H1B Visa Case Receipt Number, Petition Number – IOE, EAC, WAC – Meaning?

USCIS accepts various kinds of H1B petitions, such as new H1B cap-subject petitions, petitions for H1B extensions, H1B petitions for the transfer of companies, and H1B cap-exempt petitions. One thing is common: they all receive an H1B Receipt Notice from USCIS indicating they received the H1B petition.

When you look at the USCIS-issued Receipt notice for the H1B petition, it would have a receipt number or case number. This number can be used to track the petition’s status with USCIS.

If you are new to the process, looking at the long number and guessing what that number means can be puzzling. In this article, we will cover what the H1B Case Receipt Number or Petition Number indicates by looking at each of the letters in the H1B Case Number.

As a background, if you are a first-time H1B applicant, you will need to go through the H1B Visa registration Lottery process, and only if you are selected in the H1B lottery, then you would be eligible to file an H1B petition with USCIS. Also, the H1B petition can only be filed by a Company. As an applicant, you cannot file the H1B petition alone.

What is the H1B Visa Case Number? Petition Number?

USCIS sends a “Form I-797C, Notice of Action” after they receive the H1B Petition. This form is called the H1B Receipt Notice. It is a generic form used to notify the receipt of a petition or application, but the Class requested field indicates whether it is a receipt notice for an H1B petition or not.

As part of sending the H1B receipt notice, USCIS assigns a unique case receipt number for every H1B petition they receive. The receipt number consists of 13-digit alphanumeric characters and typically starts with three alphabets, like WAC or EAC, based on where it was filed.

This 13-digit alphanumeric number is called the H1B receipt or H1B Petition Number. It appears at the top of the H1B Receipt Notice (Form I-797C, Notice of Action), as shown in the screenshot below.

H1B Petition Number vs. Receipt Number

People sometimes use the term “H1B Petition Number” and ask for the “H1B receipt number”. This can be confusing if you are new to it. The “H1B Petition Number” and the “H1B Receipt Number” or “H1B Case Receipt Number” mean the same thing and are often used interchangeably.

On some websites, you may be asked to fill out the H1B Petition Number; in some cases, you may be asked to enter the H1B receipt number or USCIS H1B Case number. In all these cases, you would use the same 13-dight alphanumeric number on the H1B receipt or approval notice. If you are filling out the H1B Visa Stamping application, you will asked to fill out the Petition Number, which is nothing but the H1B Case Receipt Number.

Understanding the H1B Case Receipt Number, Petition Number

Of the 13-digit alphanumeric characters that are part of the H1B Case Receipt Number or Petition Number, each set of characters has a specific meaning. We need to break them out properly to understand them correctly.

We should break down the H1B Case Number into sets of characters grouped like below:

  • XXX—XX—XXX—XXXXX
  • EAC—24—128—50345 ( example for H1B FY 2025 filed petition)

Now, let’s look at each of the groups of characters.

First 3 Letters of H1B Case Number: EAC, WAC, LIN, IOE, SRC

The first three characters indicate where the H1B petition was filed.

  • EAC – Vermont Service Center (old name: Eastern Adjudication Center).
  • WAC – California Service Center (old name: Western Adjudication Center).
  • LIN – Nebraska Service Center (LIN refers to Lincoln, Nebraska).
  • SRC – Texas Service Center (old name: Southern Regional Center).
  • IOE – IOE stands for Integrate Operation Environment(where the petition was processed); it is not a service center location but indicates that the petition was filed electronically or electronically scanned and processed. In the H1B petition context, it was scanned at a shared service center and then processed. The service center details will be at the bottom of the receipt notice.

Following 2 Letters of H1B Case Number: Year of filing

The following two digits indicate the year when it was filed. It is not the fiscal year but rather the calendar year when the petition was filed. Do not try to read something that says WAC2023XXXX to think it is related to the year 2023, you should only look at the following two letters after the first three characters.

  • For the H1B Visa FY 2024 season, it would be 23
  • For the H1B Visa FY 2025 season, it would be 24

Subsequent 3 Letters of H1B Case Number – Computer Working Day

The next three digits indicate the computer working day of the USCIS fiscal year that starts from October 1st. It indicates the computer workday does not include weekends and holidays. USCIS computers do not work on weekends and USA National holidays :-).

October 1st is when the fiscal year starts for USCIS. If your H1B was filed on October 1st, it would be 001. It is a little tricky with this number; computer workday indicates only working days and not weekends.

For example, if it is October 20th, it would be the 16th working day or something like that…For April 12th, it would be 134 as the weekends and federal holidays are taken out. You can use websites like TimeAndDate to compute that number.

  • For April 8th, it would be 128.

Subsequent 5 Letters of H1B Case Number – Actual Case Number

The following five digits is the actual case number and is assigned based on some internal USCIS logic. There is no guarantee that it would start with 0001 and go in sequence. Sometimes, it may start with 5; sometimes, it may be with other digits as well.

  • One sample number would be 51244

Below is a nice visual explaining the H1B Receipt Number format. It is the same as any other USCIS Receipt Number format.

How to Check the H1B Case Status on USCIS.gov?

After you receive your H1B Visa Receipt case number, all you would have to do is to track the status on USCIS website. Read How to Check H1B Petition Status on USCIS website.

Premium Processing for H1B :

If you were to file H1B visa petition under premium processing, you would have received the case number and a confirmation email that your petition was received by USCIS and it is under processing. Usually your attorney or your employer would get that information. Once your case is approved, similar email with approval status would be updated via email.  A hard copy would be emailed after the emails to the address specified in petition.

Regular Processing for H1B:

If you were to file your H1B visa petition under regular processing, you would not necessarily get an email from USCIS, rather you would get a hard copy receipt mailed to your employer or attorney.  Also, decision information would be mailed to your attorney or employer after the decision.

      Your COS will be abandoned while H-1 will continue to be processed. You can return after getting your H-1 visa stamped in the passport.

    Situation:
    * H1b approved and stamped for FY13 with employer X. Did not travel to US on this visa and not ever before.
    * Then new H1b applied by employer Y for FY14 while I am still in India (I tried convincing employer Y to do a transfer of my previously approved petition but did not agree for reasons unknown)
    * The new H1b filed by employer Y for FY14 approved and employer Y asking me to go for re-stamping.

    Concerns:
    * I feel its a unnecessary risk to go for stamping again; as I have not used my previous visa probably I would be asked all sorts of questions in the interview
    *what should i do if employer Y forces me to go for re-stamping.

    Let me know your thoughts asap pls…

    • Once you change your employer, it is nothing but like a new H1B stamping but without Quota and can be filed anytme in a year(Luck Charm).
      You have to restamp under any circumstances. Do not hestiate atall, you will be get restamping done without any issues and more questions from interviewer.

      As the new petition was subject to cap and not a cap-exempt petition (aka H-1 transfer), I think its better to get it re-stamped. If Y wants you to go for stamping, then you should do that. Talk to their attorney to get all the required documents.

    This morning my case status is changed from Acceptance to Initial Review Below is the detailed note. Not sure if this is a usual note, what does this mean?

    Your Case Status: Initial Review

    On June 25, 2013, the 15-day Premium Processing clock stopped on your I129, PETITION FOR A NONIMMIGRANT WORKER. A notice was sent on this date explaining the specific reason for stopping the premium processing of your case. This notice will contain detailed information on further action required by you. Your premium processing receipt notice contains contact information for direct inquiries on your case.

        • I have seen for some people it changed to approved after couple of hours or it can also be a second RFE..Your employer should have received an email or fax on this. Please check with your employer..

      It can either be RFE or Approval. When a petition is upgraded to PP, it moves from RP queue to PP queue and is looked by another officer. That officer can generate RFE if s/he needs additional information beside what was submitted initially and during RP RFE submission.

    I got my petition approved on 18th June. The Series is WAC1313552***.
    I will be going for H1B stamping in October. However, I m undergoing divorce process and not sure whether will get divorced till october. I also have clearly mentioned it in my petition.
    But just worried about whether there will be any issues about my stamping due to this.

    • Lucky,
      Your divorce proceedings will not impact the H-1 petition or visa stamping. If you want your spouse to not use your petition as dependent, make sure no information about this is shared w/ the spouse. Also update your passport accordingly (if the spouse name is mentioned).

  9. I am working with employer A on L1B. I applied H1B through employer B. I converted the H1B petition to premium last week and hopefully I will have a result by end of this week. If my petition is Approved, it will be effective from Oct 1st.

    Is there any way I can transfer this H1B to my current employer before Oct 1st (without joining employer B)

      Once the petition is approved, ask A to file cap-exempt petition for you w/ start date of Oct 1. IMO, this can be done even prior to Oct 1. If A thinks otherwise, then have them file the cap-exempt petition on Oct 1 itself. You can then join A soon after on the basis of transfer receipt (H-1 portability).

        If employer A is ready to file a cap exempt H1B, do they need Original Approval letter (I-797) from employer ‘B’

        Also just wanted to Add that I am on L1B and my H1B is filed with COS effective from Oct 1st.

          They need copy of A’s approval notice but not the original. If you don’t have that, then can use the receipt number and print out of online status showing it as approved.

  10. Hi,My H1B was filed by my Indian Employer in 2013. Even my LCA posting was also done before Cap opened on April 1st. I have earlier been to US on L1B visa. However me or my Indian employer haven’t yet received H1B lottery status from USCIS. for my colleagues the status came either as positive or negative. But for me No status yet. Anyone experiencing this situation? Are my H1B chances dried up?

      Ask your employer to contact USCIS about it. Chances of getting through the lottery at this point are pretty low.

    I am Senior Software Developer with 3.5 years of experience and working in Software Company in INDIA.Apart from my job i am also doing freelancing since 2 years and one of my freelancing client is very satisfied from my work and wants me to hire for full time in USA and he applied my H1B this april as well, and the status of visa is in Initial Review.

    So i am little bit worried as my current company is in INDIA and H1 is applied by different employer in USA.

    Can anybody guide me in my situation? my prospect employer has applied for h1b for me and it is in process (RQ/RP). I am not sure how much time it will take. On the otherside, my current employer is asking me to process b1/b2 visa for 2 week client visit.

    The question is, is it ok to apply for b1/b2 with current employer as my H1b is in process??

      It is OK, it will always a plus point if you have already been to US once till the time it is getting approved.
      Very less chance get to rejected in VISA Interview too.

    • h1b and B1/B2,
      It is ok to appear for B-1/2 visa stamping while H-1 is under process. You can then travel to US for those 2-3 weeks and return to your home country. This doesn’t impact the outcome of H-1 petition.

        Question 1.) Can i get B1 while my H1b is in process ?

        Yes, the current employer can apply for the B-1 Visa, while the CAP H-1B is pending.

        Question 2.) If i get B1 then any problem will occur for my H1b while stamping ?

        If you enter the Country prior to October 1, 2013 on the B-1 visa, we can apply for the change of status while he is in the country. This will avoid visa stamping. This can be done through a H-1B Amendment. The fee is $325.00.

        Otherwise, you will need to leave and go for visa stamping in your country.

  14. My PP clock stooped on 3rd June. Attorney have responded for RFE and now clock started again. Any idea how much time it will take to get the decision from USCIS after responding to RFE for PP case?

    • How many days it took for you to process your case.? I mean when did the clock had actually started and how many days it took for the RFE. I have applied PP on 12th June but still it is showing as initial review?

    was just going through this thread and got to read the misconception of processing 140-145 series.. it is not true. they are doing by cases’ received date. I called up these guys and they said they are currently processing cases received on April 3rd 2013 so for all the people who have received on April 8th, like me, they MIGHT get some news by next 2 weeks, probably!! this is what exact words that lady told me over phone.

      My receipt# is EAC13138519** and it’s in Initial Review.
      My employer had sent me Fedex receipt of my packet delivery to USCIS with date 1st April.!! Due to lottery most of us has receipt date is 8th (mine too)

      Yes, extension petitions are processed faster than those subject to cap. If you look at processing times on USCIS website, they have separate rows for new cap petitions, and cap-exempt petitions.

    Currenlty i am in L1b visa, applied for H1 through employer A and i was selected in lottery. i got a job with employer B and they are not ready to do corp to corp instead they want me to transfer the H1B Visa on Oct1.
    My question is do i need to work with employer A for couple of months before moving to other Employer b? will there be any problem in future while i am applying for GC? or will i be facing any other problems in future? Please help…..

      It is not required to have worked for A if the transfer is initiated on Oct 1 or prior. If they file transfer say in late Oct, then you need to have payslips from A for the month of Oct.

    So status updates – RQ/RP/VSC # EAC1314553xxx My status today changed to RFE. Another person IRIS couple days back for approval on their for almost the same #14553xxx .

    It seems on VSC side 140-145 might be processing. Hopefully you all hear this soon. Ironic yesterday I posted on a diff page that I am hoping to hear something next week and today morning I received a text saying I got RFE 😀 Well I was kinda expecting that given my nature of work. So kinda mentally prepared for it.

      May be the status is not updated. But to be sure, ask your attorney to call USCIS and confirm if they have received the response and just the status has not been updated.

    • You should have got your lottery results by now either selected or rejected. Selected receipts are shared by USCIS before they started to return rejected packets…

      Sorry to say chances are very thin that you didnot went through lottery..If you have plan B you can start working on that..Good Luck!!!

  32. I applied for H1 and H4 together. I received receipt notice for H1 2 months back but didn’t receive any notice for H4.

    Can somebody suggest whether we should receive separate receipt notice for both H1 & H4?

      Yes, there is a separate receipt number for H-4. What was the communication address mentioned for H-4 – your’s or attorney’s? If the attorney is handling the H-4, then they should follow-up w/ USCIS, else you should.

  35. Are there any adverse effects of converting H1B petition from Regular Processing to Premium Processing?
    My petition is currently applied in Regular processing and we received an RFE in May first week, we replied to RFE and the case status is RFE Response Review from past 2 weeks.
    I am thinking of converting this petition in to Premium so that I come to know about the final decision early. Are there any adverse affect of converting my application in Premium now, will it impact USCIS decision.

    • Not sure, why you are eager for the approval. If you have any immediate plans and want to know the status you can convert. There is no adverse effect as such.
      If there is no pressing reason except your anxiety , I personally feel that it’s a waste of money.
      Rest is upto you, it’s your money.

        • If you dont have any pressing reason .. just wait. If there were adverse effects, people wont apply. If chances increase , everyone would apply.
          Premium is mostly useful for transfer cases or cases where people have to decide something quickly, like our MS friends who are on the verge of completing OPT.

    Mine case number is EAC1314050XXX, RP,RQ, First time US visa application.
    My Acknowledgement date in my receipt shows 7th April and notice date as 19th April.
    Anyone with similar situation? Please assist!! Really worried..

          My status reflects the same as that in ur message. I’ve B1/B2. Until now, i thought it was due to B1/B2. The status was updated on May 21st. It still remains same.

          Have u applied for H4 or something? or is it only H1B?

            Although We both do not have anything in common, our case statuses messages are similar. It is strange.
            Some ppl on internet said it would be a sign before you get NOA2. If tat was true , we both should have got our approvals by now.

            However, please update here if you hear something soon. I’ll also update if I find something out.

            The only update that I got from my employer is that this is a technical glitch at the USCIS website and asked me to ignore.

      my Reciept # is WAC 131365—-.

      I cam to know that my petition will either get RFE or Approval.
      Is there anybody who got approval after getting similar type of message update, If yes how sooner you got. Kindly reply back

  39. My L1B expires in 2012 but I94 valid till Sep-28-2013 and my same employer filed for H1B with COS this year that got selected waiting for final approval.
    What are the chances that case will be considered as COS (L1-H1) with I94 new start date as 28-Sep-2013 to maintain legal stay for 3 days and work authorization as 01-Oct-2013. Or it will not be considered as COS rather as CP in that case go out of country and come back with stamped work authorization start date as 01-Oct-2013 ?

    But some blogs says that if you are out of country and applied for New H1B; you are allowed to enter US 10 days prior to 01-Oct and stay for 10 days with no work. But not sure about the case if you are already in US till 20-Sep and applied for COS and if approved; Will the 10 days stay still allowed without work prior to 01-oct of validity ?

      Someone else posted similar case where L-1 I-94 was expiring on Sep 23 and his/her COS got approved from Oct 1. So it may get approved in your case as well. You should still check w/ your H-1 attorney if you can stay in US for those 3 days or not. As it’s just 3 days it may not be a big issue in the long run, still its better to know the legal implications.

  41. from the current speed it looks like its gonna take months to complete the h1b applications in USCIS. hardly few have got their petition approved in RQ so far and i assume most of applications were RQ. its June already and i was thinking they will finish atleast 50% of applications. but looks like its jst 20% or lesser.

    Mine is a bit strange.Here goes:
    After receiving the initial receipt notice,it changed to unable to deliver I129.After contacting them,it changed to RFE around May 22nd.Then,menawhile,my employer received a 2nd receipt notice-only thing different was the dat,May 23rd.Latest status is unable to deliver on june 5th,please contact us within 180 days.My HR is on leave so they will contact USCIS on Monday mostly.I don’t understand what is going on…:(

      Has the employer received at least the RFE notice? Seems like they send something which post office was unable to deliver and caused the message to show up.

    • I got the same notice on May 16th. My lawyer contacted USCIS and they said that my case was still pending, and they were not sure why that notice showed up!
