completion OPT or STEM OPT Extension”, which means it applies to students who have OPT ending date before September 30th and who have filed a H1B petition.

How does SEVIS system work for Cap Gap Extensions and H1B Petitions Changes ?

As you can see below screenshot from DHS website, SEVIS gets H1B petition data automatically from USCIS and updates the records in SEVIS to show the cap gap extension.  But, systems are not always consistent with integration and data flows, there can be issues where a student’s H1B petition info was not sent properly from USCIS to SEVIS system and it does not get updated. In that context, DSO can manually request a cap gap extension for H1B petitions that are filed , waitlisted or rejected by USCIS.SEVIS Cap Gap Extension H1B Lottery Selected

What happens to F1 status, OPT end date during Cap Gap in SEVIS with H1B Petition Changes?

You have few possible options for your H1B petition like Filed, Pending, Approved, Rejected and Waitlisted statuses. Check the screenshot below and read the below section.

  • H1B Filed Only – No lottery Result indicated : If the system extends your OPT end date to June 1st, it only tells that your H1B petition was filed, but does not tell anything about H1B Lottery result. So, this state clearly does not tell your H1B Lottery result.
  • H1B Lottery Selected/ Pending Processing / Approved : The OPT end date in SEVIS system will be updated to September 30th, if it is either approved or in pending status by USCIS. What it means is that your case was selected in the lottery and is either being processed or approved.

These details are visible in SEVIS system to DSO and these also are replicated to SEVP Portal. We will look at SEVP portal later.

OPT Statuses in SEVP System with H1B Changes like Approved Rejected or FiledCan DSO Update the F1 student status in SEVIS ? If so, what can they do ?

As we mentioned earlier, not all times the data is transferred properly and there may be scenarios where SEVIS system is not updated automatically based on H1B status from USCIS. Below are the three statuses a DSO can update the system based on information provided by Student.

  • Filed
  • Rejected
  • Waitlisted
  • Cancelled

If your OPT cap gap is before June 1st and the system is not updated, you can send your Fedex Receipt and application info from Attorney/ employer and ask your DSO to update the status to filed and have your F1 status updated to June 1st.  Depending on the result of Lottery and case notice details, you can subsequently work with DSO and update these details in SEVIS.

What is SEVIS Data Fix  ?

If DSO has issues updating the system after he learns from the student, they should call SEVIS help desk for a data fix as shown below.  Once DSO calls or emails SEVIS they will get a help desk ticket with a reference number.  This can be used to expedite the request, if there are any urgent issues.

Now, let’s look at the SEVIS Portal scenarios, where many students have been posting on the blog that their OPT end date was updated and they got selected in lottery.

SEVP Portal OPT End Date Changes for Cap Gap Students – Lottery Selected ?

First and foremost, SEVP Portal and SEVIS share the same data. SEVIS system data is replicated once a day to SEVP Portal. So, both DSO or you will see the same information after the sync happens.  As an F1 student on OPT, if your OPT is approved and started, you would have got an email from [email protected] to create an account. If you have missed the email by either spam or have wrong email ID in SEVIS, you can ask your DSO to re-send the registration email for SEVP Portal. You can register and create an account. For detail steps, check out SEVP Portal User Guide.

After you login, you will see the OPT end date under employment section. It looks like below. You can expand the + to see details of the employment. The key thing is the Type of OPT authorization and End Date. It should be Post Completion and the end date changes reflect your H1B petition status, depending on how the USCIS system data is updated with SEVIS.   SEVP Portal Post Completion OPT

  • H1B Lottery Selected :  If your OPT end date in SEVP Portal under employment is changed to September 30th, it means that your H1B Petition is either in Approved or Pending status, which basically means that you were selected in H1B Lottery.
  • H1B Petition Filed : If your OPT end date in SEVP Portal under employment is changed to June 1st, it indicates that your H1B petition was filed, but does not indicate your petition was picked in Lottery.

So, in a nutshell, if you are in cap gap scenario and have your OPT ending date updated in SEVP Portal or SEVIS as updated by DSO, you can derive that your H1B petition was either picked in H1B Lottery or not. But, one key thing, not all of the data is properly synchronized with USCIS and SEVIS and it is your duty to call DSO and update your status, if you find it out from employer that your H1B was picked in lottery or rejected. You will need to submit reject notice or case receipt copy to be able to have DSO edit your SEVIS records properly. Also, do not be disheartened that your status or end date was not updated like others as you see comments on the blog, it takes time…not everyone gets at the same time…it can take few weeks or a month or more. Until you get a reject notice, do not take anything for granted. Stay positive !

    Asked DSO yesterday if there’s any change in my SEVIS, replied and said it just says Active STEM OPT. So it’s safe to assume that I’m not selected right?
    – STEM OPT end January 2019, AD
    – no update from law firm/employee
    – no update on SEVP – as OPT ends after 09/30

    Just need some reailty check so I can start Plan B.

    Do we expect USCIS to send “Data Entry completed” mail tomorrow? If the mail is sent, does it mark end for AD applicants if no SEVP update?

      No, there are people who received receipts without SEVP update. Receipts come in for at least 2 weeks after data entry is done.

          Not exactly sure how SEVP works but you can expect a receipt even after data entry is done. There are several people who received a receipt without SEVP update. Your case could be like that, we never know. Hope for the best.

    I emailed my DSO and got confirmation that there is a pending Change of status in my SEVIS record. What does that mean? Do they update COS for all H1B applicants or only the lottery selected ones? I did not get any confirmation number from DSO. I am in my second year of OPT and there is no update on SEVP portal. AD

    Check got cashed today!! It was my last attempt, such a relief now. Thanks a lot to all for keeping this forum updated. I wish good luck to those who haven’t received yet. But don’t lose hope, my SEVP didn’t update yet and my OPT expires June 1st.

      from USCIS’ website: “If the student’s H-1B petition is selected and approved, the student’s extension of status will continue through September 30.”
      I know it’s not explicit and the wording is ambiguous. That’s what worries me too having gotten same update back on 24th of April. I was just in contact with my employer’s immigration lawyers a few minutes back and they still haven’t gotten a receipt not any proof of cashed check for filing fee. It’s however true that as far as anyone knows, no one who got such update has been rejected or denied. I’m still hoping to hear something positive by Friday since I’ve heard it takes minimum of 10 business days to get updates after this update.
      It’s hard not to be negative but all i gotta say is have faith.

    SEVP update on 4/23, Got an email from attorney today saying they have received the receipt notice. AD/FirstTime/CA.
    The email only said they have received the notice but they haven’t shared any receipt number or receipt with me. Will it take more time ? What do I need to get the new I20 (I could as my DSO, but she will reply after 3days)? OPT expiring on 6/12.

      The receipt notice your attorney received has the receipt number. You can ask for a copy of it or find it out from your employer. Your employer should receive the same receipt notice.

      If your SEVIS is updated already, you can email DSO to request a CAP GAP Extension I20. My school didn’t even ask me for the receipt number.

        Thanks for the information. I sent my documents yesterday to get my STEM OPT I20. Now that I got the H1B confirmation, should I request for both I20s together ? Any idea how it works ?

          My thought is if you are applying for 24 month extension anyway, you don’t need to request a CAP GAP I20. I requested a CAP GAP I20 only because I don’t plan on applying for OPT extension yet. My OPT will expire on 07/26, I will wait to see how does my H-1B approval process go. In your case since yours will expire on 06/12, I would recommend to request an extension to be safe. This is just my opinion, You should consult your DSO.

            The email from my attorney said I will be getting some emails regarding I9 in future but no more details about it. It has to be filed before the current OPT end date. we will be given instructions by the law firm .. so nothing to worry about that I believe

      Was your OPT finishing before Oct-2018? You will see the SEVP update only then. Also, are you an AD or a non-AD?

            I would assume that the SEVP update is made only after the check gets cashed which serves as proof that the check is indeed valid.

            If the SEVP update is done before this, then I’m worried.

    Like many people, my SEVP portal got updated (Relation to Field – punctuation change) on 20th April (AD | Last Attempt | CA). I am yet to hear from my employer regarding any update.

    BUT, yesterday we got a copy of receipt notice(it states that original was sent to lawyer) at home address for F2 to H4 COS for my wife, stating that amount is received and application is in process.

    I am hoping that means my H1 is picked up, since our applications are filed together.

      My STEM OPT ends in Jan 2019 and I got the same “Relation to Field” punctuation changes on 20th April. Check has not been cashed yet, no receipts, dso not answering any questions related to H1. Quite stressful.

        I was in a similar situation as you, was seeing some changes in the relation to field but did not have much else. But got the email from the lawyer today morning about the receipt. So my guess is your case is also through. You could check if the employer identification number in the relation to field update is different from the original employer identification number in the STEM in the sevp portal. That would seem to indicate that something has changed.

      I didn’t get the receipt notice yet. My opt is expiring on June 19 2018.

      I didn’t apply for my stem opt yet. I requested for my i20 and my school sent the following response.

      “Please note that your new OPT end date is 09/30/2018 (based on the cap gap extension of OPT), therefore your STEM OPT start date on your I-20 is 10/01/2018.

      If you filed for H1B with Consular Processing, please contact an OGS Advisor, as your record may need to be corrected as your OPT end date should not have changed.

      As per federal regulations, you are allowed to apply for STEM OPT extension with USCIS no earlier than 90 days before your current OPT end date. There is currently no guidance from USCIS as to what date they use to calculate the earliest date that you may apply for STEM OPT: your original OPT end date (as per your EAD card) or your new OPT date (as per your SEVIS record and your new I-20).”

      Can someone advise when I should apply for my stem opt extension before June 19th or before October 30th

        Hey Keerthi,

        I would say apply now itself. You are already late for application of STEM extension. It has to be within 90 days of your current OPT expire date. Not the CAP GAP expire date.

        Ask your DSO, confirm it and apply before its too late. Don’t think about $ 410.00 and courior fees as STATUS matters a lot. You never know, unless you get your H1-B approval notice, anyting can happen in between. like RFE or anyting. (I am not saying that it will happen, but PREVENTION IS BETTER THAN CURE).

        After all it’s your call…
        But this is just an advise.

          I still have 45 days before my opt expiry date. I can apply for my stem opt now in this week .

          But my problem is in my i20 they kept the start date of stem opt as October 1st 2018 . I don’t know why kept start date as October 1st instead of June 19th they are saying they will keep end date as what is reflecting on sevis.

          Anyone know about this issue before ??

            If you are working, then ask your immigration attorney. If not, then hire one. I know it will be charged, but no option.

            Also, call USCIS itself and ask them directly,regarding. Get the related number from the USCIS website to reach the OPT EAD section. Send emails and try to approach them all ways possible.

          I requested stem opt i20 and I don’t know why it’s reflecting cap gap and they are saying the can’t change end date to my actual ead expiry as it is changed in sevis.

    Got SEVP update on 04/23, and employer informed me of receiving the receipt today. STEM OPT, last chance. OPT was ending on 05/17. It seems like SEVP update is a good indication of lottery selection!

    Hi Guys,
    Received notice from my lawyer an hour back about the receipt number. Checked my receipt ,it says Receipt Date 4/12/18 and Notice date as 4/24/18. Not sure of the actual difference between the two dates.
    I couldn’t see any update in my SEVIS as my OPT expires next year.It still shows active STEM. I was filed under AD Masters Vermont . So I guess for people whose OPT is expiring later than 9/30 have to wait patiently and would definitely hear back from their lawyers sooner or later .
    Hope all genuine candidates get their rightful prize !!

      It is picked. I got the notice yesterday evening, SEVP update on 4/22. So you should get it sometime this week. Check your law firm’s portal as well.. for a friend of mine, case status on website is updated yesterday to “received receipt notice” but he hasn’t got any email from them yet.

    so my situation is that Original EAD expiration date was 8 May and I had requested my DSO for a new i20 after filing the petition. I got an i20 extending the work authorization till 1 June.

    I registered for the SEVP portal on 19 April and the status that day onwards shows 1 June as work authorization date.

    What happens if I do not hear back/get a receipt from USICS before 1st June? Anyone else in similar boat?

        There won’t be any cap gap for you as your OPT is expiring in Jan 2019. It is only for students whose OPT/STEM OPT is exoiring before Oct 1 this year.

        It means your petition got picked in lottery. Cap Gap is applied if you have opt end date before 9/30 and and petition got picked in lottery.
