I just wanted to understand if all government organization non-profit and can sponsor cap-exempt H1b visas throughout the year?
If not, how to identify them.
Can you please suggest.
Can I get a list of those from some site.

Most governmental research organizations are cap exempt. There are far too many for anybody to list them, the best way to identify them would be to look at their job postings in majority of the cases the positings would list their cap exempt status. The other way would be to directly contact the organization you are interested to know their status. I know this is a long drawn out process but then there is no short cut.
