H1B Visa Case Receipt Number, Petition Number – IOE, EAC, WAC – Meaning?

USCIS accepts various kinds of H1B petitions, such as new H1B cap-subject petitions, petitions for H1B extensions, H1B petitions for the transfer of companies, and H1B cap-exempt petitions. One thing is common: they all receive an H1B Receipt Notice from USCIS indicating they received the H1B petition.

When you look at the USCIS-issued Receipt notice for the H1B petition, it would have a receipt number or case number. This number can be used to track the petition’s status with USCIS.

If you are new to the process, looking at the long number and guessing what that number means can be puzzling. In this article, we will cover what the H1B Case Receipt Number or Petition Number indicates by looking at each of the letters in the H1B Case Number.

As a background, if you are a first-time H1B applicant, you will need to go through the H1B Visa registration Lottery process, and only if you are selected in the H1B lottery, then you would be eligible to file an H1B petition with USCIS. Also, the H1B petition can only be filed by a Company. As an applicant, you cannot file the H1B petition alone.

What is the H1B Visa Case Number? Petition Number?

USCIS sends a “Form I-797C, Notice of Action” after they receive the H1B Petition. This form is called the H1B Receipt Notice. It is a generic form used to notify the receipt of a petition or application, but the Class requested field indicates whether it is a receipt notice for an H1B petition or not.

As part of sending the H1B receipt notice, USCIS assigns a unique case receipt number for every H1B petition they receive. The receipt number consists of 13-digit alphanumeric characters and typically starts with three alphabets, like WAC or EAC, based on where it was filed.

This 13-digit alphanumeric number is called the H1B receipt or H1B Petition Number. It appears at the top of the H1B Receipt Notice (Form I-797C, Notice of Action), as shown in the screenshot below.

H1B Petition Number vs. Receipt Number

People sometimes use the term “H1B Petition Number” and ask for the “H1B receipt number”. This can be confusing if you are new to it. The “H1B Petition Number” and the “H1B Receipt Number” or “H1B Case Receipt Number” mean the same thing and are often used interchangeably.

On some websites, you may be asked to fill out the H1B Petition Number; in some cases, you may be asked to enter the H1B receipt number or USCIS H1B Case number. In all these cases, you would use the same 13-dight alphanumeric number on the H1B receipt or approval notice. If you are filling out the H1B Visa Stamping application, you will asked to fill out the Petition Number, which is nothing but the H1B Case Receipt Number.

Understanding the H1B Case Receipt Number, Petition Number

Of the 13-digit alphanumeric characters that are part of the H1B Case Receipt Number or Petition Number, each set of characters has a specific meaning. We need to break them out properly to understand them correctly.

We should break down the H1B Case Number into sets of characters grouped like below:

  • XXX—XX—XXX—XXXXX
  • EAC—24—128—50345 ( example for H1B FY 2025 filed petition)

Now, let’s look at each of the groups of characters.

First 3 Letters of H1B Case Number: EAC, WAC, LIN, IOE, SRC

The first three characters indicate where the H1B petition was filed.

  • EAC – Vermont Service Center (old name: Eastern Adjudication Center).
  • WAC – California Service Center (old name: Western Adjudication Center).
  • LIN – Nebraska Service Center (LIN refers to Lincoln, Nebraska).
  • SRC – Texas Service Center (old name: Southern Regional Center).
  • IOE – IOE stands for Integrate Operation Environment(where the petition was processed); it is not a service center location but indicates that the petition was filed electronically or electronically scanned and processed. In the H1B petition context, it was scanned at a shared service center and then processed. The service center details will be at the bottom of the receipt notice.

Following 2 Letters of H1B Case Number: Year of filing

The following two digits indicate the year when it was filed. It is not the fiscal year but rather the calendar year when the petition was filed. Do not try to read something that says WAC2023XXXX to think it is related to the year 2023, you should only look at the following two letters after the first three characters.

  • For the H1B Visa FY 2024 season, it would be 23
  • For the H1B Visa FY 2025 season, it would be 24

Subsequent 3 Letters of H1B Case Number – Computer Working Day

The next three digits indicate the computer working day of the USCIS fiscal year that starts from October 1st. It indicates the computer workday does not include weekends and holidays. USCIS computers do not work on weekends and USA National holidays :-).

October 1st is when the fiscal year starts for USCIS. If your H1B was filed on October 1st, it would be 001. It is a little tricky with this number; computer workday indicates only working days and not weekends.

For example, if it is October 20th, it would be the 16th working day or something like that…For April 12th, it would be 134 as the weekends and federal holidays are taken out. You can use websites like TimeAndDate to compute that number.

  • For April 8th, it would be 128.

Subsequent 5 Letters of H1B Case Number – Actual Case Number

The following five digits is the actual case number and is assigned based on some internal USCIS logic. There is no guarantee that it would start with 0001 and go in sequence. Sometimes, it may start with 5; sometimes, it may be with other digits as well.

  • One sample number would be 51244

How to Check the H1B Case Status on USCIS.gov?

After you receive your H1B Visa Receipt case number, all you would have to do is to track the status on USCIS website. Read How to Check H1B Petition Status on USCIS website.

Premium Processing for H1B :

If you were to file H1B visa petition under premium processing, you would have received the case number and a confirmation email that your petition was received by USCIS and it is under processing. Usually your attorney or your employer would get that information. Once your case is approved, similar email with approval status would be updated via email.  A hard copy would be emailed after the emails to the address specified in petition.

Regular Processing for H1B:

If you were to file your H1B visa petition under regular processing, you would not necessarily get an email from USCIS, rather you would get a hard copy receipt mailed to your employer or attorney.  Also, decision information would be mailed to your attorney or employer after the decision.

    Its almost 8 days over from the day my RFE is replied but status still shows same old initial review clock stopped .

    Really worried if any one in same situation kindly let me know . As i am in PP 8 days over for today

    • Hi Sid,
      Are you in premium processing or in normal processing ? Last year my wife had an RFE(Regular Processing) and it took around 2.5 months for her to get an approval. So please wait and have patience. Wish you all the best.

      If its PP, then your attorney should receive the RFE details in the email. Paper notice can take 2-4 weeks to arrive. The PP clock stops once the RFE is issued and is restarted once RFE response is received by USCIS. They will then take up to 15 more calendar days to adjudicate the RFE response. Also, in general 60 days are given to respond to the RFE from the date of issuance.

    i had a quick question,
    my employer received my receipt ,but did not tell me the Wac no as yet,(and dont not know if receipt came in mail or email,
    my question is :Mine is PP/Rq/CSC, and since i received my receipt on May 1st ,is my application brought down into to regular processing (from PP) .
    or can nothing be concluded ,till i track it with the wac num…
    it wld be great if someone wld reply 🙂

      Are you sure it’s PP or relying on employer’s words? If it is indeed PP and has made through the lottery, then it should be adjudicated within 15 calendar days. If RFE is issued, then processing is stopped until RFE response is submitted. You need receipt number to be sure what’s happening w/ the petition.

    Did your status change or is it still in clock stopped? I am in similar situation too..My attorney replied to my RFE last thursday and I still dont see any change in my status..

    Anybody else in similar situation?replied to RFE and the status is not yet changed?

    Latest Update!!
    You can call up the GI team and ask if your application is selected or not.
    Few of my collegues got the confirmation that t has been selected but the receipt numbers would be updated straight in AIMS.
    For few, some guys from GI team told that it has been finalized and there are no more receipts coming in…don’t know coz to some ,they told there are more receipts coming…
    So call GI team to find ur status…

      Just called GI…Yes, mine is finally selected. Called GI to know that I am selected, they said it will take couple of more days to get the receipt no updated in AIMS.

        • I just called the number in one of my previous emails from GI. Check their emails, you will get it. It is engaged most of the time, you may have to keep trying for some time.

          They say they are still receiving receipts from USCIS!!

    My employer said that my application picked from Lottery…..But still i didn’t get my Receipt Number .I am just keeping my hopes on my employer words only….

    Is that Receipt Generation got closed OR Still they are generating Receipts ?

  12. To all my friends who are waiting for receipts. Here is the news that I heard last night.

    Since I did not get receipt yet, I was trying CPT options and through friends contact I spoke to un-known person. He suggested the CPT options and other stuff. He said, his wife also did not get receipt. Then I asked about her job details, he replied that she just applied through consultancy by paying money and by creating a fake job. This way she can find another regular job later and transfer can be easy. He also told that many people went this route. Another way of taking advantage of the system. This has ruined chances for honest people. I have no words for them. You all know who can do this !!!!

    • Yes, you should have because i received my receipt # yesterday night from my employer. Iam in AD/PP. so don’t loose hope i was in the same boat til yesterday. All the best of luck.

  15. Is he mail received by both attorney and employer or it can be received by either of the two?
    If both of them get it, is it in some particular order.

    My HR is on leave for entire month of May and the attorney is not much responsive. Hence the question.

    • I meant to ask if the receipt number/returned package is received by both employee and attorney or one of the tow and in which order.

      • In my case the attorney received all communication from USCIS (including approval form) has put the whole package and mailed it to employer who then forwarded it to me.

  19. I had a hard time relating the computer working day to calendar days.
    Someone posted that EAC1315251799 is the last receipt number on 5/3 in VSC, so Day 152 should correspond to 5/3 (yesterday).
    However, I checked on CSC, I found one number WAC1315050200, the status of this lucky guys say that they received the petition on 5/3. So Day 150 should not be earlier than 5/3, (otherwise, how come this case know it will receive notice on 5/3?) then Day 150 should be 5/3. Plus, there is no case processed on 151 and onward.

    Does VSC and CSC have different computer days? It shouldn’t be like this.

    I know a guy who wrote up some code and got the number of all cases USCIS processed on a specific computer day. I need your help to relate the computer day to actual calendar days.

      Yes, because that tracks working days and California has different public holidays to Vermont.

      • @JACK, you should be fine. They are still doing data entry for the applications today as well. I could see PP receipts entered more than RP receipts so for today…

        I read in another chain of conversations @ redbus2us , 2 guys were posted that , one of them said their empoyer filed 28 ,got selected 23 and 5 are no result. and another said that their empoyer filed 26, got selected 17 and 4 are returned unfile(failed in lottery) and 4 are no result yet.

        so, things are looking positive and hopeful . so let’s wait and hope for the best.

        • I appreciate your hard work and giving confidence to others . Those receipts does not belong to H1B Cap for year 2104. If it is so, it should have “On April 8th we received…..”.
          Those could be from cap exempt for example non-profit organizations. I am not discouraging you since I am also waiting…..

      If the employer/attorney have package tracking, check if it has been delivered to USCIS. If yes, then your attorney should follow-up w/ USCIS as to why status was not updated.

          Once a case gets rfe the premium processing would not hold water for 15day processing time. You have to be patient as the org would be processing many apps. As per my previous experience no employer would reply a rfe case in 4 days as USCIS would give at least 90days to reply the rfe. Good luck

          If the fax was successfully received by USCIS, then your employer/attorney should call USCIS and follow-up on this. Also, at times the online status is not updated immediately.

  23. Finally…Today morning I got a call from my employer that my application has been picked up in lottery. I almost lost my hope after reading in forums that people are receiving their packages back .But do not loose hopes …USCIS is still processing some applications so hold on and wait for few days .

  25. Any AD/RP/Vermont got receipts recently? Can we still have hope? Please do share something. I am here reading this blog all week long even at work. God save everyone. Let the CAP be increased from this year itself.

    Also My OPT expires in dec 14th 2013, and i live in Pittsburgh, Pa. Any Universities near by that gives that gives CPT from day 1. Pleas do share this info. looking at Plan B 🙁

          • Did your lawyer received additional note on last batch along with your receipt ? Friends, don’t get distract with these kind of fake news …

            It doesn’t mean that People who received receipt will SURELY get visa in hand. There are additional data validation process too after the lottery selection.

          • I wish they did that. USCIS would never have to conduct a lottery and immigration reformers would never have to think about increasing the H1b cap. 😉

    • Every one we can’t say thing untill we get out packets back to home or unless USCIS officially post any thing liks they are done with receipts for lottery selected applicants..so be positive and hope we all get it… the worst thing is lottery was drawn and results are known to the system. humans are not know this one I didn’t like.. but nothing much we can. let be quite and calm. wait the movement to say YOU GOT IT!~!

    • If you got receipt your laywer, he should have your details in that receipt notice. rest you have to believe in USCIS.

    • Those are not the applicants received between April 1 – 5. If it is, it should say “On April 8th we received….. “.

      These could be from non-profit organizations, where there is no quota.

        If the status message uses the word “email” then it is PP. For regular petitions, it will say “mail”

        I randomly checked few of these and they have filing date of May 3 and not April 8. How did you conclude that these are new cap-subject cases and not cap-exempt cases like H-1 extension/transfer etc.

        • I have been following the PP cases from many days and found sometimes they just put current day (like May 3) and 15day clock start fro H1b 2014. Have found many confirmations in this forum as well but not have those receipt numbers with me now to post here.

          Let’s keep eye on this and if any one received any PP receipt please paste first 5 digit also the msg on uscis url like when the receive is accepted and pp clock started..

          I am too waiting form day 01 an no news yet

            Yes, we should look out for a PP case in the forum where person received the receipt number in last few days and then ask the person to confirm first few digits of the receipt number and whether the online status says “email” or “mail”. If it says “mail”, then it’s not a PP petition. At times, one may feel that petition was filed as PP but employer/attorney/USCIS may have made a mistake in b/w.

        • You’re right, it’s hard to say wheather they are subject to cap or not. but I hope they are all subject to cap. It’s also possible that applications entered in the system(receipt #) are yet to send the receipt notices .

          As you all know all this drill is done by USCIS employees(like us) so, when do they may share the applications based on their own criteria;so,some many be work quicker, some may take vacations;some may not work complete week;some may be sick.

          So overall they all work as team to complete data entry for all the applications.
          Mean while they may have to separate the not selected applications too. So I wish every one hit lottery. God Bless you all guys!!!

    • Yes, multiple people have said to have recieved the receipt number without the checks having been cashed.

      Also, someone posted they called USCIS a few days ago and their name was not in the system, and three days later the receipt showed up in the mail.

      • Then they are not giving right information. Also it’s possible that they might checking the list of names that are entered in the system already.

    • Hey does any one has any idea how the lottery works? Do they draw lottery for each company ? or it’s just blind lottery?

      • It is not black and white, nowhere metioned clearly. However they will not do lottery on company basis, which would be unfair for startups, and companies with less H1b applications. They do it from the whole pool of applications.

        • i think this process is not clear anywhere. They dont give exact numbers. I am still doubtful. it is said that uscis gets in all ad people and then run lottery for remaining ordinary people. they hv decided to leash indian IT firms. these IT giants abusing h1 system and buying h1 visas just like that. whole purpose of h1 is getting defeated easily. that is main reason behind partial lottery.
