H1B Visa Case Receipt Number, Petition Number – IOE, EAC, WAC – Meaning?

USCIS accepts various kinds of H1B petitions, such as new H1B cap-subject petitions, petitions for H1B extensions, H1B petitions for the transfer of companies, and H1B cap-exempt petitions. One thing is common: they all receive an H1B Receipt Notice from USCIS indicating they received the H1B petition.

When you look at the USCIS-issued Receipt notice for the H1B petition, it would have a receipt number or case number. This number can be used to track the petition’s status with USCIS.

If you are new to the process, looking at the long number and guessing what that number means can be puzzling. In this article, we will cover what the H1B Case Receipt Number or Petition Number indicates by looking at each of the letters in the H1B Case Number.

As a background, if you are a first-time H1B applicant, you will need to go through the H1B Visa registration Lottery process, and only if you are selected in the H1B lottery, then you would be eligible to file an H1B petition with USCIS. Also, the H1B petition can only be filed by a Company. As an applicant, you cannot file the H1B petition alone.

What is the H1B Visa Case Number? Petition Number?

USCIS sends a “Form I-797C, Notice of Action” after they receive the H1B Petition. This form is called the H1B Receipt Notice. It is a generic form used to notify the receipt of a petition or application, but the Class requested field indicates whether it is a receipt notice for an H1B petition or not.

As part of sending the H1B receipt notice, USCIS assigns a unique case receipt number for every H1B petition they receive. The receipt number consists of 13-digit alphanumeric characters and typically starts with three alphabets, like WAC or EAC, based on where it was filed.

This 13-digit alphanumeric number is called the H1B receipt or H1B Petition Number. It appears at the top of the H1B Receipt Notice (Form I-797C, Notice of Action), as shown in the screenshot below.

H1B Petition Number vs. Receipt Number

People sometimes use the term “H1B Petition Number” and ask for the “H1B receipt number”. This can be confusing if you are new to it. The “H1B Petition Number” and the “H1B Receipt Number” or “H1B Case Receipt Number” mean the same thing and are often used interchangeably.

On some websites, you may be asked to fill out the H1B Petition Number; in some cases, you may be asked to enter the H1B receipt number or USCIS H1B Case number. In all these cases, you would use the same 13-dight alphanumeric number on the H1B receipt or approval notice. If you are filling out the H1B Visa Stamping application, you will asked to fill out the Petition Number, which is nothing but the H1B Case Receipt Number.

Understanding the H1B Case Receipt Number, Petition Number

Of the 13-digit alphanumeric characters that are part of the H1B Case Receipt Number or Petition Number, each set of characters has a specific meaning. We need to break them out properly to understand them correctly.

We should break down the H1B Case Number into sets of characters grouped like below:

  • XXX—XX—XXX—XXXXX
  • EAC—24—128—50345 ( example for H1B FY 2025 filed petition)

Now, let’s look at each of the groups of characters.

First 3 Letters of H1B Case Number: EAC, WAC, LIN, IOE, SRC

The first three characters indicate where the H1B petition was filed.

  • EAC – Vermont Service Center (old name: Eastern Adjudication Center).
  • WAC – California Service Center (old name: Western Adjudication Center).
  • LIN – Nebraska Service Center (LIN refers to Lincoln, Nebraska).
  • SRC – Texas Service Center (old name: Southern Regional Center).
  • IOE – IOE stands for Integrate Operation Environment(where the petition was processed); it is not a service center location but indicates that the petition was filed electronically or electronically scanned and processed. In the H1B petition context, it was scanned at a shared service center and then processed. The service center details will be at the bottom of the receipt notice.

Following 2 Letters of H1B Case Number: Year of filing

The following two digits indicate the year when it was filed. It is not the fiscal year but rather the calendar year when the petition was filed. Do not try to read something that says WAC2023XXXX to think it is related to the year 2023, you should only look at the following two letters after the first three characters.

  • For the H1B Visa FY 2024 season, it would be 23
  • For the H1B Visa FY 2025 season, it would be 24

Subsequent 3 Letters of H1B Case Number – Computer Working Day

The next three digits indicate the computer working day of the USCIS fiscal year that starts from October 1st. It indicates the computer workday does not include weekends and holidays. USCIS computers do not work on weekends and USA National holidays :-).

October 1st is when the fiscal year starts for USCIS. If your H1B was filed on October 1st, it would be 001. It is a little tricky with this number; computer workday indicates only working days and not weekends.

For example, if it is October 20th, it would be the 16th working day or something like that…For April 12th, it would be 134 as the weekends and federal holidays are taken out. You can use websites like TimeAndDate to compute that number.

  • For April 8th, it would be 128.

Subsequent 5 Letters of H1B Case Number – Actual Case Number

The following five digits is the actual case number and is assigned based on some internal USCIS logic. There is no guarantee that it would start with 0001 and go in sequence. Sometimes, it may start with 5; sometimes, it may be with other digits as well.

  • One sample number would be 51244

How to Check the H1B Case Status on USCIS.gov?

After you receive your H1B Visa Receipt case number, all you would have to do is to track the status on USCIS website. Read How to Check H1B Petition Status on USCIS website.

Premium Processing for H1B :

If you were to file H1B visa petition under premium processing, you would have received the case number and a confirmation email that your petition was received by USCIS and it is under processing. Usually your attorney or your employer would get that information. Once your case is approved, similar email with approval status would be updated via email.  A hard copy would be emailed after the emails to the address specified in petition.

Regular Processing for H1B:

If you were to file your H1B visa petition under regular processing, you would not necessarily get an email from USCIS, rather you would get a hard copy receipt mailed to your employer or attorney.  Also, decision information would be mailed to your attorney or employer after the decision.

    Hi, My H1 visa/I-94 expired on Apr 2 2013. My H1 Extension was applied on Apr 2 2013. I got RFE in Aug 2013. Mostly by today VISA team is going to respond to my RFE once I send my udated client letter. My question is -> Since my H1X filed date (Apr 2 2013) to till date, it is 218 days past. Can I stay in US beyond 240 days waiting for my VISA approval notice or do I need to leave US..? And mine is regular processing. Not premium

      • I do not think so..bcz I have asked him to leave me alone in my life many times. He never agrees with that. But he is always busy and he forces me that I keep taking care of everything he asks me for. 🙁
        It feels like I am loosing my life and happiness. I just do not know why I will agree with everything this person says when he cant manage his time for me. There are only everyday argument left in this now. 🙁

        • Thats bad.. But be sure of it.. I personally went all the way to US to fix my relationship but what I saw there was something I could never imagine.. Remember, people who claim to be busy are the ones who hasn’t got their priorities right.. There is no better solution than talking everything inside and clarifying things, I hope it works out well for you..

      U dont need to withdraw the petition, let it be that way. U can go for H1B Transfer and attend interview again, there must not be any problem as far I know

    I am currently working on L1 B for Organization “A” . Organization “B” have applied my H1 b this year. ( currently in RFE Response Review Stage , RFE-16 SEP , RFE Response – 20 SEP) . Iam planning to fly india on 22nd Nov for my marriage and will flay back to US on 21 Dec .
    Ques :
    If i fly out of US before i get the H1 final approval , will it abandon my H1 B processing or just my COS application or both. If only COS gets Abandon and i get my H1 b while i am in India , do i need to stamp my H1 b VISA before i enter US again or i can travel back to US on L1 B ? If i travel back on L1 b without the H1 stamping will there be any problem at the port of Entry ( Can CBP officer raise questions on not having H1 B Stamped )?
    If i am allowed to enter US without H1 stamping , as per my understanding i can continue working on L1B as long as i wish even though i have H1 B ..right? and i will need to apply for COS for L1 to H1 conversion when i wish to work on H1 ?
    Another Organization “C” is ready to do my H1 transfer once i get my H1b approval (Organization “B” applied for my H1B) . How soon i can start working for Organization “C” – can i start working with organization “C” as soon as they intiate my H1 transfer process or i need to wait for H1 transfer completion before i join Organization “C” ? If i fly out of US before my H1 approval and i get my H1 approval when i am in India , can Organization “C” start my H1 transfer or they need to wait untill i am back in US ? What is the document required for Organization “C” to start my H1 transfer process (other than Receipt Number ) ?

      • The reason for denial was not considering the job responsibilities & skills as a speciality occupation by USCIS. This time also similar RFE was issued and the response provided was very detailed and descriptive.

  22. My H1b status was in RFE and on october 28 it back to Initial Review and again in one day it moved back to Acceptance. Can anybody explain me when this happens? I have no idea and my employer says me not to worry. Please help me … Can it get rejected also??

    My employer changed by H1 petition processing to Premium on October 16 2013. Since then the status is like this:

    Acceptance

    On October 17, 2013, we received this I129 PETITION FOR A NONIMMIGRANT WORKER and we e-mailed you a notice describing how we will process your case. Please follow any instructions on this notice. This case is being processed at our VERMONT SERVICE CENTER location. You will be notified by mail when a decision is made, or if the office needs something from you. If you move while this case is pending, please use our Change of Address online tool to update your case with your new address or call our customer service center at 1-800-375-5283.

    august 19th – got RFE (about multiple beneficiary on LCA)
    october 9th – RFE replied and status changed to RFE response review
    october 28th – post decision activity. 🙂

    • Hi Gautam,

      Your petition is Approved. May be some of the correction made by USCIS after 12th sep and may have already sent a duplicate approval notice to your attorney/employer. Check with your employer.

      Mine is also the same case. I did receive a duplicate approval notice from USCIS and planning to go for stamping sometime in Nov.

          In Client-Employer Relationship RFE have you submitted document such as MSA and SOW. I have same RFE but was not able to get this 2 documents hence submitted individual client letter and took exception for this 2 documents since these documents are not shared by client. Can you plesae update me on this.

          I have submitted all other documents to prove that i am working for infy.

            Yes I needed MSA and SOW. But its ok if you dont have both. You can just provide the client letter head and the manager letter supporting the same. All the best! 🙂

            Yes i also tried to get MSA and SOW. SoW was there but client was not signed it and it was approved by email so my company GI team said no and they said to go with DM letter instead stating that SOW and MSA can not be shared and confidential aggrement between the company and client. so that i got on company letter head.

            I have submitted individual client letter on my name on client letter head and rest all other documents to prove that i am working for Infy. I hope this will work.

Hi Saurabh/All, I am on L1B and my H1B petition is in RFE review status, my questions is incase if my petition is approve on online (say day1) and i receive my physical documents on (day2), when should i resign for my current company (legally) on day1 or day2 or (day2 + any lead days) days ? Can some one explain? i hope there are many people with the same situation, help is highly appreciated…

    • Ravi,

      You dont need to resign, until you get a new project with your new employer. If you already have a project with your new employer, your new employer will apply Change of status (L1 to H1) and once COS is applied, only then you officially come under your new employer. Hope I clarified your question.

        • From your original post what I understood is, you are on L1B visa with ur current employer and you found a sponsor for a h1B visa. Once you get the approval for your h1b petition, only then ur new employer will apply COS. As soon as COS is applied, its illegal to stay with ur old employer. You have to switch to the new one immediately. Hope this clarifies.

    My company in India filed H1B on 1-Apr-2013. But till today the status they are showing me is “Awaiting Lottery Status from USCIS”. Except me every one from my company got some status whether its not selected in lottery or RFE or approved. Is there any chance that my case is not yet opened till now? How can there not be any lottery status even in Oct. Please let me know.. i am pretty confused on this.

      Ask your employer to contact USCIS center, and then ask them about the petition. They should have either returned the petition or sent the receipt number.

      • Thanks for your reply Saurabh… I have tried with my company multiple times. Each time they are coming back with same response. Even I have tried other routes with my managers also. But they also do not have any clue. I am clueless with what can be done next. Is there by chance any possibility of this really happening that my case is still not processed/on hold.Or something my visa cell is trying to hide…

    My H1 transfer is just now updated..and moved to initial review with a status message as
    the 15-day Premium Processing clock stopped on your I129, PETITION FOR A NONIMMIGRANT WORKER. A notice was sent on this date explaining the specific reason for stopping the premium processing of your case. This notice will contain detailed information on further action required by you. Your premium processing receipt notice contains contact information for direct inquiries on your case.

    I also checked H4 for my spouse and kid….and this moved to Post Decision activity…stating that it is approved….
    Is it safe to assume that H1 is also approved or it can move to any other status also even if H4 is approved.
    Please suggest

  34. There should be an article called Born and raised in India? What Next?

    It would go something like this:

    1. Become a nerd so that you always get 99% or 100%.
    2. Study engineering.
    3. Become a software engineer if you are smart or a tester if you’re mediocre.
    4. Work for TCS, Infosys etc.
    5. If they don’t send you to US on H1B within 2-3 years, go for MS. If they send you on H1B within 2-3 years, find a consultant to transfer your H1B so that you get a Green Card.
    6. If you’re doing MS, study computer science. If you’re mediocre, work for a desi consultant otherwise work for a US based employer if you are smart and don’t have that horrible Indian accent.
    7. Go to India for vacations and complain about the stench, pollution and traffic.
    8. Get married and raise ABCD (American Born Confused Desi) children.
    9. Become lonely in old age as your ABCD children leave you.
    10. Die a lonely death.

  35. Dear Experts, My L1B and I-94 expired on June 9, 2013 (com – A). A filed L1B extension, which got denied on Oct 16. Company B and C filed H1, B’s H1 is in RFE Response Review and C’s H1 approved on Oct 17 (filed with COS but don’t know yet if approved with/wo COS) two questions :
    1. B has filed H4 for my wife, which is in Initial Review, L2 already denied on Oct 16. should I file H4 on approved H1 of C (C has not filed for H4)

    2. I wish to work with B over C, but that H1 is not approved yet. Do I have any options to wait ?

    • This is a very nice example to show how desperate Indians are to remain in the US to make money. This person knew that getting an L1 extension might not be straightforward so he miraculously found two employers to file H1B’s.

      1. No shit you idiot. Your wife’s H4 won’t automatically be approved by USCIS if you don’t file for it. Why the hell employer C didn’t file your wife’s H4 is beyond me.

    Just wanted to check, is there anyone who has processed H1B through digital-X? I think i have been cheated big time. I lost huge amount in the process of getting a H1B. I know few people in USCIS, want to take it up.

    I think most of you understand the pain of wait associated with H1B, in this process you spend lots of your energy, time just to get an update. This also adds huge stress to your daily life. In the end when you get a denial for a simple RFE, you definitely get a doubt. I am sure they are doing something fishy. I want to take legal action against them.

    Appreciate any help here.

    Is there an estimate of how much time does it take to get all the documents and copy of petition to enable me to go for stamping, after the case is approved, my case was approved on 10/10. Any information in this regards will help me plan.

      Your employer/attorney in US should receive the petition within 30 days (usually it is 1-2 weeks). They can then send the documents to you in your home country.

  38. I want to settle in US but how do I pay to get a H1-B? I will pay by selling my family land, but I really want to go to US. How to find a consultant who will use my money to file H1-B for me? Please help. If I can’t go to US then I just wish that God just takes me. India is too depressing.

      I am in US since last 2.5 yrs and things are not so good here…India is much much better. I have plans to come back soon. I do agree some things are better here, but overall i want to be in India. And many people would agree with me on my views.

      Some fools like yourself are just one-sided, i guess.

          I also got the same RFE Employee-Employer Relationship. I have submitted all the documents says that i am employee of X company. I have got Individual Client Letter from client but i didnt get any other document like MSA or SOW.

          Have you submitted both this letter? Just wanted to check the possibility of approval without MSA and SOW.

          how many days they took to update your status from Request for evidence to Request for evidence response review.

          My employer saying that he submitted my RFE last Wednesday but still my status is showing as Request for evidence.

          • They normally send it in normal mail and it takes a week depending on the location of attorney and the location of the service center. It took a week for me my attorney is in Chicago and service center is california.

    Company “A” applied h1b for me, before I joined them . Now, I got some offer and want to go to US through another company “B”.

    Eventually, “A” may withdraw my petition . Will that cause any issue if “B” re-applies in 2014 ?

      If A’s petition has been approved, then B can apply for cap-exempt petition for you even after A has withdrawn their petition. If A’s petition is not approved and withdrawn, then B will have to go through the cap.

      A’s withdrawal will not impact the outcome of B’s petition.

  42. Employer says they recd rfe n replied back but the status has been in IR forever .. Wonder y the website shows no status change ..

    • Hi

      In some cases status does move back to initial review after RFE has been replied. You should check the date, if it has been in IR since April then nothing has happened. If the date has changed to some other month then whatever your employer is saying is correct!

    • Sign up for Case status updates from the left panel in the USCIS status tracker. Based on the last changed date over there, you can know if your petition has been in initial review since april or moved back and forth. If the date is around April, then your employer must be lying or there is some confusion somewhere. If the date is recent like in aug-sep-oct, then your petition has had some updates and now back to initial review.. hope this helps..

      • Thank you very much for your responses .. I have been checking every single day at least once and it has not changed. But I’ll sign up for updates to be double sure . If not wonder how would the employer be benefitted by stating falsely ? Also is there any use of raising e request ?

            From many days i see no response from saurabh
            need an immediate answer for the question i.e
            i went to us in 2002 did my ms there and got opt and then got my 1st h1b approval

            later,my extension was denied and then we filed it raising again mean while during this process i overstayed in us for 175 days
            now,my h1b visa got approved the thing is will that be a problem in overstayat visa interview

            Overstaying for <6 months causes 3 year ban. Have you been outside of US for more than 3 years since that incident? If yes, then you should be ok. You may still be asked about that overstay period and you should answer it truthfully.

            Did you discuss this w/ your H-1 attorney?

            I HAVE OVERSTAYED FOR 175 days later i went to another country from there i filed my h1b (yeah its 3years iam working in this country)

            yeah i have discussed with my attorny even he told me the same
            My question is :
            Do i need to have any documentation to attend for visa interview
            And did u hear any of the cases before who overstayed but got there visa
            can u please comment on this as soon as possible

            Usually the status changes within a week. At times, the online status doesn’t change for several days/weeks. Your attorney can contact USCIS to confirm the receipt of the response.

            Response review usually takes 60 days, but can take longer as well.
