H1B Visa Case Receipt Number, Petition Number – IOE, EAC, WAC – Meaning?

USCIS accepts various kinds of H1B petitions, such as new H1B cap-subject petitions, petitions for H1B extensions, H1B petitions for the transfer of companies, and H1B cap-exempt petitions. One thing is common: they all receive an H1B Receipt Notice from USCIS indicating they received the H1B petition.

When you look at the USCIS-issued Receipt notice for the H1B petition, it would have a receipt number or case number. This number can be used to track the petition’s status with USCIS.

If you are new to the process, looking at the long number and guessing what that number means can be puzzling. In this article, we will cover what the H1B Case Receipt Number or Petition Number indicates by looking at each of the letters in the H1B Case Number.

As a background, if you are a first-time H1B applicant, you will need to go through the H1B Visa registration Lottery process, and only if you are selected in the H1B lottery, then you would be eligible to file an H1B petition with USCIS. Also, the H1B petition can only be filed by a Company. As an applicant, you cannot file the H1B petition alone.

What is the H1B Visa Case Number? Petition Number?

USCIS sends a “Form I-797C, Notice of Action” after they receive the H1B Petition. This form is called the H1B Receipt Notice. It is a generic form used to notify the receipt of a petition or application, but the Class requested field indicates whether it is a receipt notice for an H1B petition or not.

As part of sending the H1B receipt notice, USCIS assigns a unique case receipt number for every H1B petition they receive. The receipt number consists of 13-digit alphanumeric characters and typically starts with three alphabets, like WAC or EAC, based on where it was filed.

This 13-digit alphanumeric number is called the H1B receipt or H1B Petition Number. It appears at the top of the H1B Receipt Notice (Form I-797C, Notice of Action), as shown in the screenshot below.

H1B Petition Number vs. Receipt Number

People sometimes use the term “H1B Petition Number” and ask for the “H1B receipt number”. This can be confusing if you are new to it. The “H1B Petition Number” and the “H1B Receipt Number” or “H1B Case Receipt Number” mean the same thing and are often used interchangeably.

On some websites, you may be asked to fill out the H1B Petition Number; in some cases, you may be asked to enter the H1B receipt number or USCIS H1B Case number. In all these cases, you would use the same 13-dight alphanumeric number on the H1B receipt or approval notice. If you are filling out the H1B Visa Stamping application, you will asked to fill out the Petition Number, which is nothing but the H1B Case Receipt Number.

Understanding the H1B Case Receipt Number, Petition Number

Of the 13-digit alphanumeric characters that are part of the H1B Case Receipt Number or Petition Number, each set of characters has a specific meaning. We need to break them out properly to understand them correctly.

We should break down the H1B Case Number into sets of characters grouped like below:

  • XXX—XX—XXX—XXXXX
  • EAC—24—128—50345 ( example for H1B FY 2025 filed petition)

Now, let’s look at each of the groups of characters.

First 3 Letters of H1B Case Number: EAC, WAC, LIN, IOE, SRC

The first three characters indicate where the H1B petition was filed.

  • EAC – Vermont Service Center (old name: Eastern Adjudication Center).
  • WAC – California Service Center (old name: Western Adjudication Center).
  • LIN – Nebraska Service Center (LIN refers to Lincoln, Nebraska).
  • SRC – Texas Service Center (old name: Southern Regional Center).
  • IOE – IOE stands for Integrate Operation Environment(where the petition was processed); it is not a service center location but indicates that the petition was filed electronically or electronically scanned and processed. In the H1B petition context, it was scanned at a shared service center and then processed. The service center details will be at the bottom of the receipt notice.

Following 2 Letters of H1B Case Number: Year of filing

The following two digits indicate the year when it was filed. It is not the fiscal year but rather the calendar year when the petition was filed. Do not try to read something that says WAC2023XXXX to think it is related to the year 2023, you should only look at the following two letters after the first three characters.

  • For the H1B Visa FY 2024 season, it would be 23
  • For the H1B Visa FY 2025 season, it would be 24

Subsequent 3 Letters of H1B Case Number – Computer Working Day

The next three digits indicate the computer working day of the USCIS fiscal year that starts from October 1st. It indicates the computer workday does not include weekends and holidays. USCIS computers do not work on weekends and USA National holidays :-).

October 1st is when the fiscal year starts for USCIS. If your H1B was filed on October 1st, it would be 001. It is a little tricky with this number; computer workday indicates only working days and not weekends.

For example, if it is October 20th, it would be the 16th working day or something like that…For April 12th, it would be 134 as the weekends and federal holidays are taken out. You can use websites like TimeAndDate to compute that number.

  • For April 8th, it would be 128.

Subsequent 5 Letters of H1B Case Number – Actual Case Number

The following five digits is the actual case number and is assigned based on some internal USCIS logic. There is no guarantee that it would start with 0001 and go in sequence. Sometimes, it may start with 5; sometimes, it may be with other digits as well.

  • One sample number would be 51244

Below is a nice visual explaining the H1B Receipt Number format. It is the same as any other USCIS Receipt Number format.

How to Check the H1B Case Status on USCIS.gov?

After you receive your H1B Visa Receipt case number, all you would have to do is to track the status on USCIS website. Read How to Check H1B Petition Status on USCIS website.

Premium Processing for H1B :

If you were to file H1B visa petition under premium processing, you would have received the case number and a confirmation email that your petition was received by USCIS and it is under processing. Usually your attorney or your employer would get that information. Once your case is approved, similar email with approval status would be updated via email.  A hard copy would be emailed after the emails to the address specified in petition.

Regular Processing for H1B:

If you were to file your H1B visa petition under regular processing, you would not necessarily get an email from USCIS, rather you would get a hard copy receipt mailed to your employer or attorney.  Also, decision information would be mailed to your attorney or employer after the decision.

      It would suck if I were denied right before the original OPT is expired (then the extension won’t apply) and I would have to leave 60days after the OPT end date.

      • I quite didn’t get what you meant there. I thought STEM extension had nothing to do with H1. Thought both could go in parallel. I was relying on the STEM extension as a last resort in case I’m not lucky to be picked up for this year’s H1 lottery. You mind shedding more light on your comment. Thanks.

      When USCIS get your application and give you Receipt number. They also update SEVIS info regarding your H1-b filing. You can conform this information form DSO.

            Application was in Acceptance till 19th friday -> RFE ->Initial review (22nd April) with clock stopped message.
            1. Does that mean USCIS won’t process it within 15 days timeframe?

    i got my receipt 3days back then on 19 we submitted an app to change it to PP, on April19 it was initial review and 15 days for PP clock started , then it says …. On April 20, 2013, we received this I129 PETITION FOR A NONIMMIGRANT WORKER and we e-mailed you a notice describing how we will process your case..

    any cases like that , im start to get worried now

  12. from the comments here it looks like almost everyone with PP got selected in lottery. looks like people in regular category are going to get lesser luck. is there any special emphasis on selecting premium guys?

      There is not any special treatment to be given to the PP guys by USCIS… all have equal chance to get selected in lottery does not matter whatever processing you choose….regular/PP and i have seen so many PP and regular processing people still waiting ……

      • @NA, it seems all PP guys have been selected is only because they are the ones who have received any notification till yet. Don’t worry coming weeks are of RP guys so stay positive. It is also possible that all PP guys think that all RP have got selected..you never know 😉

    • I am in Masters Quota/ Prem Proc. Still waiting for Receipt Number as I did not get my documents back. Anyone in same situation?

      There is no preference to Prem Proc in Lottery selection. I am not expecting my selection now as it is already two weeks. 🙁

  15. My status has been in clock stopped from april 17th onwards and no update yet from the employer or attorney. They didn’t receive any mail or post yet. Do you think it is an RFE as it has been the same status from April 17th onwards. Are anyone in the same situation. Really tensed.

      • Masters/PP/vermont. As per most of the forums and some of my frnds , they said it would be a RFE . Because it is was a approval, they said it would be changing instantly in 2-5 hrs or the next day atleast. But still hoping for the best .

        • I just received an update from my employer saying that – ” It seems like an RFE, but they have not received anything yet. Also It takes around 6-8 business days at a minimum for the actual RFE letter to be received by the employer…. 🙁

          • These employers are so stupid – it wont take 6-8 days. They always say that so that you dont keep checking with them

            if you are a PP then they already got it by email or fax

            if you r regular probably 3 days

          • @rd… I think your guess is right..It is RFE because I got the same message on April 16 with clock stop and status doesn’t change till 17 so I contact to my employer and they said yes we got email regarding your RFE and they asking client letter in it. So check with your employer, they will definitely get it via email or fax if its PP

    I am Reg Quota/ regular cap . No news yet. But I am positive that whatever happens happens for a reason. Heard from my employer that the attorney said they have started releasing names of people in reg quota reg cap.

    • Same here too. Regular Quota/ regular Processing/Vermont Service Center. No update. Called my college DSO today. He says no update on my SEVIS. Let wait till next week Friday before we start FREAKING OUT.

      Looks like 90% of AD got selected. ALL AD i know personally got selected. Anyways they got better chances because they were included in twice in the lottery. Should be very unlucky not to get selected in AD petition. Good luck to all….

      • I don’t think there is any AD that is not selected. Most of us applied for regular processing also received our Receipt Number. I wish all the best to others waiting to hear from USCIS.

        • and I suppose its fair enough. Going to school here and then not getting a Visa is quite unfair for ADE applicants.

          In any case increase in H1B including in masters quota will be inevitable next year I suppose.

    “Because the H-1B category was oversubscribed, the USCIS will be returning approximately 15,000-20,000 H-1B petitions, after accounting for improperly filed and/or denied H-1B petitions.

    Does it mean chances are more to receive receipt number atleast?

    On April 19, 2013, the 15-day Premium Processing clock stopped on your I129, PETITION FOR A NONIMMIGRANT WORKER. A notice was sent on this date explaining the specific reason for stopping the premium processing of your case. This notice will contain detailed information on further action required by you. Your premium processing receipt notice contains contact information for direct inquiries on your case.

    Fingers crossed: Don’t know if this is RFE or just a intermediate update before they update approval.

    Anybody got this message before approval?

    * US Masters student working in the US under OPT status valid till June 30 2013 (no extension option)
    * filed petition on Apr 1 under Premium Processing Masters Category at California Service Center
    * no news from lawyer till Apr 10. Employer told me that I need to finish up all my pending projects by June and leave.
    * received email from lawyer on Thursday Apr 11 that I’ve been picked in lottery
    * USCIS status changed from “Acceptance” to “Initial Review” on Thursday Apr 18 at 2pm California time. The message read “clock was stopped on Apr 18”
    * Status changed from “Initial Review” to “Approved” on Apr 18 at 5:30pm California time
    * Received approval email from USCIS via my lawyer at 5:45pm

    Hope this helps. Happy to answer any questions anyone has. I believe Premium Processing cases will continue to receive acceptance notices and regular processing cases will get to hear about their lottery results up to end of May.

        No. My case shifted from “Acceptance” to “Initial Review.” The clock was stopped when that happened, and 3 hours later, it shifted from “Initial Review” to “Decision.” There was no mention of RFE.

          I’m not sure. But after reading other posts in this thread, I believe if your status changes from “Acceptance” to “RFE,” then that means that USCIS requires further evidence from you. So please wait for your lawyer to respond. Usually the further evidence is either a degree certificate if you haven’t submitted that, or any other document.

  21. I got my receipt number yesteday . Masters quota Regular processing I think even though I requested PP(dont have any confirmation for either). Receipt number starts with EC-13-136 and is on inital review as of 15th April. Even mine shows “On April 8, 2013, we received this I129 PETITION FOR A NONIMMIGRANT WORKER, and mailed you a notice describing how we will process your case.”

      I have the same problem here. My case is AD/PP/CSC and i got to know my receipt number from my school international dept since i could not hear anything from USCIS to my attorney/nor employer. Well putting this aside, thou my app is premium processing it doesnot show up any premium as such rather the same msg you mentioned thou. So iam wondering , once they start processing from initial review – they ll encash our checks and then mention that 15day prem processing time started n so on and go ahead like this. I am guessing this, not sure…

    I’ve Filed mine AD/RP/CSC and did’nt hear anything yet and i enquired from my attorney the check didn’t get cashed yet and no change in my Sevis Status Yet which supposedly is directing me to understand i did not make in the lottery.

    • Call/Mail your international programs/DSO and ask if ur SEVIS is updated. Thats another way to know if ur selected in the lottery. But there are cases where ppl hv received the receipt notice but their SEVIS is not updated. So yeah try ur luck..

  24. I got my receipt# from DSO. It is EAC13136*****. 136 indicates 18th April. My attorney did not receive receipt notification yet although I got receipt# from DSO. After tracking on USCIS website, i got following msg:
    “On April 8, 2013, we received this I129 PETITION FOR A NONIMMIGRANT WORKER, and mailed you a notice describing how we will process your case.”

    my HR said my application is PP. My question is, Do all PP supposed to get email? Because above msg says that notice is ‘mailed’. Does that mean my application is not PP? Secondly, above msg also does not say anything abt 15 day PP. Is that weird?

        • The USCIS sends a receipt notice through email to all premium processing petitioners. They follow that up with a USPS mail. Once the application is approved they send across a USPS mail to the attorney who would in turn forward it to you.

  26. I checked the USCIS website only for the CSC applications. Below list gives the total number of application processed on each day from days (128 to 137). I don’t see any applications processes before 128th day or after 137th day. But these applications include New H-1B, H-1B extensions etc., I guess. If the below count is correct, in CSC center alone they have processed around 35056 applications.

    • I do not think they are processing in sequence. Mine is Reg/PP/CSC and on 130th day, still in Acceptance stage. WAC-13-130-531** still in Acceptance stage. Any one still waiting to move from Acceptance stage? Getting tensed as the days pass.

    Status changed from Acceptance to Initial Review with ….. clock stopped….. at 6 pm PDT on 18th April.
    At 9.48 PDT changed to decision.

  28. Hi All, my H1B got approved 🙂 yesterday. Regular Quota/ Premium Processing/California Service Center. Did not get email from attorny but the uscis website shows the approved message.

    • Me too! Mine got approved last night around 10:45pm PST. I didnt hear from attorney about the approval either… Do you know whats gonna happen next?

        Do not worry you will get email from your attorney as far as online status shows approved you will get approval email notice from your attorney soon… sometime attorney does not send write a way once they get it .. its same with all attorney… mine was showing in approved from tuesday and i got conformation email from my employer yesterday…
        next step will not be anything neena you will get hard copy of approval notice from uscis and your employer will send to you once they get it….. nothing u need to do now if you are already in usa if ur outside usa than u need to go for visa stamping etc…. otherwise u will be good to go …..

        • I had applied for regular quota PP; Yesterday in the USCIS site I see my petition number as: “On April 17, 2013, this I129 PETITION FOR A NONIMMIGRANT WORKER was approved and we sent you an e-mail notice. ”
          Is the next step — Visa interview or are there any other procedure before it?
          Are there any cases where Visa is rejected at Interview, if so, how to avoid rejection.

  29. Got email from the employer today. He said my application was picked up in the lottery and they have received the receipt today in the mail. Mine is Regular Processing/General Quota/VSC. I guess its taking time for the receipts to be delivered to the attorneys. So be patient people those who are waiting for the lottery receipts, don’t lose hope. Just pray and god be with you. All the best.
