H1B Visa Case Receipt Number, Petition Number – IOE, EAC, WAC – Meaning?

USCIS accepts various kinds of H1B petitions, such as new H1B cap-subject petitions, petitions for H1B extensions, H1B petitions for the transfer of companies, and H1B cap-exempt petitions. One thing is common: they all receive an H1B Receipt Notice from USCIS indicating they received the H1B petition.

When you look at the USCIS-issued Receipt notice for the H1B petition, it would have a receipt number or case number. This number can be used to track the petition’s status with USCIS.

If you are new to the process, looking at the long number and guessing what that number means can be puzzling. In this article, we will cover what the H1B Case Receipt Number or Petition Number indicates by looking at each of the letters in the H1B Case Number.

As a background, if you are a first-time H1B applicant, you will need to go through the H1B Visa registration Lottery process, and only if you are selected in the H1B lottery, then you would be eligible to file an H1B petition with USCIS. Also, the H1B petition can only be filed by a Company. As an applicant, you cannot file the H1B petition alone.

What is the H1B Visa Case Number? Petition Number?

USCIS sends a “Form I-797C, Notice of Action” after they receive the H1B Petition. This form is called the H1B Receipt Notice. It is a generic form used to notify the receipt of a petition or application, but the Class requested field indicates whether it is a receipt notice for an H1B petition or not.

As part of sending the H1B receipt notice, USCIS assigns a unique case receipt number for every H1B petition they receive. The receipt number consists of 13-digit alphanumeric characters and typically starts with three alphabets, like WAC or EAC, based on where it was filed.

This 13-digit alphanumeric number is called the H1B receipt or H1B Petition Number. It appears at the top of the H1B Receipt Notice (Form I-797C, Notice of Action), as shown in the screenshot below.

H1B Petition Number vs. Receipt Number

People sometimes use the term “H1B Petition Number” and ask for the “H1B receipt number”. This can be confusing if you are new to it. The “H1B Petition Number” and the “H1B Receipt Number” or “H1B Case Receipt Number” mean the same thing and are often used interchangeably.

On some websites, you may be asked to fill out the H1B Petition Number; in some cases, you may be asked to enter the H1B receipt number or USCIS H1B Case number. In all these cases, you would use the same 13-dight alphanumeric number on the H1B receipt or approval notice. If you are filling out the H1B Visa Stamping application, you will asked to fill out the Petition Number, which is nothing but the H1B Case Receipt Number.

Understanding the H1B Case Receipt Number, Petition Number

Of the 13-digit alphanumeric characters that are part of the H1B Case Receipt Number or Petition Number, each set of characters has a specific meaning. We need to break them out properly to understand them correctly.

We should break down the H1B Case Number into sets of characters grouped like below:

  • XXX—XX—XXX—XXXXX
  • EAC—24—128—50345 ( example for H1B FY 2025 filed petition)

Now, let’s look at each of the groups of characters.

First 3 Letters of H1B Case Number: EAC, WAC, LIN, IOE, SRC

The first three characters indicate where the H1B petition was filed.

  • EAC – Vermont Service Center (old name: Eastern Adjudication Center).
  • WAC – California Service Center (old name: Western Adjudication Center).
  • LIN – Nebraska Service Center (LIN refers to Lincoln, Nebraska).
  • SRC – Texas Service Center (old name: Southern Regional Center).
  • IOE – IOE stands for Integrate Operation Environment(where the petition was processed); it is not a service center location but indicates that the petition was filed electronically or electronically scanned and processed. In the H1B petition context, it was scanned at a shared service center and then processed. The service center details will be at the bottom of the receipt notice.

Following 2 Letters of H1B Case Number: Year of filing

The following two digits indicate the year when it was filed. It is not the fiscal year but rather the calendar year when the petition was filed. Do not try to read something that says WAC2023XXXX to think it is related to the year 2023, you should only look at the following two letters after the first three characters.

  • For the H1B Visa FY 2024 season, it would be 23
  • For the H1B Visa FY 2025 season, it would be 24

Subsequent 3 Letters of H1B Case Number – Computer Working Day

The next three digits indicate the computer working day of the USCIS fiscal year that starts from October 1st. It indicates the computer workday does not include weekends and holidays. USCIS computers do not work on weekends and USA National holidays :-).

October 1st is when the fiscal year starts for USCIS. If your H1B was filed on October 1st, it would be 001. It is a little tricky with this number; computer workday indicates only working days and not weekends.

For example, if it is October 20th, it would be the 16th working day or something like that…For April 12th, it would be 134 as the weekends and federal holidays are taken out. You can use websites like TimeAndDate to compute that number.

  • For April 8th, it would be 128.

Subsequent 5 Letters of H1B Case Number – Actual Case Number

The following five digits is the actual case number and is assigned based on some internal USCIS logic. There is no guarantee that it would start with 0001 and go in sequence. Sometimes, it may start with 5; sometimes, it may be with other digits as well.

  • One sample number would be 51244

How to Check the H1B Case Status on USCIS.gov?

After you receive your H1B Visa Receipt case number, all you would have to do is to track the status on USCIS website. Read How to Check H1B Petition Status on USCIS website.

Premium Processing for H1B :

If you were to file H1B visa petition under premium processing, you would have received the case number and a confirmation email that your petition was received by USCIS and it is under processing. Usually your attorney or your employer would get that information. Once your case is approved, similar email with approval status would be updated via email.  A hard copy would be emailed after the emails to the address specified in petition.

Regular Processing for H1B:

If you were to file your H1B visa petition under regular processing, you would not necessarily get an email from USCIS, rather you would get a hard copy receipt mailed to your employer or attorney.  Also, decision information would be mailed to your attorney or employer after the decision.

    I work for cts , I have 3 years experience., one year I was on lop due to delivery. Now now of my project met resigning and will the company sponsor the h1 for me . My manager asked me to start the process in November . Can it be done ? Waiting for it valuable suggestion.

      Seems like policies have changed. They are doing H1B only for SA and above from this year. May be you need to check with your manager. Also H1B process starts in the month of Jan 2014 and will be filed with USCIS on Apr 1 2014. Hope this helps. Let me know if any.

    Is it advisable to upgrade a RP to PP if we get an RFE or let it remain in RP.
    What are the chances of getting approval by moving to PP?

      Chances of approval don’t change. If you want to know the result early and want to travel by Oct 1, then you can evaluate upgrading it to PP. Your employer should also agree to it.

    • My case status is throwing the same message. I asked my employer to find out and they confirmed that CIS is in the process of updating their website for they have been experiecing technical difficulties which is why the message is showing up.

    • As far as I read on forums, this seems to be a glitch in the system and is nothing to do with RFE. It might be an RFE or approved state.

      • 2 of my friends in my floor who got this message had their status changed to RFE within the next 2-3 days.
        so we in our floor had virtually decided that those who get this message will have their status moved to RFE. we might be wrong also.

        even if tis RFE, dont worry. once u submit required docs like client and manager letter, its getting apprvoed within 10-15 days. try to submit the RFE docs ASAP as it will increase yur chances of early approval.

    may i ask if there’s any possibility to come with us if I’m overage due to long process but I’m carrying with my father who grant his visa last 2011, he is a petition file. there’s any chance?
    I ass for the other agency and they told me that i need to provide the WAC Number or Notice of Action how can i get this? if there’s a file in your good company.

    I am in one of these number still in IR. RP/RQ/Marketing Analyst/COS. Does any one have any idea or some statistics regarding rfe % depending on the job sector in the near past. I have a bad feeling i might get speciality occupation RFE. Any statistics of how many RFE on speciality occupations have been accepted vs rejected (after submitting response on RFE) in the past.

    Unfortunately I got my RFE result as denied, PP regular quota. Now going to do an MTR to prove Employer-Employee relationship with a client letter and additional documents. I’m with this client for 2 years now, this is an EVC model but before i was directly working with the vendor.

    Can you tell me how long it might take for a decision and success rate?

      Processing can take few months. Chances of approval will depend upon what kind of documentation employer submits w/ MTR.

    My h1b visa transfer was filled under PP on July 27.
    When I check my status it’s still under acceptance and it shows following message.

    On July 27, 2013, we received this I129 PETITION FOR A NONIMMIGRANT WORKER and we e-mailed you a notice describing how we will process your case. Please follow any instructions on this notice. This case is being processed at our CALIFORNIA SERVICE CENTER location. You will be notified by mail when a decision is made, or if the office needs something from you.

    Does this mean they emailers receipt notice to lawyer??

    Recpt # : EAC 13 137 5xxxx
    Recpt Dt : Apr 08
    Notice date : Jul 31

    I did a random review of the EAC13137 series yesterday and it seems that around 30% of the cases were in Initial Review.
    Apart from sequencing the receipt numbers, USCIS doesnt follow any sequence. Everything is random.
    So others dont lose your hope. Its a matter of 1 or 2 weeks time now (or at the max till Sept 2013).
    ATB for those who are still in IR.

  14. My Husband’s H1B is still in Initial Review status (RQ/RP). He is currently in India.
    There is a requirement for him to travel US shortly on B1 visa (for official purpose).

    As per my knowledge, inorder to get the H1B visa stampped after approval, he would require hardcopies of documents. And approximately it would take around 1 month to get the documents from USCIS and from Employer.
    Please correct me if my above assumption is wrong.

    Here is my question :
    Incase my husband has to travel to US on B1 visa, after H1B is approved and before H1B is stamping, is it possible?
    Also, is it possible to change the status from B1 to H1B (before Oct 1)

    Incase my husband’s H1B is approved (when he is in India), and if he has to travel to US on B1 visa, will it be possible for me to apply for H4 Visa(soon after my husband’s H1B is aaproved), get H4 stamped and travel to US along with my husband.

    • Hi,

      B1 is business visa and H1 is work visa, they are totally different.
      B1 to H1 Change of status not possible.
      Even if your husband has H1 visa and B1 stamped, he can come on any one of them, stay for b1 is usually 3 months and he has to clarify which visa at the port of entry.
      You cannot get H4 without your husband’s H1 being stamped (your case).
      You cannot travel with him when he travels on B1, dependents allowed only on H1 and L1 work visas.

      Yes, he can travel to US on B-1 while H-1 is pending or has been approved. He should do his thing in US on B-1 and then return to home country.

      You cannot accompany him on H-4 while he is traveling on B-1.

    I have a doubt in filling DS-160 for B1. [My current H1 is in progress ( initial review). ]
    While filling the DS-160 i noticed two question.

    “Have you ever been issued a U.S. visa?”

    ” Have you ever been refused a U.S. Visa, been refused admission to the United States, or withdrawn your application for admission at the point of entry?”

    I guess answer is NO, but anyone can please confirm ?

      They asking if you ever had US visa stamped in your passport.
      If not then say NO.

      ” Have you ever been refused a U.S. Visa, been refused admission to the United States, or withdrawn your application for admission at the point of entry?”
      They asking if you ever went to US Embassy (consulate) to a visa interview and have been refused (no visa). If you never been there, say NO.

      Yes, it is still PP. It is normal for it to go to Acceptance as it has moved from its place in RP queue to the beginning of PP queue.

    Having 6 yrs of IT experience in Singapore. I will hope for the best to attend interview from US embassy in Singapore. will see my luck how it goes rest 50%..

    My husband go his H1b visa approved.
    We got married recently and ill be travelling along with my husband in H4.
    So kinldy let me know if adding spouse name is mandatory for H4 visa??
    And since the H1 visa is approved already will this cause any issue??
    And does the passport number change if we apply for a adding spouse name??

      It is ok to change the passport number after the petition has been approved.

      It is not required to have the spouse name mentioned in the passport if you have other documents to show the proof of marriage (like marriage certificate). However, in the long run it is always better to have each others’ name in the passports.

    It states: submitted your petition was a foreign bachelor degree without an evaluation of beneficiary’s education to determine if the degree is equivalent to a US bachelor degree.

    Mine is 10 + 3 year diploma + 3 years engineering ( lateral entry)

    Can you please suggest what need to do further.

    I am currently working in US on L1B visa and my visa is valid for the next 2 years. I have applied for H1B and its in “Initial Review” state. My employer had applied the H1B with COS. I understand that my current L1B status will be invalid and H1B status will be active starting from Oct 1st. I’m wondering what steps should I take if USCIS takes beyond Oct 1 to decide upon my H1B application.

    Lets say if USCIS approved my H1B application on Oct 15, will I get some time before switching to H1B status? Why I am asking is, my current employer need at least 2 weeks notice period before I leave the company.

    Please help to understand the above case.

    • Chinni,
      In the mentioned example, your status will change to H-1 from Oct 15. Legally, you are required to work on H-1 from that date. If you want to continue working on L-1 for few more days it may be ok (it’s still a gray area and will depend upon USCIS’ discretion in future). You should ask your H-1 attorney if the spent duration will be fine or not.

      Another option is to upgrade your petition now to PP so that you know the result quickly. This will give you ample time to give the notice period.

  31. Just wanted to check on status update steps when moved to PP; Is this status indicate they started working on this or accepted ? Is this normal steps for PP

    • H1B Moved to PP,
      This is normal behavior. When it upgraded to PP, it goes to Acceptance as it has now moved from its place in RP queue to the beginning of PP queue.

        WAC131425****. when I try to check the status in USCIS site its showing
        “cannot provide u information at this time”. till last Friday my case status was “Initial Review”.
        Can anybody tell me the possible reasons for this.

    Does any one have any idea or a study of past approval rates of H1b categorised by Sector.
    My receipt number is EAC131395****, RQ/RP, COS, Marketing Analyst still in IR since 8th April. Was just wondering whether being in Marketing Analyst (Non It) sector drastically reduces my chances or something? A bit worried about RFE (not a technical job)
    Another question I have is that do you think perhaps Uscis is processing cases by COS vs Stamping. As in stamping is done earlier ( as they would need more time for stamping ) compared to COS ( as their visa status change and dont need stamping ).
    Your insight in this matter would be very much appreciated.

      You cannot ascertain anything from the case sequence number series…I know quite a few of my friends whose series are in EAC13142** and EAC13145** and some decisions are already been made on their cases!! I am in EAC13140** series and I am yet to hear a decision on my case…
      If your case is a new H1B RQ/RP visa, you can expect some decision by August..
      Keep your fingers crossed…

    Am asking this on behalf of my friend.
    My friend’s company has applied for his H1
    He would be shortly travelling to US on a Business visa (B1 visa)
    His H1B Visa is not yet approved. The status is in initial review.
    If his H1B is approved while he is in US on Business tour (in B1 visa), would it be possible to change the status from B1 to H1 and start working immediately without visa getting stamped.
    Please clarify.

    • you can NOT move to H1 B from a Business or Tourist Visa . I have seen people with F1, H4, L1 B ..doing and its valid but for Business Visa I doubt .

      Yes, that can be done. However, he should be careful how long he stays in US (until COS approval) and how soon COS is filed after entering US on B-1/2.

  34. Need suggestions please!

    I have just started working for a company A on my opt which expires in couple of months. Company B has filed my H1 and I will eventually be working for him after my h1b approval. Neither of them know about each other. My current employer is asking me for the I-20 with his name on it, my question is will there be a problem if I update my sevis with my current employer A information and will company B who has filed my h1 would know if I update and will it effect my h1b processing.

    • I’ve been following this forum over a month and I haven’t seen any approval on the EAC1315XXXXXX series at all. Its now there are 3 posts with that series and one says those applications could be H1b extension applications. Is yours extension too?

  37. Does anyone know about any deadline that Vermont Service center or California service center has ??? By when will this wait end.. even if I have a date say 2 months from now, atleast I will be less anxious and will wait for “D-Day”

    For that matter, they usually say 2 to 6 months so let’s see.. April 8th till…. Oct 8th… makes 6 months.. so I guess, atleast by Oct 8th we will all get the result (frustrated yet making fun)

      Most of the petitions are processed in 2-6 months. They don’t have a deadline. However they would like to process almost all of them before start of next filing season (i.e. April 1, 2014).

    Can any one tel how usics is picking the case. Mine is in WAC1314052***. I verified around 100 case before and 20 after it. Most of case they have processed either they have got approved or RFE , in between few some are in IR state including mine also… any idea y so ???

    • Yes, the reason is USCIS do not follow the sequence that you are monitoring. They have their own sequence and they adheres to that. Also, the cases converted into Premium processing is also affecting the regular processing cases to a certain extent as they get the priority over the regular cases..

      For all cases this year, decisions are expected by 2nd week of August. If by then you still do not see any change in your status, ask your employer to contact USCIS.

      • Wow Rick! The confidence with which you wrote the post gave me some confidence that probably by Mid-august I hear the final decision. Mine is H1 extension and was filed on May 9th. For my colleagues who filed the extension in April got their approval within a month in RP, but mine is going to finish 3 months soon. And I really cant wait to get the visa now.

            I found one more case status update as we are in now in another forum..that guy got a RFE 3 weeks back…

            My employer has communicated with the USCIS and they have confirmed that it is a technical glitch at USCIS website..and my case is still at IR..
            FYI – My notice date was 8th April..

  39. I am waiting for my H1 approval notice, which still shows in Initial review. However, I have also received an I-20 for my admission at VT. I have already done my Master’s in the US with an initial stay of 9 yrs until 2011. I am now confused, of whether to wait for the H1-B or just go for the F1 visa as the starting date of the school is August 26th. Any suggesstions????

          If you have confidence about your H-1 approval then wait for it. At times F-1 visa stamping runs into issues and you don’t want to get into that. If you want a quicker H-1 decision, then upgrade it to PP.

            You should consult your attorney/employer about their confidence level. If you have filed through a big reputable employer, then it will be worth upgrading to PP. You can wait for 1 more month to see if it gets processed by its own. Even in best case scenario, you cannot enter US until Oct 1 on H-1. So you still have some margin here.

    my receipt number is EAC13140*****. I got RFE on june 7th.I have submitted the required document on june 13. Now it’s going to complete 2 months from date of RFE generated.
    Can anyone plz tell me how long i have to wait or should i ask my employer about the delay reason?

      It is around 1.5 months from the date RFE was responded. It doesn’t matter when it was issued. What matters is when it was responded. Typical processing time is 60 days but it can take longer as well.
