USCIS accepts various kinds of H1B petitions, such as new H1B cap-subject petitions, petitions for H1B extensions, H1B petitions for the transfer of companies, and H1B cap-exempt petitions. One thing is common: they all receive an H1B Receipt Notice from USCIS indicating they received the H1B petition.
When you look at the USCIS-issued Receipt notice for the H1B petition, it would have a receipt number or case number. This number can be used to track the petition’s status with USCIS.
If you are new to the process, looking at the long number and guessing what that number means can be puzzling. In this article, we will cover what the H1B Case Receipt Number or Petition Number indicates by looking at each of the letters in the H1B Case Number.
As a background, if you are a first-time H1B applicant, you will need to go through the H1B Visa registration Lottery process, and only if you are selected in the H1B lottery, then you would be eligible to file an H1B petition with USCIS. Also, the H1B petition can only be filed by a Company. As an applicant, you cannot file the H1B petition alone.
What is the H1B Visa Case Number? Petition Number?
USCIS sends a “Form I-797C, Notice of Action” after they receive the H1B Petition. This form is called the H1B Receipt Notice. It is a generic form used to notify the receipt of a petition or application, but the Class requested field indicates whether it is a receipt notice for an H1B petition or not.
As part of sending the H1B receipt notice, USCIS assigns a unique case receipt number for every H1B petition they receive. The receipt number consists of 13-digit alphanumeric characters and typically starts with three alphabets, like WAC or EAC, based on where it was filed.
This 13-digit alphanumeric number is called the H1B receipt or H1B Petition Number. It appears at the top of the H1B Receipt Notice (Form I-797C, Notice of Action), as shown in the screenshot below.
H1B Petition Number vs. Receipt Number
People sometimes use the term “H1B Petition Number” and ask for the “H1B receipt number”. This can be confusing if you are new to it. The “H1B Petition Number” and the “H1B Receipt Number” or “H1B Case Receipt Number” mean the same thing and are often used interchangeably.
On some websites, you may be asked to fill out the H1B Petition Number; in some cases, you may be asked to enter the H1B receipt number or USCIS H1B Case number. In all these cases, you would use the same 13-dight alphanumeric number on the H1B receipt or approval notice. If you are filling out the H1B Visa Stamping application, you will asked to fill out the Petition Number, which is nothing but the H1B Case Receipt Number.
Understanding the H1B Case Receipt Number, Petition Number
Of the 13-digit alphanumeric characters that are part of the H1B Case Receipt Number or Petition Number, each set of characters has a specific meaning. We need to break them out properly to understand them correctly.
We should break down the H1B Case Number into sets of characters grouped like below:
- XXX—XX—XXX—XXXXX
- EAC—24—128—50345 ( example for H1B FY 2025 filed petition)
Now, let’s look at each of the groups of characters.
First 3 Letters of H1B Case Number: EAC, WAC, LIN, IOE, SRC
The first three characters indicate where the H1B petition was filed.
- EAC – Vermont Service Center (old name: Eastern Adjudication Center).
- WAC – California Service Center (old name: Western Adjudication Center).
- LIN – Nebraska Service Center (LIN refers to Lincoln, Nebraska).
- SRC – Texas Service Center (old name: Southern Regional Center).
- IOE – IOE stands for Integrate Operation Environment(where the petition was processed); it is not a service center location but indicates that the petition was filed electronically or electronically scanned and processed. In the H1B petition context, it was scanned at a shared service center and then processed. The service center details will be at the bottom of the receipt notice.
Following 2 Letters of H1B Case Number: Year of filing
The following two digits indicate the year when it was filed. It is not the fiscal year but rather the calendar year when the petition was filed. Do not try to read something that says WAC2023XXXX to think it is related to the year 2023, you should only look at the following two letters after the first three characters.
- For the H1B Visa FY 2024 season, it would be 23
- For the H1B Visa FY 2025 season, it would be 24
Subsequent 3 Letters of H1B Case Number – Computer Working Day
The next three digits indicate the computer working day of the USCIS fiscal year that starts from October 1st. It indicates the computer workday does not include weekends and holidays. USCIS computers do not work on weekends and USA National holidays :-).
October 1st is when the fiscal year starts for USCIS. If your H1B was filed on October 1st, it would be 001. It is a little tricky with this number; computer workday indicates only working days and not weekends.
For example, if it is October 20th, it would be the 16th working day or something like that…For April 12th, it would be 134 as the weekends and federal holidays are taken out. You can use websites like TimeAndDate to compute that number.
- For April 8th, it would be 128.
Subsequent 5 Letters of H1B Case Number – Actual Case Number
The following five digits is the actual case number and is assigned based on some internal USCIS logic. There is no guarantee that it would start with 0001 and go in sequence. Sometimes, it may start with 5; sometimes, it may be with other digits as well.
- One sample number would be 51244
Below is a nice visual explaining the H1B Receipt Number format. It is the same as any other USCIS Receipt Number format.
How to Check the H1B Case Status on USCIS.gov?
After you receive your H1B Visa Receipt case number, all you would have to do is to track the status on USCIS website. Read How to Check H1B Petition Status on USCIS website.
Premium Processing for H1B :
If you were to file H1B visa petition under premium processing, you would have received the case number and a confirmation email that your petition was received by USCIS and it is under processing. Usually your attorney or your employer would get that information. Once your case is approved, similar email with approval status would be updated via email. A hard copy would be emailed after the emails to the address specified in petition.
Regular Processing for H1B:
If you were to file your H1B visa petition under regular processing, you would not necessarily get an email from USCIS, rather you would get a hard copy receipt mailed to your employer or attorney. Also, decision information would be mailed to your attorney or employer after the decision.

For regular processing this may take more than 2 months . There is no SLA as such for RP like PP( premium Processing) …

You all can appear for interview together after July 1. Submit visa fees for each applicant (you and dependents). Then complete DS-160 form for each applicant and schedule interview date. You can select an interview date for yourself and then add dependents to the same slot. Later, appear for interview and get your visas stamped.

I got EAC# from my employer but my passport is going to expire in next 2 yrs. I can only renew my passport one yr. b4 exp. date. Will there be any problem in H1B stamping in this situation ?
if your passport is expiring it is not an issue. you will get your visa stamped for 2 years if approved. Before PP expiry you can renew the same and then apply for visa extension as per the current visa rules.

I am currently employed with a service company based out of India with head office in US and working for a US based client. My current employer had filed H1B petition for 2014 and luckily got selected in the lottery as I received the receipt number couple of days back.
I checked the status of my petition on USCIS website and it was showing it in the ‘Initial Review” state.
Below are a couple of related questions
If I happen to change my employer during this period (till petition is approved and finally stamped), does that have any legal implications on my petition processing?
What could be various reasons for the rejection of the petition once selected in the lottery?
In the petition, employer has specified the work location to be the client location? Is that legally correct?

1. You mean resign from the employer that has filed your H-1? In that case, the employer may withdraw the petition. If the petition has not been approved by that time, then you are out of cap and just like those who didn’t make through the lottery. If the petition has been approved (doesn’t matter whether it is stamped or not), you can still qualify for cap-exempt petition in future. Just have the receipt copy or at least the receipt number w/ you.
2. There can be several reasons and its not possible to list all. Most common ones are unqualified for the offered H-1 position, employer’s track history, employer-employee relationship etc.
3. Yes, if you will be working from the client office. They need to have their own manager at the client site to supervise your work. As per employer-employee relationship, client cannot supervise it but only your employer can.

So even if I get the visa on 10th odd of July. I may not have enough time to join my new company on 1st oct unless my company in India waives off a bit of my notice period.

It is not mandatory to join the new employer from Oct 1. There can be a delay as well. However, if there is a delay then you should get more recent versions of all the necessary documents like offer letter, client letter etc to show that employment is still valid. So this would mean company issuing another letter w/ new DOJ.
this is my experience –
had to change the client before getting the work permit approved , i got the RFE and my company withdrew the petition. it is always safer not to change the company/client if you are in the process of H1. it always catches an RFE or rejection. after work permit approves, its is ok to do the change.
Also if you want to make the process faster, your current employer can change the regular processing to premium processing (if it is regular processing) . that makes the decision to come quicker and then you can decide on the company change. this again depends on whether your employer is ready to do this change.

J1 is more for research field. But you can definitely look for a job in the university where you can apply for H1B visa which is cap exempt.
And also you can apply for that visa any time of a year.

I don’t know about J-1 requirements, but they at times carry a 2 year (again not sure about term) return to home country after the internship. Although there is a waiver available for the same. So you will have to do that research and figure out if applying J-1 closes the door for H-1 in near future or not.

no i heard the employer pays but they can deduct your paycheck as long as your net income is above the prevailing wage, they can deduct from your bonus too.

Are you saying that employer has to pay for PP and can later deduct from one’s payroll? IMO, the beneficiary can cut the check to USCIS directly for the PP fees.

I’m serious man, I had tension headache for the whole month. I dragged my body to doctor and was told I had panic disorder. Every day I got to see the stupid intern kid around me, waiting to fill in position and willing to get paid $8/hr with his master degree and my work permit is about to expired. Now i just accept thing as it be, no more sleeping pills at night, no more energy pills daytime even i lost everything I still have bf back home 🙂

This wait is killing me, I am in RQ/RP/VSC, awaiting for receipt. Does any one know till how long can I keep my hopes live.
My employer/Consultant sent my doc on apr. 2 evng and USCIS received them on Apr. 3 but till date no receipt and no packet returned and i lose the hope now. 🙁
Last year also I got RFE which was replied by the employer and later on it got declined by USCIS. So No Hopes now
did they say why they denied? what did you do to keep you in status till this year?
No, they don give any reasons. I’m on L1B in USA only and tried for h1b this year again but I think I’m didn’t made through the lottery.
I am also in the same situation – L1B which will expire in August. I did not get the receipt till date. Now, I moved to Plan B (F1 taking a CPT option)

My employer said that there is no hope now …. Uscis has already sent all the receipt. No hopes now for me. 🙁

if you bug your employer/attorney everyday, they are going to respond out of spite.
Wait till you hear back saying “your application was returned”. This is when you know you have been rejected.

in VMS it was updated on 25th april and then on 26th april i got mail from attorney with my receipt scanned copy.

Anyone been keeping track of how long on average the petition remains in Initial Review before decision ? Mine has been in Initial Review for ~9 days. Is this a normal time frame?

Is your application PP or regular? If it is regular it is normal as the petition might take upto 2 months to get approved.

My employer told me it is PP.
But then I think it was picked in the wait list towards end of April and USCIS might not have been able to meet the April 30th deadline for PP processing. In such cases the PP fees is returned but the application is still process as if it is a PP case.
So in short, it should be PP !
The receipt date on the status message says “On April 8th…..”, but the receipt number is generated as WAC13143…. which is like 25/26 April.

Does it use the word “email” or “mail” in the online status? If “email” then it’s PP, else it is regular.

Typical processing time is 2-6 months, but some petitions may get processed quicker than that. And then there will be outliers who may remain pending even after 6 months. Nothing unusual w/ 9 day wait.
Is there still any hope of getting the receipt number from USCIS or already the approval process has come to an end. Please let me know, i have not received the receipt number yet. On asking to my employer, he informed your status is not known yet whether its approved or rejected. What does it mean. Is the system still in process of lottery selection. Please please reply 🙁
Until the lawyer/employer receives your package back from uscis, nothing is over.
But to set realistic expectations, with every passing day the chances are reducing.

My receipt number was generated on Apr 26 but I got confirmation only today. Thats around 7 ~ 9 working days. Assume if your number was selected on May 1st then it will take another week or so to get to you… So hope is still on.
Darkest part of the night is just before daylight. So hang on.
Moreover, bj has posted below that around 151 receipts were generated today. So there is lot of hope

I currently hold h4 visa and my company ( in india) has applied my h1 and got my receipt number. I am planning to take a break from work and travel on H4 for few months. Once my h1 is approved, can i change my status from h4 to h1 in US itself or do i need to come back for stamping ? I heard about COS but not very sure about it. Once my h1 is approved, can i ask my company to apply for COS. If yes, how long does it take ? Please clarify.

You have both options:
– Have COS filed while you are in US on H-4 and after H-1 has been approved. COS processing take 2-3 months but if RFE is issued then it can take longer
– return to India and then appear for H-1 stamping and eventually return on that stamped visa

No PP available when filing just the COS. However, if it is accompanied w/ a cap-exempt petition (say H-1 transfer), then PP can be applied.

Small clarification. Do we need to apply for COS when filing H1 itself or can that be done later (i mean after approval). My employer in india has applied for fresh H1 but not with COS..
My friend was saying COS needs to be applied when filing H1 itself.. otherwise you might not get valid I94 to work. Please clarify.

No COS is required when the person applying for H-1 is outside US. You either apply for COS (when present in US) or appear for stamping (when present outside US).
When you enter US after stamping, you will be issued I-94 at the port of entry, which will have the mark for H-4. You can later apply just for COS or COS + H-1 transfer (assuming petition is approved by then) and get new I-94 w/ the mark of H-1.
