Why US Visa Status on CEAC says Refused for 221g ? Dropbox ? Visa Interview ?

When you check your US Visa Stamping Status on the CEAC website online, there are some cases where the status shows as “Refused,” even though the consular officer said after the interview that it was approved.

You may also see the “Refused” status after you dropped off documents for US Visa Dropbox stamping or you received form 221g Administrative Processing issued by the consular officer saying that they need to do some administrative processing and kept the passport.

In the past, it used to show “Administrative processing,” but it now shows as “Refused,” starting from March 2020 onwards for most cases. This online status of “Refused” can cause a lot of panic among many in 221g administrative processing, dropbox stamping, or general visa stamping applicants.

This article covers the issue with the status “Refused”, why it shows like that, and updates with user inputs & experiences.

Background of CEAC website, US Visa Statuses

The US Dept. of State’s Consular Electronic Application Center (CEAC) website is the official website where you fill out the online US Visa Application forms such as DS-160, DS-260 or even check your US Visa Stamping Status. If you have attend a US Visa stamping appointment and waiting for the decision from the US Consular officer, you go to the CEAC Visa Status Tracker webpage to check the latest status.

Depending on the visa stamping status, the applicants see one of the below US Visa statuses

  • “No Status”
  • “Application Received”
  • “Administrative Processing”
  • “Approved”
  • “Refused”
  • “Issued”

If you are a first time US Visa Applicant, when you see the status such as “Administrative Processing” or “Refused” it can be confusing. Let’s dive in to the details around confusion of “Refused” status.

Previous US Visa Status for 221g on CEAC Website

In the past, when you were issued a form 221g for administrative processing, you used to see the status of “Administrative processing” on the US Dept CEAC Website, and the text under it used to read like below.

“Your visa case is currently undergoing necessary administrative processing. This processing can take several weeks. Please follow any instructions provided by the Consular officer at the time of your interview. If further information is needed, you will be contacted. If your visa application is approved, it will be processed and mailed/available within two business days. For more information, please visit US Consulate General <City name>”

See the screenshot below for exactly how it used to look.

221g Administrative Processing Status CEAC Website
Administrative Processing

But, starting from March 2020, this status changed and it shows as refused. For comparison, we have picked a case that was in Administrative processing from the past(before March 2020) and how it used to look and how it started to look from March 2020. Let’s look at it in the next section.

Administrative Processing(221g) Status Changed to Refused for US Visa

From early March 2020, the status of the cases that were under administrative processing (221g) changed from “Administrative Processing” to “Refused”, even when there was no real update on their ‘Case Last Updated Date’ or anything else. One key thing to note is the text under it has changed. It reads like below now.

“A U.S. Consular Officer has adjudicated and refused your visa application. Please follow any instructions provided by the consular officer. If you were informed by the consular officer that your case was refused for administrative processing, your case will remain refused while undergoing such processing. You will receive another adjudication once such processing is complete. Please be advised that the processing time varies and that you will be contacted if additional information is needed. For more information, please visit TRAVEL.STATE.GOV or the website for the Embassy or Consulate at which you made your visa application. For more information, please visit U.S. Consulate General <Consulate name>”

Pay close attention to the bold text, it basically tells that, if you were given Administrative processing, then it will be processed in administrative processing. Also, see the screenshot below with status ‘Refused’, it is the same case number as above.

221g - Status Refused - CEAC Website

You may watch the below YouTube Video on 221g CEAC Status Administrative Processing, which covers the same details

Why Has the Status Changed from Administrative Processing to Refused Suddenly?

Starting from March 2020, the US Department of State changed the status name of “Administrative Processing” and text on the CEAC website to be in-line with the administrative processing, form 221(g) that are issued by the Consular Offier.

If you check the 221(g) notice or any of the standard 221(g) forms given, you will see the text that says “Your application for a nonimmigrant visa has been refused per section 221(g) of the U.S. Immigration and Nationality Act…”.

See the below screenshots of sample 221(g) forms issued by US Consulates:

221g Refused Text on White Slip
221g Slip given after the visa interview – White color
221g Pink Slip Refused Text
221g Slip given after the visa interview – Pink Color

So, technically, your visa was refused and the online status on the CEAC website also now reflects the same. So, nothing to panic about or worry about.

The text below the actual ‘Refused‘ status on the CEAC website clearly states that if you were given administrative processing, it will continue to be processed, and you will receive another update on the decision/adjudication once the process is complete. There is nothing to worry about. If you have been issued a 221g, it will continue to be processed.

Official Communication on the updated status of “Refused”

On March 5th, 2020, the US Department of State updated its website in a news alert that it had made the status-related text change to reflect the actual change, but it did not really change the case information.

As discussed above, it is in line with the 221g sheet given to the applicant when their case goes to Administrative processing. Check the screenshot below, which shows the change in text. You can check the Official Travel.State.Gov Press Release for CEAC Change

National Visa Center Update on Refused Status Change

We also called National Visa Center regarding the status changed and asked about the change. They confirmed that the status text has changed for Administrative processing, but nothing other than that. If you were given a slip for 221g or told by Consular Officer that your case will be in administrative processing, then your case will be processed accordingly.

The status text of the refused for Administrative processing is different from the real refused case, without administrative processing. We cover that below. In any case, you can call the National Visa Center as well and verify if you are concerned. You need to have your passport number, date of birth, and case ID to get information on your case. You may have to wait for 30 to 45 min. Details of the Phone Number for the National Visa Center are at: https://travel.state.gov/content/travel/en/contact-us/us-visas.html

Actual Refused Status Text on CEAC? Is it Consistent?

It is very hard to know the final status of your visa application based on what you see on the CEAC website. The “Refused” status can be very misleading and you may not know if is still under administrative processing or refused for good.

In the past, it was clear, but since March 2020, this has been very inconsistent. Many users see the “Refused” status as an intermediate status as well before it ends up as approved or issued.

In early 2020, some “refused” cases that were ultimately “denied” had “refused” status on the CEAC website with shorter text. See the screenshots below. But that is not always true. Many cases in late 2020 and 2021, 2023 and 2024 had “Refused” status with shorter text as an intermediate status, and later, they changed to Administrative processing and then “Issued.” So, it is very hard to say the exact text for real refused cases.

Observed CEAC Status Changes: Refused ( with short text ) >> Administrative Processing >> Issued

The only way to tell, if your case was refused, is if you get a confirmation from Consulate that says, your case is refused. Sample US Visa Denial Letter from US Consulate after 221g

Example of CEAC Status Refused with Shorter text

  • Old Text for Refused: Your application was refused. Please refer to the letter or other instructions you were given at the time of your visa interview. For more information, please visit <US consulate name >
  • New Text for Refused: A consular officer has adjudicated and refused your visa application. Please see the letter you received at the interview. For more information, please visit <US Consulate name>
  • See below Refused Status with shorter text, before and after March 20th, 2020.

US Visa Status for Dropbox shows “Refused” or Administrative Processing

If you have submitted your documents for US Visa stamping using the Dropbox option for renewals, like H1B Dropbox, then you may see “Administrative Processing” as the status on the CEAC website. Sometimes, due to the issue we described in the article above, you may also see the “Refused” status as well. You can check the US Visa Dropbox Tracker for some user experiences.

Usually, this status of “Refused” or “Administrative Processing” changes in about a week to 10 days. If not, you can reach out to the consulate. Do not panic if you see this status.

Also, at times, some users reported that you would see “Refused” or “Administrative Processing” status for a general US Visa in-person interview, where the consular officer said that your visa was approved and kept your passport. Give it a few days for the status to change. If it does not change after a week or 10 days, then reach out to the consulate.

  1. Hi Kumar,
Your article is very helpful. I hAve my interview on 2/11/2019 and it went for administrative processing. I needed to go to Australia that’s why I asked them to temporarily withdrawal my passport. I resubmit it on 2/2/2020. On 2/3/2020 mail me and said my case is in AP. But on 23/3/2020 they return my passport (I though it is for vivid-19) and Now it is showing refused. But rest of the text matched with the text as you described.

My question is if they return my passport on 23rd of March 2020, is it still administrative processing ? or it is refused totally?

I will wait for your reply
    Thanks

Just returning passport does not mean it is denial. Usually, they will give a decision letter indicating it. Try to email or call them.

Quick question please mine is regarding an 01b visa I went for my interview at the embassy in London because it was approved by the USCIS. The officer interviewed me and gave me back my passport and they stated they will not issue me with a visa this time I checked the CEAc website at first it stated the admin processing and now it states refused! The officer didn’t give me a reason but this is what it sais on my non immigrant visa

It’s been two months and I haven’t received an email or a letter about my refusal! Does this mean it goes back to the USCIS for a check or is my visa refused completely?

Now, everything is closed with COVID…it could very likely be Administrative processing and just the system text change issue. Try calling the National Visa center and check.

Do NOT worry, if the text is long, then it is very likely administrative processing…They will NOT reject you directly as it is dropbox. They may ask you to attend the interview and then they may give another slip. So, stay calm and wait for the communication from Consulate. follow up with them as well.

I had my visa f4 interview on March12th 2020 at Mumbai. The VO has returned my passport,I was handed over a 221(g) White indicating no documents as needed also with a case number to track. From the next day onwards I started tracking my status and on 15th march the status changed from AP to refused.
I am confused and panic if my visa will be denied or not?

If you have been given a white slip, and the text is long when you check online, then it is still under Administrative processing. The issue is the text change like we explained in

    • hello everyone,

im a little confused and would love any opinion on my situation:

my Interview for J1 was on Monday 4th May 2020, I’m a Pakistani citizen applied from Abu Dhabi embassy. they gave me an expedited appointment as Im a doctor going for medical training. IV went absolutely fine the VO said im approving your visa and gave me a slip that says “congrats your visa is approved ” . In fact she even thanked me for “helping them out” during these tough times. and she kept my passport and said visa will be printed today and youll get it in a couple of days. so all happy I come back home, to find an email of some form ds5535. filled it and sent it back almost immediately. next day I get an email that my visa has been refused under 221g and that now itll go for admin processing. Now im confused since people here say they got 221g form right after interview. I didn’t. i just got an email. theres so much discrepancy between what happened during interview and in email that I just dont know whats the matter. my passport is still with them btw. can anyone shed any light of what the deal is? i havent contacted embassy yet since its been only 2 days to this and she told me during interview youll get your visa in a couple of days. but yes any help in assessing this situation will be appreciated. thankyou

221g is generally given after visa interview, but in your case you were asked for DS-5535, so it is normal process delay…Typically, if they ask for any documents, it is technically considered administrative processing…the terms can be misleading, stay positive, it should be with you in Few days. Do update how it goes once you hear back.

  3. HI,

I am a Paskitan My fiance visa was denied on April 2019 as the consular wanted me to submit more documents. So I submitted the Documents to the Consuler office but it has been in refused. And the Online status would say “Your application was refused. Please refer to the letter or other instructions you were given at the time of your visa interview. For**”

The embassy still has my Passport

Now I made inquiries thorugh senators and the embassy response Would be

Feb 2020 , One of the senator messaged us this “I received a response regarding our inquiry into the application for”Name. At this time it is pending due to administrative processing and they cannot predict how long the review will take. I hope you find this information helpful as they cannot share any other details at this time.”

In 2019 , One of the senator messaged us this “Dear Senator King, Jr.,
Thank you for your July 18, 2019 letter on behalf of your constituent, ‘Name’ contacted your office concerning the fiance visa case of ‘Name’
We reviewed our consular records and found that Mr.’Name’ was interviewed at the American Embassy in Islamabad, Pakistan on April 29, 2019. Currently, his case is pending the completion of administrative processing in order to verify his qualifications for this visa.
We understand there is frustration at the delay; however, a decision on this case cannot be made until we finish our review. Visa applications are adjudicated in accordance with the provisions of the Immigration and Nationality Act (INA),”

Response I get when i make inquiry through their wbebsite :
“Your immigrant visa case has been refused under INA Section 221(g) for administrative processing, an integral part of the visa adjudication and issuance process that can neither be expedited nor waive”

Now I see the Status of My Application in New Text “A consular officer has adjudicated and refused your visa application. Please see the letter you received at the interview. **”

Question : Your article says its actually refused, but why mine is different and I have been waiting a year . Almost on brink of giving up this application and apply for a marriage visa.

Can you help me out and Guide ..

If you read closely, the text of the Refused changed and for administrative processing cases also it shows refused, so it may be the case. It is likely that the text change caused confusion. At this point, all you can do is wait and stay positive. Continue to work with Senators at later time after the COVID crisis is over…

My fiancé had his interview on march 12 and they took his passport, but 3 days later he received an email to fill out DS 5535, so he filled it and sent it back. The embassy sent his passport back few days later. The status was showing Administrative processing but changed to Refused on march 26 but has the long text under it. Does this mean its still under AP? why did they return his passport early? everything went great in the interview and they took his passport that day but I am not sure why they returned it in the mail. anyone had anything similar. 10. Hi Kumar,
I am Hasibul from Dhaka. I gave interview for K1 visa on November 25, 2019 then they sent me an email with a questionnaire, I filled up and sent it via email. Then I saw that the visa status goes to AP on 26 Nov 19. I was given a visa approval letter during interview and the consular said to me after finishing the interview that “congratulations! Your visa has been proved. ” but since November 26 the visa status was AP and updated the date only during AP. Then the visa Application has changed with new date on 21 January 20, the status was application received and created case date was changed also and it was 21 January 2020. On the same day the status was changed to AP again. Then I got another update on March 04, 2020 and the status changed Refused with long test from AP. The refused status was March 4, 2020 to 24 March 2020. Then the date and status has been changed again on 24 March 2020 from refused to AP again. Today is 29 March, 2020 and it’s still on AP. Do I still hope to get issued my visa? Or they can refuse again after final decision when finished AP. It has been passed 4 months already. I sent email to the embassy 2/3 times for getting my passport back as my visa was refused on 04 March 2020 but they never replied my email and didn’t give my passport back yet. Please suggest me something. I read the comments that many people got visa after refused. Please answer my question.

If they have your passport, it is still positive. Also, as you say it is hovering between two statuses…so, hard to say. Globally the visa operations are not in full processing mode…sometimes, it can take up to 180 days or more, so you may wait. Try to email them later or call the National Visa center. Not much you can do, stay positive !

    • Hi Jazii,
Same thing happened with my K1 visa. I interviewed on November 25, 2019 after that it was in AP then January 21, 2020 status changed to Application Received with new date from AP then same day it went to AP again. Then March 4, 2020 the status changed Refused from AP without any date change. Then on March 24, 2020 the current status is AP again from Refused with date change. The status didn’t change Issued until today. It’s AP. Have you got you visa yet or is the status changed to Issued from AP after refused status? Please inform. What type of visa you applied?

I just talk to embassy they are working on work petition during closing time. They wanted me to submit a document which I did, and they also told me once they receive it they will issue me a visa. So hopefully it will be issued tomorrow.

As website state that US embassy is closed for certain period but some application will be process as mentioned above. So I am not clear about My case. I recently applied for H1B, and of course I have approved work petition. So will my case is being process under close period or it will resume once it opens

There is no set SLA, it can take few weeks…Also, if you are from certain countries like India, then 221g processing is stopped. Check with Embassy in your country as well.

  25. Hi Kumar,

First of all thanks so much for keeping up with all the updates.
Second, My parents had an immigration interview on 05/31/2018 on the interview date they have received the yellow 221g paper – consular officer requested two copies of the original documents. the requested documents were submitted the next day and the case went under Administrative Processing since then.
On 03/10 /2020 the status has been updated to refused with the long letter as you mentioned above stating “A U.S. consular officer has adjudicated and refused your visa application. For more information, please visit TRAVEL.STATE.GOV or the website for the Embassy or Consulate at which you made your visa application”
1- I want to make sure that this still means that the their application is under Administrative Processing even-though the update was made after March,3rd.
2- The case is almost under Administrative Processing for two years now. how long the waiting period can go for?
3- Any advise of what shall we be doing next is much appreciated.

    Thank you for your help.

Has the Case update changed ? If it was old date and new text, then it is still administrative processing. You should reach out to the Consulate and get this clarified as it is really long…

  26. Hi Kumar,

I hope you are doing good.

I had my Consular Interview-H1B on 7th Nov 2019 and ended with 221g Blue slip asking for Client letter. I have submitted/emailed the Client letter to ChennaiH&L@State.gov on Feb 26th 2020. As you cleared the air on refused status, yes mine initially was showing AP and then to refused (with long text). Client verification has happened in Physical to my Client place in US. I heard through my employer that so many questions were asked and my attorney has to respond to those questions and to physically go in and file some returns. I come to know that my employer is done with their responses on 12th March 2020. But still the status is showing as ‘Refused’. Due to corono virus, India has stopped all it’s Visas to other countries, but US hasn’t come with an announcement of Visa suspension in India. Any idea please.

Please help me out whether US Embassy is currently holding on issuing the US Visas.

    • Hi my husband and daughter had there interview on February 14 2020 in the F1 category for him, she is a derivative. He was missing his mother’s marriage certificate to show her name change as she was the Petitioner. He was given back all the documents and told to submit the missing certificate and both their passports and to also upload the certificate on the ceac site. he got a 221g Refusal letter. We sent the certificate and passports back the same day and uploaded the document, the status changed from administrative processing to the long refusal letter. Why do you think it is taking so long for just a missing certificate that was sent to them immediately.

Well the 221g takes a long times, sometimes it can take months. There is no estimated time for it. It may seem small, but the way they handle the 221g is very different and it can be delayed. Usually, it is few weeks…some lucky ones get it in two to three weeks. In any case, do not worry, stay positive.

      • Hi guys hope everyone is keeping safe. i know that all the consulates have closed due to COVID 19 but last night I saw that President Trump is going to ban immigrants from coming in in a bid to save the American citizens jobs.
President Trump: In light of the attack from the Invisible Enemy, as well as the need to protect the jobs of our GREAT American Citizens, I will be signing an Executive Order to temporarily suspend immigration into the United States!
It would seem that when they do resume some of us who are still waiting to have our passports return may have an even longer wait. What are your thoughts.

However when she received her passport back on Friday the letter said that they cannot issue her a immigrant visa (F2A) at this time because of Trump’s immigrant ban but when it is lifted she can resubmit the passport with a new police certificate of character. Just wanted to give you a heads up.

  30. Hi,
My interview was on March 3rd, and consular took my passport and DS 160 and handed me 221g white paper with no documentation required. I got my fingerprints done and then actual interview. He didn’t ask me a lot of questions just my company name, Ask me the original copy of i797 and gave me my h1B rights to read and ask me if I have any questions. At the end of the interview he said we will notify you via email.

Since March 3rd, the status is on refusal with the long text as a lot of people mentioned here before that it was on administration process (same date). Please note I didn’t got any email saying my case is updated.

Also this is not my first h1B.

So my question here are the following:

1: does my status will change back to administration processing once they start working on my case?

2: What are the working hours for CEAC or relevant department? Is it local or US working hours?

3: My attorney said that it will take 2 weeks to process, reason why I got 221g in first place is that my i797 was not in their system.

      1. Not necessarily, it is not fully clear. Some had it changed, many had it not changed.
      2. It is global depending on the issue with your case…
      3. Yes, it is possible. Usually can be few weeks, some times can be long too…But as they have your passport, it should be fine.
But, you should be aware that there could be delays with the new visa interviews closure in India.

The status refused is the new norm for administrative processing even for those people who have visa approval on their interviews, unless your case needs further deeper administrative processing then that might take a longer time.

  40. Did anyone get a request to submit their passport after March 1st?
    Here is my situation:
    1. Submitted for H4 visa document dropoff on December 12th
    2. I got a request to attend in person interview
    3. I went for the interview on 12/20. The counsellor there was staring at the screen and looking up all kinds of things and finally after ten minutes said they will need more time for administrative processing.
    4. Finally on March 2nd I got an email requesting for my passport. But there was a mistake in the email and my passport number was wrong.
    5. When I went to the document submission office, they said the passport number in the email is wrong, but it is okay as all the other details are matching and they took the passport.
    6. That is when I checked the status on CEAC and I saw the status was now “Refused”, which as explained above is expected.
    7. Now after 3 days, the passport has been delivered to the embassy and the case status now is updated to “Administrative Processing” from “Refused”.
I have not received my passport yet, but I hope they do not put me on admin processing again and just grant my visa instead.

Has anyone else had a similar experience?

Please follow any instructions provided by the consular officer. If you were informed by the consular officer that your case was refused for administrative processing, your case will remain refused while undergoing such processing. You will receive another adjudication once such processing is complete.”

I did not apply for H1b and did not use dropbox. But I believe as Kumar mentioned here, the refused message with AP like texts there is a standard message for anyone whose visa has not been issued. A real refusal has very different message. No need to worry.

I had my visa interview on Feb 24th 2020 at Chennai. The VO has returned my passport,I was handed over a Blue with 2nd row as checked indicating no documents as needed also with a case number to track. From the next day onwards I started tracking my status which says AP till March 3rd.
On March 3rd the status got changed to Refused with the last update as Feb 24th, Parallelly on March 3rd I’ve received an Email from Chennai H&L for Passport Request. I’ve dropped my Passport on 5th at Hyderabad.
Yesterday, My case status date was updated from Feb24th to March 9th but still shows it as Refused with the same kind of lengthy text that was mentioned by everyone.
I was totally confused and panic if my visa got approved or not? Can I consider it as a Positive or Negative? If it got refused then why did they ask for my passport? Is there anyone with same kind of scenario. Appreciate your comments and Suggestions.

    • Hi Venkat,

Mine too shows updated date as March 9th but I haven’t check my status in a week. I dont know if means progress or just wishful thinking because everyone else “Update Date” seems to be March 3rd/4th.

      • @Kumar,
Any insights? Am I reading too much into this March 9th update date? My last update was Sept 11, 2019. So 6 months in AP. Feels significant if this indeed was an update on my case.

        • Don,
It could be an update on the case. Some cases take longer than 180 days as well and some have got stamping even after that long delay…So, maybe there was an update. You can call the national visa center and inquire

          • I did call them. They said the VISA was still under administrative processing. Maybe just a case update.

    • Venkat,
It is still positive, the reason is they do not have a defined status for Administrative processing now and that is the reason you see that refused status with long text. If they have your passport, it means it is positive sign and they plan to issue your visa. stay positive. Do update here once the status changed to issued and share the intermittent status for community benefit here.
