H1B Visa Case Receipt Number, Petition Number – IOE, EAC, WAC – Meaning?

USCIS accepts various kinds of H1B petitions, such as new H1B cap-subject petitions, petitions for H1B extensions, H1B petitions for the transfer of companies, and H1B cap-exempt petitions. One thing is common: they all receive an H1B Receipt Notice from USCIS indicating they received the H1B petition.

When you look at the USCIS-issued Receipt notice for the H1B petition, it would have a receipt number or case number. This number can be used to track the petition’s status with USCIS.

If you are new to the process, looking at the long number and guessing what that number means can be puzzling. In this article, we will cover what the H1B Case Receipt Number or Petition Number indicates by looking at each of the letters in the H1B Case Number.

As a background, if you are a first-time H1B applicant, you will need to go through the H1B Visa registration Lottery process, and only if you are selected in the H1B lottery, then you would be eligible to file an H1B petition with USCIS. Also, the H1B petition can only be filed by a Company. As an applicant, you cannot file the H1B petition alone.

What is the H1B Visa Case Number? Petition Number?

USCIS sends a “Form I-797C, Notice of Action” after they receive the H1B Petition. This form is called the H1B Receipt Notice. It is a generic form used to notify the receipt of a petition or application, but the Class requested field indicates whether it is a receipt notice for an H1B petition or not.

As part of sending the H1B receipt notice, USCIS assigns a unique case receipt number for every H1B petition they receive. The receipt number consists of 13-digit alphanumeric characters and typically starts with three alphabets, like WAC or EAC, based on where it was filed.

This 13-digit alphanumeric number is called the H1B receipt or H1B Petition Number. It appears at the top of the H1B Receipt Notice (Form I-797C, Notice of Action), as shown in the screenshot below.

H1B Petition Number vs. Receipt Number

People sometimes use the term “H1B Petition Number” and ask for the “H1B receipt number”. This can be confusing if you are new to it. The “H1B Petition Number” and the “H1B Receipt Number” or “H1B Case Receipt Number” mean the same thing and are often used interchangeably.

On some websites, you may be asked to fill out the H1B Petition Number; in some cases, you may be asked to enter the H1B receipt number or USCIS H1B Case number. In all these cases, you would use the same 13-dight alphanumeric number on the H1B receipt or approval notice. If you are filling out the H1B Visa Stamping application, you will asked to fill out the Petition Number, which is nothing but the H1B Case Receipt Number.

Understanding the H1B Case Receipt Number, Petition Number

Of the 13-digit alphanumeric characters that are part of the H1B Case Receipt Number or Petition Number, each set of characters has a specific meaning. We need to break them out properly to understand them correctly.

We should break down the H1B Case Number into sets of characters grouped like below:

  • XXX—XX—XXX—XXXXX
  • EAC—24—128—50345 ( example for H1B FY 2025 filed petition)

Now, let’s look at each of the groups of characters.

First 3 Letters of H1B Case Number: EAC, WAC, LIN, IOE, SRC

The first three characters indicate where the H1B petition was filed.

  • EAC – Vermont Service Center (old name: Eastern Adjudication Center).
  • WAC – California Service Center (old name: Western Adjudication Center).
  • LIN – Nebraska Service Center (LIN refers to Lincoln, Nebraska).
  • SRC – Texas Service Center (old name: Southern Regional Center).
  • IOE – IOE stands for Integrate Operation Environment(where the petition was processed); it is not a service center location but indicates that the petition was filed electronically or electronically scanned and processed. In the H1B petition context, it was scanned at a shared service center and then processed. The service center details will be at the bottom of the receipt notice.

Following 2 Letters of H1B Case Number: Year of filing

The following two digits indicate the year when it was filed. It is not the fiscal year but rather the calendar year when the petition was filed. Do not try to read something that says WAC2023XXXX to think it is related to the year 2023, you should only look at the following two letters after the first three characters.

  • For the H1B Visa FY 2024 season, it would be 23
  • For the H1B Visa FY 2025 season, it would be 24

Subsequent 3 Letters of H1B Case Number – Computer Working Day

The next three digits indicate the computer working day of the USCIS fiscal year that starts from October 1st. It indicates the computer workday does not include weekends and holidays. USCIS computers do not work on weekends and USA National holidays :-).

October 1st is when the fiscal year starts for USCIS. If your H1B was filed on October 1st, it would be 001. It is a little tricky with this number; computer workday indicates only working days and not weekends.

For example, if it is October 20th, it would be the 16th working day or something like that…For April 12th, it would be 134 as the weekends and federal holidays are taken out. You can use websites like TimeAndDate to compute that number.

  • For April 8th, it would be 128.

Subsequent 5 Letters of H1B Case Number – Actual Case Number

The following five digits is the actual case number and is assigned based on some internal USCIS logic. There is no guarantee that it would start with 0001 and go in sequence. Sometimes, it may start with 5; sometimes, it may be with other digits as well.

  • One sample number would be 51244

How to Check the H1B Case Status on USCIS.gov?

After you receive your H1B Visa Receipt case number, all you would have to do is to track the status on USCIS website. Read How to Check H1B Petition Status on USCIS website.

Premium Processing for H1B :

If you were to file H1B visa petition under premium processing, you would have received the case number and a confirmation email that your petition was received by USCIS and it is under processing. Usually your attorney or your employer would get that information. Once your case is approved, similar email with approval status would be updated via email.  A hard copy would be emailed after the emails to the address specified in petition.

Regular Processing for H1B:

If you were to file your H1B visa petition under regular processing, you would not necessarily get an email from USCIS, rather you would get a hard copy receipt mailed to your employer or attorney.  Also, decision information would be mailed to your attorney or employer after the decision.

  1. Hi All,

    I have a doubt related to my H1. Currently am working with employer A and applied for H1 from employer B (yet to join). Status of the my H1 application is Initial Review. Now my current employer (A) wants to file B1 for short term trip ( two or three weeks). Is it ok to proceed with B1 or it will cause any problem to my H1 while processing or while stamping?

    • This helps. Howmuchever they say USCIS is not following the series, they’ve reached EAC13146 from the EAC13138. Mine is EAC13157, so I’m being hopeful that by mid-august I might hear some news.

    People whose petitions are in the buffer zone ( not selected in 65K lottery), i.e they are yet to be awarded a receipt number and are in waiting list, if they upgrade their RP case to a premium one, Does that mean they automatically get into the 65K list and their case gets processed straight away? Your clarification in this matter would be appreciated.

          I believe that all the buffer applications will be in the “Acceptance” phase.
          No receipt numbers will be generated for them unless an application in the “initial review” is found to be wrong/fraudulent.
          In case a fraud application in “Initial Review” phase is detected, that application will stay cancelled/rejected. A new aplication in “Acceptance” phase will be moved to “Initial Review” phase and a receipt number for the application will be generated.
          As you already have yur receipt number generated, you need not worry.
          Yours is not in the buffer zone. 🙂

          Heard that Vermont service centre is a bit slower compared to California service centre.
          Mine is in eac13137 series. Still in “Initial Review”.

            Not true. Any petition that has receipt number issued is considered to have made through the cap. If the Acceptance petition is in buffer zone, and gets upgraded to PP then it may get approved within 15 days. This will make the wait-listed petition approve by your logic.

            So just to be clear a wait list petition ( buffer zone ) can never jump the que ahead of IR petitions right? To elaborate, if a buffer zone petitoner makes his RP petition into Premium Processing, will his PP clock start when he gets a receipt number ( as in some other peition gets rejected and he is given a seat ) or will his case be processed straight away (this is me assuming that buffer zone petitions are not given any receipt numbers).

            That is correct. Wait-listed petitions have not been issued receipt numbers or else they will be considered to have made through the lottery (which is not true as they are wait-listed).

            Any case that has a receipt number has been selected in the cap. So wait-listed petitions can never be upgraded to PP as they don’t have a receipt number associated w/ them.

  4. hi all, mine is in the EAC- 13144 series and it got approved on Jul 18 as per uscis, i do not think it is being done on the day it was filed basis, i think its more location/role specific. Apologies if i am wrong .. tc and good luck for the rest..

    my emp dint get the approved docs yet, that would take a month i guess..

    Mt application got picked in the lottery. Regular processing/ Outside US. It’s already 3 and half months over and I’m yet to receive the FRE/approval/denial notification from USCIS.
    I have contacted my employer and asked him if I can upgrade my application to premium processing.
    He warned me of the chances of getting an RFE.
    Would it get complicated if I upgrade my petition to PP?

      Your employer can upgrade to PP. No one can tell you whether your RP petition would have been approved w/o RFE. Its just fear in minds of employers. In the end its their call.

          If its over 2 months and your employer/attorney have not received the papers, then they are pretty lazy and not serious about this H-1 process. They should follow-up w/ USCIS immediately about it.

  12. what are the possibilities of a h1 petition for an Internal Project getting approval, coz there was an RFE issued against and it……

    • I created a model on H1B cases for in house projects and it seems like the probability of getting approval is directly proportional to the importance of the internal project. However, most internal projects are not critical so the probability of approval is low since they can just hire an American IT employee when enough Americans graduate with Computer Science degrees.

      In your case, the probability of approval is approaching e^-1.

      • Actually we should not round such numbers and post it like they are. The exact chance being 49.67%.

        If the internal project is a sham (to avoid submission of client letter), then that number changes immediately to 0. If it is a genuine project which employer is able to demonstrate, then it jumps up to close to 100.

        So are you close to 0 or 100?

I came for a consulting assignment for a client, but my H1 expired and company filed for extension when I’m working as a business development person for my Company and do not have any client as such. My colleagues who had filed the extension when I did already got their petitions approved. I didn’t know the wait time could be more for internal projects. Can I or company convert the case into premium processing?

            One day we were happy to see the status changed from IR to POst decision activity.

    I got my H1B petition approved on Jan1 2013 and got it stamped on April 2013. My visa expires on DEC 2013 . I will be leaving for US on Sep,2013. Will this going late create a problem at my port of entry or during my extension process ?….
    Going to US with just 3-4 months left for visa expiry and applying for extension creates a problem or is this ok ?

          1. You can file for extension as long as it is filed before 797 and I-94 expiration date. There shouldn’t be any RFE related to this during the extension process. Ask your employer to keep all the documents ready like LCA, I-129 etc and file it soon after you enter US.
          2. Same documents like previous H-1 petition. In addition, you will need I-94 copy, 797 copy and H-1 paylsips (if filed after at least 2-4 weeks).

    Similar to others in the forum, my petition EAC13139***** is also in initial review status, I have a doubt in my mind and looking for help if someone can chime in and clear my doubt.

    As per my knowledge, USCIS select more than 65k applications to keep some buffer available if other petitions gets rejected.

    First of all my I would like to know, is that information correct because I have read this in one of the forums 🙂

    If it is correct, does that mean serial number EAC13139***** belongs to buffer applications and still in IR status?

    Please help to clear this doubt, I will keep my finger crossed .

      You have received the receipt number which means you have made through the cap in the regular 65K slot.

      Think about this – let’s assume your petition is in buffer. If you upgrade your petition to PP, USCIS has to adjudicate it within 15 calendar days. Will they not accept PP saying that you are in buffer, or will they process it?

      Also think about this – as evident by numerous posts on this forum lot of people are still in IR. Are they all in buffer?

      Chance of approval is a number b/w 0 and 100 and varies from case to case. What the number is for you case, no one knows.

    We just got your RFE, finally. I spoke to the responsible attorney and we will post to your case page the additional document requests by Monday.

    Can you tell me what’s meaning of above comments whether he is going send all the documents to USISC regards to my REF, or he is going send me the REF details???

      You need to ask employer/attorney what USCIS has asked for in the RFE. Usually the employer doesn’t share it w/ the employee unless the RFE includes something required from the employee.

    Top of the day to you.

    My H1B got approved but my I-94 on my B2 expires on July 18th. Although I have applied for a B2 extension…

    Now we got the hard copy of the approval and it show that It has been sent to my home country for stamping. Does this mean I have to leave the U.S even with a pending B2 extension to get it stamped before the Oct 1st start date?

    Please help!!!

    • Approved H1B,
      This means your COS has not been approved. Probably b/c your current I-94 was expiring and there was a break in continuity of I-94.

      You have following options:
      1. Continue to wait for B-2 extension. Once approved, apply for COS from B-2 to H-1 around Oct 1.
      2. Leave US now and appear for H-1 stamping and return after getting H-1 visa stamped (around Oct 1 or later).

      How long did you stay in US on B-2? Staying for more than few months (even if permitted by I-94) can raise extra questions and scrutiny during H-1 visa stamping. Did you consult your H-1 attorney about staying here for so long on B-2 and then applying for extension?

      • Hello Saurabh,

        I was advised by my attorney that leaving the U.S with a pending H1B, means abandoning the H1B. Which is the reason why I stayed for the whole 6 Months.

        Attorney also advised getting a B2 extension because we hadn’t received the hardcopy of the approval… Once we received the hardcopy of the approval and found out that it had been sent to my home country in order to get stamped.

        She said I might have to leave to home country for stamping, but she wants to work on something first.

        I just wanted to seek opinion from an unbiased source to make sure I won’t be jeopardizing anything.

          Your attorney is definitely not the sharpest knife in the drawer.

          If you leave US while H-1 is pending, then your COS is abandoned but your H-1 will continue to be processed and will get approved/denied. Chances of COS approval in your case were pretty low from the start as your I-94 was expiring before Oct 1.

          Your attorney is right in saying that chances of visa stamping are little better once you have worked in US for sometime (it doesn’t guarantee approval though). However, you cannot work in US until COS to H-1 is approved, which is not your case. So the only option left now is to leave US, get H-1 visa stamp and then return to US on that visa.

          You may be questioned about your long B-2 stay and its better to be prepared questions on those lines.

            Thanks a lot. Lawyer was adamant that I get B2 extension and charged me extra $500 excluding B2 extension filing fees. What a waste of money, if I still have to leave the U.S regardless

  30. Hi all, is anyone in the series of WAC13140524xx (IT, RP) got approved?. I am in that series with great hit count of USCIS website to check the visa status. Fingers crossed.
