Hi. It looks impossible to get an info pass appointment these days in New York. Although they are available in Connecticut. So my question is as a NYC resident can I book an appointment in a different location where it is available?

You should be able to go to other location, there is no restriction as such. You can mention the same reason that you could not find a slot. If you are in doubt, you can call up USCIS customer service and clarify.
