The upcoming H1B Visa 2027 season is going to be one of the most consequential H1B seasons ever, due to some of the biggest changes to the H1B program introduced by the Trump Administration over the last 12 months.
The key changes for the upcoming H1B season, such as a weighted wage-based lottery instead of random selection and a $100,000 additional fee for overseas H1B applicants, will significantly impact the total number of H1B registrations filed this year.
In this article, we will review the historical data from past H1B seasons, and many factors such as the state of the US economy, the US job market, the total number of international students in the US on OPT, H1B rule changes over the last 12 months, and other factors that can impact H1B registrations this year.

Major factors that will influence the H1B 2027 Registrations
We believe any outcome is driven by its influencing factors; it is no different for H1B registrations. Below are the key factors that will have an impact on the total H1B registrations filed this year:

Let’s dive into each of these in detail in the sections below:
Historical H1B Registrations or Application Filing Trends
Let’s look at the historical data of H1B cap reach dates and total registrations & selections to understand if we would have a lottery and what to expect.
H1B Cap reach dates Trend for the last 20+ years
If we look at the past 20 years’ H1B cap reach dates data, we can get an idea of the total demand and various cycles of the US economy, and how they had an impact on the cap reach dates. The graph below shows the trends and H1B cap reach dates since FY 2004.
What is clear from the above graph is that the demand has not decreased in recent times. USCIS conducted the H1B lottery for the last 13 consecutive years, starting from FY 2014. For more info, you can read H1B Visa Filings by Year – History, Cap Reach Dates. This historical data trends tell that we are likely to have H1B lottery for FY 2027 season as well.
Total H1B Registrations Submitted vs. Selections Trend
Now, let’s look at the total count of H1B selections and H1B registrations submitted over the last six seasons, since the H1B registration process came into existence. The number of H1B registrations and the number of people selected by USCIS drastically reduced in the last couple of years due to the changes in the H1B Lottery selection process from FY 2025 Season and more checks to fight fraud.
The graph below shows the total H1B registrations and the total selections made by USCIS over one or multiple lottery rounds in a fiscal year. The graph indicates a downward trend in total H1B registrations, and we expect to see a similar trend due to factors such as the $100K fee and a change in the lottery process based on wage levels. We will look at these in more detail in the next sections.
In short, based on historical data trends, we would very likely have an H1B lottery, but the number of H1B registrations that we can expect to see for FY 2027 would be less.
NEW wage-based weighted selection lottery process
For the FY 2027 season, DHS is implementing a new lottery selection process that will not be a random selection, but will be based on wage levels and weighted. As per the new lottery process, selection chances would be based on the H1B position’s wage levels, and the table below summarizes the same.

With the change in lottery odds, employers may be less keen to submit H1B registrations for Level I and Level II wage workers, as their odds are lower than those of higher wage levels. If you are an entry-level worker at a company, it can be difficult for employers to justify paying higher salaries to push an employee to higher wage levels.
Due to the above reason, this wage-based lottery selection process can be a limiting factor, reducing the number of H1B registrations in Wage Level I and Wage Level II.
The $100,000 additioanl fee for overseas applicants
President Trump signed a proclamation on September 19th, 2025, that mandates a payment of a $100,000 additional fee for applicants applying for an H1B petition from outside the US. You can read more at: Everything about Trump’s H1B $100K Fee Proclamation.
USCIS also mentioned in their H1B FY 2027 dates press release that, for someone selected in the H1B lottery and who is eligible to file an H1B petition for the FY 2027 cap season, they may be subject to the $100,000 additional fee if they fall under the proclamation conditions. USCIS does not directly publish data about how many H1B registrations were filed by applicants outside of the US vs. those physically present in the US. One way to make a guess is to look at past H1B petition approval data. As per the USCIS H1B FY 2024 published report, we can see that roughly 54% inside the US (change of status) vs. 46% outside of the US(consular notification). Below is the screenshot of the exact table from the report.
Based on the above, we can assume that about 46% of applicants may fall under Trump’s proclamation and be subject to a $100K fee. To put that in perspective, in FY 2026 we had 358K H-1B registrations. If we assume the same 46% of them would be subject to the $100K fee, it comes to about 165K H1B registrations that will be subject to the $100K fee.
In reality, it may or may not be full 46% as we do not exact split of the registrations. Even if we assume 70% of the 46%, then it comes to about a 115K drop in H1B registrations. This could have a huge impact on the overall H1B registration count and lottery odds. We can assume the $100K fee will have a significant impact on the total number of H1B registrations filed this year.
US Economy and Job Market Conditions
If we look at the overall trends of the US Economy, the GDP growth rate is at 1.4% for Q4 2025, and the unemployment rate is at 4.3% in January 2026. While these numbers may or may not mean much for our context, the trend of the unemployment graph is upwards, which means the job market is not as good as it was last year. Also, the GDP growth is not stellar, and there is a drop in it. You can see the screenshot below that clearly shows the trends of GDP growth rate and US Unemployment rate.
In the context of H1B, this directly indicates that there can be fewer H1B jobs as unemployment is going higher, and the GDP growth that is not that great may not add more jobs in the immediate term. This factor clearly tells us that there will be fewer H1B jobs in demand, hence fewer registrations for the FY 2027 season.
Total International Students in the US (F1, OPT, STEM OPT)
If we look at the total international students on F1 Visa and OPT in the US based on the OpenDoors Report, the overall enrollment was up by 4.5%, and the total number of OPT Students went up even higher and stands at 294,253. What the OPT number tells us is that most of these students are looking for a job, and based on data, we can see that 294K students are on OPT, and many of them are potentially looking to either work on an H1B or pursue a PhD.
Many of these international students may be looking to apply for an H1B this year through their employer. So, the demand for H1B visas continues to be high among F1 Students and OPT students.

H4 Visa Holders – EAD delays, Auto-extension removal
In the last 12 months, the Trump administration has made some changes that will directly affect H4 visa holders. Even though H4 EAD exists as of today, there is definitely some uncertainty around it. DHS ended the 540-day EAD automatic extension for H4 EAD holders and other EAD holders. The current H4 EAD processing times are anywhere from 6 to 12 months without premium processing. This can create gaps in employment if there are delays in EAD approvals.
Due to these uncertainties, many H4 visa holders may apply for an H1B visa to have more certainty about their visa status to continue to work. This directly increases the demand for H1B visa registrations and we can expect to see more filings from H4 visa holders.
Past applicants not selected in previous H1B Lotteries
Every year, there are thousands of professionals and international students applying to get an H1B visa to work in the US. Many of them who do not make it in a particular year try the next year again, as the barrier to apply is not high, with just a $215 expense on the employer side.
With the H1B Registration Process and Online system to submit, it is easy for employers to submit a registration. This ease of applying and a minimal cost of $215 will encourage employers to apply for H1B for their employees who were not selected in the past. This factor will have a bigger impact, and many more past applicants may apply for the FY 2027 season.
Trump Administration Policies – Social Media, Dropbox
Since the Trump administration took office, they have put in new H1B rules and removed some from the past, making it stricter. There is now social media vetting of H1B visa holders during their interview; they also removed the dropbox option for H1B holders, forcing everyone to attend an interview. It is hard to get a slot nowadays due to the unavailability of H1B visa slots across the globe.
None of these is very encouraging for employers to take the plunge and sponsor an H1B visa. This overall sentiment around H1B visas is not helping employers, and it could lead to a drop in H1B registrations this year.
Let’s now summarize all of these factors,
H1B Visa 2027 Lottery Predictions: How many registrations?
Based on the above factors, below is a summary of how each of the factors would influence
- Historical H1B Registrations or Application Filing Trends –> Definite H1B Lottery
- NEW wage-based weighted selection lottery process –> Less H1B Registrations
- The $100,000 additioanl fee for overseas applicants –> Very few H1B Registrations
- US Economy and Job Market Conditions –> Less H1B Registrations
- Total International Students in the US (F1, OPT, STEM OPT) –> More H1B Registrations
- H4 Visa Holders – EAD delays, Auto-extension removal –> More H1B Registrations
- Past applicants not selected in previous H1B Lotteries –> More H1B Registrations

Based on the overall factors, the biggest factor influencing the H1B registration count would be the $100K fee for overseas applicants. The wage-based weighted lottery will have a significant negative impact on international students in entry-level jobs, as it will impact their chances of getting an H1B visa.
Considering all the above factors, we predict a lower number of H1B registrations than the previous fiscal year. We predict that anywhere from 200,000 to 250,000 H1B registrations could be filed during the H1B FY 2027 season.

Below are the timelines for the H1B Registration and Lottery results.
- H1B Registration Start Date: Wednesday, March 4th, 2026, Noon EST
- H1B Registration End Date: Thursday, March 19th, 2026, Noon EST
- H1B Lottery Results Date: Any time from March 20th, 2026, but before March 31st, 2026.
- H1B Petition Filing Start Date for Initial Selected Applicants: April 1st, 2026.
- H1B Petition Filings End Date or Initial Selected Applicants: June 30th, 2026
