USCIS received 124,000 H1B Visa 2014 Petitions – Official Lottery Update Results

As predicted by us earlier on USCIS official news update date, USCIS did an official press release today disclosing the details of overall petitions received and lottery process followed, including results. Below is a brief summary of the H1B Visa 2014 news release.

USCIS Official News : Summary of H1B Visa 2014 Lottery Results press release

  • Big News: For the first time in USCIS history since 2008, H1B Visas 2014 cap reached within the first week of filings, i.e, first week of April.  You can check out US Economy and H1B Visa Lottery
  • Total H1B Petitions received :  USCIS received a total of 124,000 H1B Visa petitions for fiscal year 2014.
  • Lottery Information : USCIS conducted a random computer generated random selection process, also called as lottery, on April 7th to select the petitions needed to meet the regular cap of 65,000 and masters cap of 20,000
  • Lottery Process followed: As described in our detail H1B Visa Lottery process, USCIS followed the same thing.  First USCIS conducted lottery process for Masters quota petitions and then the petitions not selected in masters lottery were merged with regular quota pool and random selection process was conducted for remaining pool to select 65,000 petitions.
  • Petitions Not Selected in Lottery  : If your petition was not selected in lottery, USCIS will reject and return the petition along with the filing fee, except for duplicate petitions.
  • Premium Processing for H1B Visa 2014 : To facilitate the data entry process and meet the timelines, USCIS will begin premium processing for H1B Visa 2014 from April 15th.
  • Non-Cap Subject Petitions Accepted :  USCIS will continue to accept non-cap subject petitions i.e, that have already been counted towards to the cap, including petitions filed under below category
    • H1B Visa stay extensions
    • Employee terms changes for H1B visa worker
    • H1B petitions filed for Change of employers
    • H1B petitions filed for concurrent working for more than one employer

  1. Finally got my H1b receipt number WAC131325****

    I got today, mine was AD/Reg/WAC. It’s in initial review and it says they received my petition on April 8th.

    I am sure everyone with regular processing will get good news soon!!!

  2. Guys, I’ve been notified by my employer and attorney that reg proc will take at least until may/June to notify so relax, breath and get on with your lives until then. If it happens it happens, you’ll get a great surprise one day!!!

  3. Checked with my employer. The check has not been deposited until today. Not sure if that’s an indicator of not being selected. Any thoughts?

          well, mine is Regular / Regular processing

          Did you try checking your result through SAVIS or school DSO ?

          I saw many update from people in this forum who got to know their result by checking through SAVIS or school DSO.

          It seems, most of their case is through but they haven’t received receipt yet.

          But i personally feel that, USCIS might take some more time to processing H1 apllication filed under regular processing

  4. Here is my own observation and analysis. Please read at your own discretion and I take no responsibility of whatsoever it may lead to:

    1. The data entry of those selected petitions (PP or Non-PP) into USCIS computer systems is well lagged behind schedule. So don’t judge from the receipt number and be panic!
    2. To me, there are 4 stages involved in this process: lottery, data-entry into system, sending out receipt (mail/email), and processing. Obviously, the first stage is all over and your petition, if selected, can fall into any of the next three stages. I also strongly believe that there are substantial petitions are still waiting to be entered into the system (Stage 2) by now, even though many PP guys already in theirs stage 3 or even 4 now.
    3. If my rough estimate is correct, most of the data entry should be finished by the end of April, seriously! So, people may still get their long-awaiting good news by then. As to the physical snail mail of receipt number, it may take another week. So, don’t lose your hope too easily or early. I think some of the H1b candidates may even get their receipt number by the first week of May.
    4. I also strongly believe that there is a waiting list/pool for those not selected at first round. So, even if you are not getting anything by the first week of May, it doesn’t mean you are 100% out of the game. You are still theoretically alive before receiving the official return package.
    5. Finally it’s not the end of the world if you are not that lucky eventually. Life needs to carry on. Also, for those who got their receipt numbers, it’s just the start of another game. There is still a long way ahead of you. Be faithful and work hard.

    Again, best luck to all who are still waiting for their receipt numbers.

  5. Getting Panic and not abel to sleep or eat…worring alot…

    There are 124000 applications total.Out of that 20,000 will go for AD. Remaining 58,200 (65000-6800 Singapore & Chilei)
    1,04,000 applicants for 58,200 VISAS.

    So almost 2:1 ratio.

    I lost my hopes………….its impossible for me to get VISA.

      We are all in same boat.
      I understand the pressure we are under going.

      Its difficult to concentrate at work.
      Even sometimes i feel that, all doors are closed. I think of giving up all my hopes

      But unless we get any update from USCIS, we can’t just conclude.

      Am just trying to stop myself from thinking about H1. I know its very hard.
      But stressing ourself would just hamper our health.

      Remember onething. Lottery is already done. Results are out. Just that lucky ones have got their result and few are still waiting.

      Even if we worry or get into more stress, we can’t change the result. It would just disturb our health.

      One good advise friend – Try not to think much about H1 result. This is what am doing
      If we are lucky we’ll get through.

      • True, we should not worry. Our fate is decided, its just the time which will tell us. Let us hope for the best. Wish everybody gets the visa. Guys, even otherwise the world is huge and we should move on even if we don’t get selected.

      I already started to build my plan B.
      Anyway, you (or/and me) might be put in the wait list, so there is still a chance for miracle to happen.

      Even if you don’t get a visa, it’s not the worst that might happen.
      Your life and your close people’s life is the most important thing… think about it.

    • you forgot to add the last year unused caps from Singapore/Chile. I heard that they have used only ~1000. so there would be 58000_5000 = 63000.

      Second, there must be some rejection. I am assuming 10-15 % rejection rate based on last year record. Based on that there is a chance that 4 out of 5 will have the H1.

      So dont losse the hope untill you received the final info.

    • Count based on receipt numbers — UPDATE ADD 1.5 K more in below analysis — for additional receipt today

      Total receipt generated around – 73136 – If we take out 10% other applications its coming around 65K — and additional 2k Rejections..

      Means they have to process (generate receipts) around 20-22K application

      Just Hold for some more days. .

    Status changed to Initial Review: ….Clock stopped….. message at 6.00 pm PDT Apr 18th.
    At 9.48 pm PDT it changed to Decision.

    I know exact time as I registered for text message update and email both.

          It may take more time, For me it took almost 10 hours, because of the Closing of Office Hours…
          for Me, it went to ACC -> Initial Review @ 9.45 PM IST on April 18, APPROVED @ 8.30 AM IST on April 19.

    its me here again. End of day, nothing so far.
    it is my hope that all of us in this category remain in solidarity.
    LET NO ONE PANIC.

    REMEMBER that the reason WE are not getting response MAY be because although we were NOT selected, we have been put in a waiting list to replace rejections.

    I Want to believe that preference is given to AD in replacing rejections. As such, it is very likely that ALL preperly filed and valid AD will get through.

    SOLIDARITY GUYS!! LETS NOT BE INTIMIDATED!!

    Yes this is my Dream to work in USA on H1B. I was in this process from past 3 years finally i applied H1B visa this year.Unfortunatlly this year Lottery:)

      The understanding here we have about receipt generation is…

      USCIS have done lottery for both 20K and 65 K.

      The random number generated are in for all the 124K Application (20 K is special and need no explanations we all know)

      The random numbers are irrespective of RP or PP. This sequence of Random number are taken for processing… Hence You can see receipts are generated mix of ALL …

      PP guys gets email and RP gets nail mail..

      So guys .. dont loose hope.. USCIS still have to generate the around 20-25K receipts.. and should be over by Wed next week.

      With my knowledge — Receipt generation is given to consultancy and they are working on it. Processing of application is with USCIS and different team then those who process receipt. So even though PP processing is already started .. We can not make any conclusion that PP/RP/AD over .. Its just that for PP they have to process it by 30 Apr..

      So hold on just wait.. Best Of luck

    This is a real tough times for all of us, especially for those who are on OPT status and have ties and bindings here in US. It is heart warming to see folks from all over the world although competing yet supporting eachother like siblings do. A lot of people poured in their genuine thoughts and wonderful ideas. Kudos to all, those who have already been H1B approved, heard with receipt numbers, through DOS,cheques processed and painfully anticipating aspirants. Iam praying that everyone who is genuine and deserving should get theirs share sooner or later, a fruitful result. I give special appreciation to that first PERSON who came up with the idea of calling schools to findout. The easiest access of all, than our employees and attorneys. After many restless days and nights,with all other applicants from my group getting receipts already, I did findout from my school today that my status is changed to pending approval and my OPT was extended to Sep 30th- they also have me my reciept,EAC13137520**, in review now. Much relieved now.Thanks to God, and all you nice people. Please keep faith and hope for the best. I know it easier now for me to say, but stay positive and ‘TRUST IN GOD’. My prayers continue for you all. I wish this forum was more like a Facebook community,we all could keep in touch and may be become great friends some day.

    I am sorry to say who are waiting receipt from WAC (California) they are done generating lottery receipt on 16th April (137th working day)
    by checking
    131375XXXX you will find recipt generated ie 16 th april which is the last
    131385xxxx…..17th n0 receipt….
    131395xxxx……18th no recipt….
    it is over sorry

      Is this applicable for regular category as well?
      Just curious to know, as how to conclude that WAC (California) they are done generating lottery. whats the logic used?

      What about for EAC?
      Are they still generating?

        Vermount is still working they generate around 4849 today.

        13 = year
        137 = coreponding working day (april 16th)
        5 = constant
        xxxx = number of receipt generate on that day

        • Would you please stop spreading rumors. This is the last receipt number generated today: wac1313753875 including PP wac1313753866. BTW vermont is 2 working days ahead of California and anyone who has been following receipt numbers in the past 2 weeks would know that. You clearly dont seem to know what you are talking about.

          This is the message on the notice on wac1313753866:
          “On April 18, 2013, the 15-day premium processing clock started on your I129,PETITION FOR A NONIMMIGRANT WORKER.”

          What does April 18th mean? You can read correctly I hope, in case you cant believe it, try out more petition numbers. I can understand your frustration but dont be a killjoy on everyone else’s hopes and stop passing judgements without any factual proof or understanding.

    • It will take a while to mail out though. I know my receipt number WAC13132… via SEVIS from international office at my university, but lawyers still haven’t received receipt.

        However, I am kind of confused that the receipt number you mentioned in the SEVIS system is a real receipt number after lottery. You filed on April 1st with that receipt number generated.

        I did the same thing as what you did, and contacted my law firm ( Fragomen ). They said that number is not 100 percent positive regarding receipt ( that is the original words they told me ), Each filed petition has a number, and they cannot conform receipt until official inform received. The person answered me is a legal assistant, so I doubt him but still not relieved.

        I use that number in USCIS case status tracking, and get the following :

        Initial Review
        On April 8, 2013, we received this I129 PETITION FOR A NONIMMIGRANT WORKER, and mailed you a notice describing how we will process your case. Please follow any instructions on this notice. You will be notified by mail when a decision is made, or if the office needs something from you.         What I am stilling wondering is that whether this number still belongs to me after lottery ( it belonged to me when I filed my petition on April 2nd for sure ).

          I’m not a lawyer so I cannot be sure. But everyone says the receipt number encodes the day of processing so for example WAC131325… means:

          WAC – California center
          13 – year
          132 – April 11 (one week ago)

          So I don’t think the receipt number could have been issued before the lottery (which was held on April 7).

          Also according to several websites, applications rejected in the lottery are returned unopened, as if the application was never made. I.e. your SEVIS record should be completely unaffected.

            I hope you are right. and my number is : EAC1313652***, and 136 means April 15th or ??, but in USCIS Case Status Tracking is : On April 8, 2013, we received this I129 PETITION FOR A NONIMMIGRANT WORKER, and mailed you a notice describing how we will process your case. Dose that means 136 in EAC is April 8th???

      for WAC, the corresponding days are 136 and 137 for Apr 17 and 18th..

          • Their numebers are in fact different. Think about it this way, if you tried WAC on the 15th and tried the 136 series, would you have seen any petitions? Of course not, then you would have tried a different series to check live updates to verify it. We have been verifying it from day 1 (April 8th) and if there is no 2 day lag, so shouldnt PP petitions which we saw yesterday and the day before have different dates on it? All PP petitions yesterday out of WAC were dates 17th and the day before that 16th and so on. Here is the latest : wac1313753875, Additionally if you check tomorrow, it will update from 138, what else would it update as otherwise? If not are you telling me all 85K applications have been processed? Of course not, right now we are probably around the 50K mark and USCIS is super understaffed, So more petitions will be processed and you ll see it tomorrow

        • Thanks for the breakup if we remove 10% for other categories, the total count fro CSC and VSC would be 66240, so around 12000 receipts yet to be generated if we remove 6800 reserved for Chile and Singapore??

    Today My Petition status got changed from Acceptance -> Initial Review with the following message
    “On April 18, 2013, the 15-day Premium Processing clock stopped on your I129, PETITION FOR A NONIMMIGRANT WORKER.”

    Most of the People from this FORUM got approved with the above Status Message Unless if the petition is not went through like
    Acceptance -> RFE -> Initial Review with PP clock Stopped..

    Please correct Me If am Wrong…

        APPROVED @ 8.30 AM IST on April 19th.

  15. I’d like to thank the guy who gave the idea of checking with your school f1 advisor. I saw this message and called the DSO immediately. She was so nice to check the sevis record for me. Then I heard of something like pending, and she noticed in the system that My petition was filed on April 1st. The receipt number is also there.

    What a relief!

    I have been following this forum for one month and people here really encourage me.

      • Advanced degree is not required, but you must be on F1 visa at an American university (either studying or on post-studying OPT).

      • It turned out to be the same for me. Although I did not know tha t when I suggested the idea to go ahead and call DSO. I was pleasantly surprised to see hi email with a receipt number which turned out to be the same from what i got from the attorney.

  16. UPDATE FROM USCIS

    At a conference Friday April 15, USCIS announced further details on the process for issuing receipts as confirmation that H-1B cap-subject petitions have been selected for further processing.
    According to USCIS, data entry for H-1B cap-subject cases filed via premium processing has already begun, and should be completed by today, April 15, 2013. Receipts have begun to be issued for these applications as well. Adjudication of these premium processing cases will begin on the same day, and should be completed within the required fifteen (15) days.
    In the meantime, data entry for non-premium processing H-1B cases is slated to begin on April 16, 2013, and may proceed until late April or early May. USCIS has cautioned stakeholders that it may not issue receipt notices until May, following the completion of all necessary data entry. Cases which are not selected for the lottery, or rejected, may not receive rejection notices until June. Petitioners retain the option to convert any non-premium processing case to a premium process case; however, a request to convert the case can only be made after its receipt notice is issued.

  19. Waiting for Regular quota/PP/CSC. I am sure many are waiting like me.

    I heard they are still releasing receipts for PP. Does that mean, we shall wait and keep our hopes alive till April 30?

    • I am in the same situation. AD/Regular/CSC and applied through Fragomen. They told me to inform as soon as they got feedback from USCIS.

        • I sent an email to my student advisor. I will call her and check tomo. Hopefully she will help.. She is not very helpful..

          And to be true i am just too scared to check coz wat if she doesnt see any update… Anyways hopefully she will respond.

  20. Just heard from my employer my checks have been cashed by USCIS yesterday, but I still do not receive my receipt, does that mean I win the lottery?

    • I received my receipt from my lawyer a couple of hours ago.

      My case AD/RP/California.

  21. My attorney received the notice of receipt for AD/PP/VSC today by mail although the receipt is dated April 12th. I checked the case status and it shows INITIAL REVIEW. It doesn’t say anything else other than that a petition was submitted and it is under initial review (standard 2 paragraphs). When can I expect it to change from INITIAL REVIEW to the next level?

    The last two weeks were very difficult for me. I hope that those of you who are waiting to hear from their attorneys or employers get the good news soon. Good luck.

      Looks like your employer did not applied under premium processing…. otheriwse it should come in email… but anyway…
      DO not worry it will stay in initial review and if it is really premium processing you will get decision before 30 april… all stage will change in 1 day immediately so do not worry…
      everyone have same stage either in acceptance or in initial review….. mine was also same and it changes to decision on same day ….. so stay cool…. you will get your h1…..

        My attorney said last week that he doesn’t expect to hear on nearly a hundred petitions that he had filed for 3-4 weeks. There were too many applications to begin with. I was very tense and worried too, but it looks like that one has to just wait it out.

  22. My receipt number EAC13131xxxxx is still in acceptance stage while the number below my number has been approved. Some numbers above mine are in acceptance stage too. Should I be worried? Please let me know!

    • Don’t worry about it. Even i was worried till this afternoon, since most of the receipt were approved or RFE, but mine was in acceptance till 2 PM. It changed to initial review and approved after 3 hrs.

      My receipt number is WAC13128xxxxx, received on 9th apr and approved today.

    • Reg Cap/Reg. Proc, Did USCIS started sending receipts/en-cashing checks ? I doubt they’ve not started this yet. Again I am not sure in case if someone in this category has received anything? I saw 2 ppl today in this forum says they got receipts ?? really ??

      Please keep patience you will all get as both center VSC/CSC processing premium processing case decision as well as receipt generation for regular processing case it takes time. my one friend got regular quota receipt today from CSC in mail… i wish and all the best to all of you that you will all get it ….

  26. Finanial got my number. I am AD/RP/VSC. Thanks the person who reminder us to check the SEVIS status. All the applicant who get the degree in US, please check with international student office. I checked with them today, and got my case number.If you didn’t get degree in U.S., you may check with the accountant in your company, they can tell you if the check was cashed. I got the news from our accountant that CIS cashed the check today’s morning. Thanks all the people who provide the information here, and hope all of you can get your H1b visa this year.

    I can see many people still waiting for H1B Receipt notice. For all those who have applied in AD/PP or RP you can check the status of your sevis online and in that it will be mentioned whether they have send the receipt notice or not. Here is a link where you can check your SEVIS number:

    • I will say this again. I WOULDN’T RECOMMEND ANYONE SUBMITTING DETAILS TO NON GOV SITES. I have not checked this site and I do not know what information it asks for.

    • I checked mine and says payment paid and I-797 receipt status “In process” but date received says the date when i applied for SEVIS well back in 2010. What does it mean? Pls reply bud..

        • My attorney says that “we should stay realistic and start thinking of what to do in case they did not get accepted. I believe we’re at that point with your H, I’m sorry to say.”

          • I understand where your at I’m in the same position as you. But I can tell you with confidence that PP isn’t over yet. I have been pretty active looking into the pp receipts coming out everyday and I have seen more than 500 receipts in the past 3 days alone for the CSC center, they tend to come out in clusters the evening which is strange but offers us hope nonetheless. I don’t doubt your lawyers competence but I think she maybe miscalculating of how understaffed uscis are now or the number of applications to go. FYI uscis took until end of may in 2008 to send out all the receipts. Also uscis announced they are going to “start the premium processing of applications of 15th of April” this year as opposed to last year so to speak not “all premium processing of applications will begin on 15th. Being so understaffed and given the sheer volume i believe there are quite a few PP petitions which haven’t been entered yet, and the PP receipts we are seeing being processed are a factual symbol of that. I am waiting anxiously too but I think we have until next week to know for sure if things have hit the shitters or not. So try and stay calm dude, there’s nothing we can do to change it but we can certainly stay positive.

          • I shared your optimism untill I discovered that I-129 PP is also used for H1B renewals. So what we might be seeing are renewal reciepts for old H1bs.

            Again I hope I am wrong as I am also waiting for REG/PP/VSC notice.

  29. Anybody’s petion status changed from RFE to Initial status .. RQ/PP/CSC. The message says as below:

    On April 18, 2013, the 15-day Premium Processing clock stopped on your I129, PETITION FOR A NONIMMIGRANT WORKER. A notice was sent on this date explaining the specific reason for stopping the premium processing of your case. This notice will contain detailed information on further action required by you. Your premium processing receipt notice contains contact information for direct inquiries on your case.

        • That is a status check for the fee you paid for your SEVIS before you applied for your first student visa to enter the us…. Unfortunately it doesn’t show the status of anything other than that.

        • AD/Regular/CSC…….lawyer received the receipt this morning……status in initial review on the USCIS website. How much time does USCIS take on average to decide a regular applicant’s fate??? Anybody?????

  31. Can someone tell me in what sequence USCIS work on the applications??
    My application number is eac*******620 and my status is at acceptance, but one later receipt number which is eac*******621 has been approved.
    Why is that?
    My case is RC/PP/VSC

      it is so kind of you, the best part is. though logically we are contending each other. We are all supporting each other morally and no one wishes bad for the other. I wish USCIS could see all this and evaluate on some better grounds than lottery.
      Lets hope for hte best guys, my colleague in AD/RP/VSC got day before
      I am RC/RP/VSC, and still waiting, not sure till when.
      But this forum definitely has kept us in good spirit.
