SEVIS, SEVP Portal, OPT Cap Gap Date – Updates – H1B Lottery Selected ?

There have been lot of frantic discussions on the blog with various sorts of information from students who have called help desk, talked to DSOs, what they see in SEVIS. There have been some recent changes with SEVIS and recent launch of SEVP Portal this year that make some of these changes automatic. Let’s look at the details.

Background of SEVIS, SEVP, SEVP Portal :

There are three things, SEVP, SEVIS and SEVP Portal. It is important to know the details.

  • SEVP : Firstly, SEVP is the Student and Exchange Visitors Program ( SEVP). This is the program name and not a software system.
  • SEVIS : SEVIS stands for Student and Exchange Visitor Information System (SEVIS)and is used by SEVP, DHS. “SEVIS is the web-based system for maintaining information on international students and exchange visitors US, which is primary software for DHS and it tracks and monitors non-immigrant students and exchange visitors.” SEVIS is used by Designated School Officials (DSO), who are also called as international student advisors for issuing I-20s, updating statuses of international students for events like CPT, OPT, cap gap extensions.
  • SEVP Portal : It is the tool that is available to post completion OPT students and STEM OPT extension students to report their address changes, phone number changes, employment changes. Either students can use SEVP portal to update the changes or ask DSO to do it for them.  SEVIS and SEVP Portal share data. Student data is immediately updated from SEVP Portal to SEVIS system. But, DSO changed data in SEVIS is update to SEVP Portal once a day. SEVP Portal sends an email from do-not-reply.SEVP@ice.dhs.gov to create an account for the student, when the OPT is in approved status in SEVIS, OPT start date is not in future and student’s email ID is maintained SEVIS.  DSO cannot directly access SEVP portal, but they manage many things like unlocking accounts, change email IDs, re-send the SEVP portal registration email, see report of changes, identify students.  SEVP Portal is very new and introduced by SEVP on Feb 26, 2018.

Let’s first look at the SEVIS system that is used by DSO. Before we go into details, one very important part is, the below SEVIS info applies to only “Cap Gap eligible F1 students on Post Completion OPT or STEM OPT Extension”, which means it applies to students who have OPT ending date before September 30th and who have filed a H1B petition.

How does SEVIS system work for Cap Gap Extensions and H1B Petitions Changes ?

As you can see below screenshot from DHS website, SEVIS gets H1B petition data automatically from USCIS and updates the records in SEVIS to show the cap gap extension.  But, systems are not always consistent with integration and data flows, there can be issues where a student’s H1B petition info was not sent properly from USCIS to SEVIS system and it does not get updated. In that context, DSO can manually request a cap gap extension for H1B petitions that are filed , waitlisted or rejected by USCIS.SEVIS Cap Gap Extension H1B Lottery Selected

What happens to F1 status, OPT end date during Cap Gap in SEVIS with H1B Petition Changes?

You have few possible options for your H1B petition like Filed, Pending, Approved, Rejected and Waitlisted statuses. Check the screenshot below and read the below section.

  • H1B Filed Only – No lottery Result indicated : If the system extends your OPT end date to June 1st, it only tells that your H1B petition was filed, but does not tell anything about H1B Lottery result. So, this state clearly does not tell your H1B Lottery result.
  • H1B Lottery Selected/ Pending Processing / Approved : The OPT end date in SEVIS system will be updated to September 30th, if it is either approved or in pending status by USCIS. What it means is that your case was selected in the lottery and is either being processed or approved.

These details are visible in SEVIS system to DSO and these also are replicated to SEVP Portal. We will look at SEVP portal later.

OPT Statuses in SEVP System with H1B Changes like Approved Rejected or Filed Can DSO Update the F1 student status in SEVIS ? If so, what can they do ?

As we mentioned earlier, not all times the data is transferred properly and there may be scenarios where SEVIS system is not updated automatically based on H1B status from USCIS. Below are the three statuses a DSO can update the system based on information provided by Student.

  • Filed
  • Rejected
  • Waitlisted
  • Cancelled

If your OPT cap gap is before June 1st and the system is not updated, you can send your Fedex Receipt and application info from Attorney/ employer and ask your DSO to update the status to filed and have your F1 status updated to June 1st.  Depending on the result of Lottery and case notice details, you can subsequently work with DSO and update these details in SEVIS.

What is SEVIS Data Fix  ?

If DSO has issues updating the system after he learns from the student, they should call SEVIS help desk for a data fix as shown below.  Once DSO calls or emails SEVIS they will get a help desk ticket with a reference number.  This can be used to expedite the request, if there are any urgent issues.

DSO Calling Data Fix update SEVP System

Now, let’s look at the SEVIS Portal scenarios, where many students have been posting on the blog that their OPT end date was updated and they got selected in lottery.

SEVP Portal OPT End Date Changes for Cap Gap Students – Lottery Selected ?

First and foremost, SEVP Portal and SEVIS share the same data. SEVIS system data is replicated once a day to SEVP Portal. So, both DSO or you will see the same information after the sync happens.  As an F1 student on OPT, if your OPT is approved and started, you would have got an email from do-not-reply.SEVP@ice.dhs.gov to create an account. If you have missed the email by either spam or have wrong email ID in SEVIS, you can ask your DSO to re-send the registration email for SEVP Portal. You can register and create an account. For detail steps, check out SEVP Portal User Guide.

After you login, you will see the OPT end date under employment section. It looks like below. You can expand the + to see details of the employment. The key thing is the Type of OPT authorization and End Date. It should be Post Completion and the end date changes reflect your H1B petition status, depending on how the USCIS system data is updated with SEVIS.   SEVP Portal Post Completion OPT

  • H1B Lottery Selected :  If your OPT end date in SEVP Portal under employment is changed to September 30th, it means that your H1B Petition is either in Approved or Pending status, which basically means that you were selected in H1B Lottery.
  • H1B Petition Filed : If your OPT end date in SEVP Portal under employment is changed to June 1st, it indicates that your H1B petition was filed, but does not indicate your petition was picked in Lottery.

Samples SEVP Portal Updates posted by Users with OPT End date Extended to September 30th ( 9/30) – H1B Lottery Selected .

Thanks to few of our readers Ash, sj, and others who have shared their SEVP Portal update with us for clarity. They look like below. Thanks to Ash,sj and others for their help !

Post Completion OPT End date Updated to September 30th.

STEM OPT Sample OPT End date updated
SEVP Portal OPT end Date H1B Lottery Selected

So, in a nutshell, if you are in cap gap scenario and have your OPT ending date updated in SEVP Portal or SEVIS as updated by DSO, you can derive that your H1B petition was either picked in H1B Lottery or not. But, one key thing, not all of the data is properly synchronized with USCIS and SEVIS and it is your duty to call DSO and update your status, if you find it out from employer that your H1B was picked in lottery or rejected. You will need to submit reject notice or case receipt copy to be able to have DSO edit your SEVIS records properly. Also, do not be disheartened that your status or end date was not updated like others as you see comments on the blog, it takes time…not everyone gets at the same time…it can take few weeks or a month or more. Until you get a reject notice, do not take anything for granted. Stay positive !

What are your thoughts ? Your experiences with SEVP Portal ? Status updates on SEVIS vs SEVP Portal ? Any other questions.

  2. Read and knew that. However, not everyone whose EAD is expiring before June 1 is automatically updated to June 1. That’s why some of us had to contact our DSO to update it to continue working until June 1.
And for comments on non-AD petitions, if you read Rej’s on April 28 and H1bquery’s comment on April 27, Rej already got Sept 30 updated on April 27 on Sevp Portal and H1bquery mentioned that his/her attorney received receipt notice on April 22 and so did a few other non-ADs.
Anyway, the data entry will be completed soon. Until then….

        • We have to stop working on June 1 in order to file Form 1-9. My take is that most likely I was not selected since most selected ones (ADs and a few non-ADs) with EAD expiring before Sept 30 had that date updated on their sevp portal or sevis, or had checks cashed and/or received notice.

  5. Contacted my school today, (saw update in my SEVP on 24th of this month – 09/30/2018) to request for a new i20 and they said I’d need to provide a receipt for them to process a cap gap i20. i asked them if they know anything about the updates in the SEVP where my employment authorization had changed from 05/31/2018 to 09/30/2018 and they said they don’t know anything about that and that they aren’t permitted to see any information about SEVIS. They are only care about F1 visa issues and nothing else. Basically, I’d need to work with my employer to find out if my petition was picked in the lottery and then provide them with a receipt. The folks that have successfully worked with their schools to get a receipt even when your employers haven’t gotten a receipt, how did you do it?

      • this whole thing should be straightforward but of course it had to be this confusing and complicated. The only reason people believe that getting an employment authorization end date of 9/30 = getting picked in the lottery is that so far, everyone who got such update in their SEVP has eventually gotten a receipt. There’s nothing official from USCIS on this particular distinction and it’s a bummer. I’m just mentally exhausted and i can’t even imagine what other folks for whom this was their last chance as well and haven’t gotten any sort of update are going through.

          • Also, it could either be that our SEVIS isn’t updated yet or we didn’t make it through the lottery process. If we did make through, our authorized end date will be changed to Sept 30th in the future.

        • @Hope,
There is still hope. You’d probably read of one or two cases where their Sevp Portal was updated today from June 1 to Sept 30. Anyway, wait till date entry is completed; anytime soon, I think. Hope to hear the good news from you!

    • If you check out the USCIS website, they extend the OPT to June 1st for anyone who has filed for H1B and have their OPT expiring before June 1st. This is done so that the applicant can maintain legal working status while they parse through the H1B applications. I would say that everyone should be patient till mid-May to find out the status. Good luck!

  13. Hi All,
I have not yet received an update yet. This is my last attempt(OPT ending June). I am currently considering joining a Day1 CPT college. My Univ is saying it cannot transfer my sevis, if I am actively employed.
    Quick questions regarding this.

1.) For Sevis transfer to happen, should i quit and re-join my current employer. Is this mandatory in all univs?.
2.) If i quit and re-join the company, will it impact my H1-B( in case it is picked this yr).

    Any help is greatly appreciated.

  14. Hola Amigos,

In the SEVP portal. The “relation to field” in history edit seems like glitch. There is no change in the verbage from old to new. May be whenever they edit EAD end date this glitch happens I suppose. Pour in your opinions. Have a great weekends.

    adios!

    • Hi @Alvaro,

I saw an edit on my SEVP portal on April 17th. The “relation to field” has been edited. There is no change in the verbiage, but saw an extra white space character compared to the old. I hope this means they edited something. My EAD will expire only by Dec 2019.

      Reply
      • Same here. My opt ends in june 2019. So authorized end date will not change. Relation to field has change. I m nt sure if it means anything. But has your check been cashed ??

        Reply
        • Nope. I contacted my lawyer. He said he have not received any receipts yet. But I am with Fragomen. They are slow. I really wish the edit glitch is a good sign.

          Reply
      • so it means the glitch is for whose ever sevis status was updated not just when end authorization edit.. im pretty sure yours is picked… check with your dso your status would say pending..

        • In my case i’m on last year of stem opt. I saw two edit in history on same day same time. One was relation to field (old and new no change) and other was old and new authorization end date. new authorization end date was 9/30. Next day i checked with accounts dept they said check has been cashed. I dont think its regular system update.
May if you applied for stem ext just recently and its pending and DSO reviewed i983 and updated it is another story. In my case stem is about to end in june but now extended to 09/30. updating relation to field now doesnt make sense more over nothing has changed in the verbiage. I conclude its a glitch that happens whenever sevis make a update to sevp on status. It my personal opinion.

          • What i feel whoever on already on stem opt (like on first year of stem) and see this “relation to field” edit I guess those people are picked up in lottery too. They dont see end date being extended because their end date is already way above 09/30 so its not required to change. Check with your DSO and let me know what he/she says. May be they would say your status is “pending”

          • You are correct Alvaro,

If there is a little bit of change in the text of relation to field, it means, you are picked up in lottery.

Mine was changed 0n 04/24 and they updated the status to “change of status is pending” on 04/27.

Today I got the receipt number from my new I-20. Try to get a new I-20 from your DSO if they are not responding your questions.

In the I-20 you will get a clear picture.

          • Good man enjoy!

            -Alvaro

        • I really hope this means pick up in the lottery . Though i have nt seen anyone who told that his case was picked after just seeing an update in the history tab.. lets see

          Reply
          • not just any edit. This relation to field actually requires DSO input. In my case edit was from SEVIS along with another edit of date change on same day same time. If you see retion to field edit from SEVIS not from DSO. There is high prpbability of your petition getting picked. Prove me right. Check with your dso…..

          • My dso is not supportive at all. Their only reply was that i need to check with my employer’s attorney. Anyways i think after mid may, the chances are very grim. I will be having last chance next time. I totally hate this system of lottery. Backward system in a developed nation. No wonder, telugu ppl abused it too much that desrving ppl are suffering. High time we have skill based and merit based h1b’s

          • I agree with you on most of it. But its wrong point out certain people who speak certain language and paint everyone as abusers. There are good and bad in every community, religion and all walks of life. I dont speak telugu but I have know many telugu speaking people who are deserving as much as anybody else.

      • I’m on the same boat. My STEM OPT ends in Jan 2019. Saw updates to “relation to field” on April 20th ( just added commas ). I haven’t heard anything from attorney. DSO not helpful. Not sure what’s the deal here.

No clue if this means something.

      • AD, VT, Jun 2019

So guys, i received my receipt number. Any change to relation to field does mean that you are selected in lottery atleast in my case. I guess i just gave another ray of hope to everyone who got this change in the relation to field. Another prrof is that my recept was generated on 04/20, same date those changes were made in sevp portal . Cheers.. hope every deserving candidate gets the receipt.

          • Its hard to predict here Since you just got stem approved. It could be your DSO or SEVIS who editted it. But I think it is high probability that DSO editted it and added commas. Because sevis wont add commas. Sorry….

          • I have confirmed with my DSO… they have not done any changes.

And it is mentioned that it has been changed by SEVIS…

          • Ask DSO what does the SEVIS status say? He/She could say whether , active or pending……

I just have asked my DSO, and she confirmed that my status got updated to “Change of Status Pending”. She also has mentioned on my request that “It does not have a receipt number listed on your record, I’m sorry. Your HR department should be able to get that for you though. They are able to contact them for more information that I can see on my end.”

Still don’t understand the clear picture.

            My Attorney is not responsive.

            Please advise.

          • Dude calm down its time to go and party. Sometimes it happens you dont see case id. COS pending means youre thru. You should have receipt notice within a week. Now go and party…

          • So you now prove my theory that any edit from SEVIS who are not on last year opt means picked up in lottery!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

          • So coolbuddy and last chance are picked as well….

          • And now forget to update me once you get recept notice.. its same british bull dog blah blah blah here from cell phone

          • Hey guys,

And finally its a YES… I have received my receipt number.

My “Change of Status is pending” was updated on 04/27 and I asked my DSO about any update yesterday, he informed me the same. Today I went to my DSO and asked about my receipt number; he said I don’t see any number here. I am sure that he does not have enough experience to find out the receipt number.

I went to my DSO, to obtain my new I-20 as I needed to submit it to my employer. While leaving the office, suddenly I saw my Change of status /CAP-GAP EXTENSION block is updated with below details

Requested VISA type Request/petition status Receipt number benefit start date/request date
            H1-B PENDING WACXXXXXXXXXX

Before this block(Change of status /CAP-GAP EXTENSION) was empty in my previous I-20.

He could not locate my receipt number in his system. I have checked my number in the USCIS website, but it says its invalid. Probably, they have not yet updated this number in their system.

I hope they update the same soon.

So, if any one has the same case like mine, I have one suggestion. Go to your DSO, and ask for your Latest I-20 by making any excuse like you lost your old one or something else. In this case they can not deny and in the new I-20 you will have your H1-B details available. That’s the best way I guess if you have any clue but unsure about your status.

  16. Received Case Receipt from the attorney today. Vermont. Advanced Degree. Interestingly, no update in SEVP. Currently, OPT is set to expire in mid of June 2018. So for those disappointed for not seeing any change in SEVP portal employment/history page, don’t lose hope.

  17. My STEM OPT end date is Jan 2020. Will I see any update in SEVP portal if my H1B is picked? As of now, there is no change in the portal. Will the change happen only to people who need Cap-gap or for everyone irrespective of OPT/STEM end date?

      • I am on OPT. I got my SEVP Portal update on 25th April. The date got updated to 09/30/2018, but my employer has not received the case receipt yet. Is the date update an official confirmation that my case was picked in the lottery? If so, how much time does it take for the employer’s attorney to get the case receipt after the date update on SEVP portal?

        • It’s not official, but it’s a very accurate indicator. No one in 2018 with 9/30 has reported receiving non-selected notice yet. However it’s early for such reports.

    • Hope that by next week there is an update for AD applicants in cap gap. If there isn’t any, like so far in my case. We are all going home. It sucks, but it is what it is. Good luck to all those that are still waiting, including me.

PS. I work for my own company here in US, but based on circumstances, had no choice but to apply for a H1B. My co-founders are definitely happy.

  20. @ all who are losing hope,

I have seen lots of posts here from people who were losing hope for the last 1-10 days and yet they got USCIS receipt notice saying that they were selected. Imagine for one second if those lucky petitioners gave up, did some crazy things, ruined relations with friends, relatives, coworkers, etc.? Even suicided a few days prior to the USCIS receipt? Or just a few minutes before the SEVIS update?

Those posts are one of the best lessons in my life. Never give up. Never lose hope. Don’t be like my friend who didn’t got SEVIS update, was very unhappy and angry; and ruined relations with friends who got SEVIS update. Later she’s got USCIS receipt notice. And now she is very apologetic.

Good luck to all of US!

  22. I am noticing from the comeents from past week or so is that .. students who are on opt and have last are getting the preference as far as updation of sevp portal and sending out receipts is concerned. So ppl who are on their 2nd and 1st chance still have fair chance.. and going by last years trends.. the receipt notices keep trickling in till the end of may .. so be patient guys.

  23. Portal updated on the 23rd and managed to get a receipt number on my new I-20. That status on the website says the notice has been sent (Vermont). Still no receipt on my end . . . I know this has been asked before, but any idea how long it takes? Shouldn’t take more than a few days for it to reach from Vermont to NYC lol :/

  26. SEVP got updated to 09/30/2018 from 05/31/2018 on 4/24/2018. I’m still not convinced after reading so many of your rather helpful comments that this means for sure that I have been selected but I have prayed and cried about my petition for a long time because this is my last chance; I don’t want to leave everything to go back home so I’m hopeful that a confirmation is imminent. I am still waiting for confirmation from the lawyers but feel somewhat relieved to know that the possibility of getting a receipt is now higher. I’m in CA btw and with an advanced degree in computer science.

      • for some reason i just don’t want to talk to them until they reach out to me. maybe because i went back and forth with them at length last year until they delivered the bad news and i don’t want to have that level of anxiety again each time I see a new message from them. so i’m going to hold off until they reach out to me themselves, so that will definitely mean it’s something good when they do.

Hang in there dude. There are so many in this boat. My SEVP got updated on 04/20 I didn’t hear anything from my attorney yet. I sent an email to attorney to check whether the cheque is cashed but no response for that. I have asked my DSO to give me an updated I20 with a hope that I can find my receipt number at least in that. :(. My petition was submitted to Vermont center.

  29. AD but from a non-STEM program. So this is my only attempt.

I am slowly beginning to lose hope. Haven’t seen any update.
Going by the posts on this forum, it is clear that updates are being made everyday since the updates started.

I know it is impossible to tell whether they have only notified people whose petitions were picked from the AD lottery, but the chances keep reducing day by day.

  31. SEVP date changed this past Monday. Requested a new I20 and looked up the case on the USCIS website, which said they sent a notice.

I have not received this notice yet, though.
