There is a fatal defect in your application that the employer did not correct. This defect must be corrected before a blanket petition is filed again. An RFE response must include direct meticulous data that addresses questions raised. If the answers are not direct and detailed or fail to clarify the question posed, the petition will be rejected using the INA 101 a15 clause. You are eligible for H-1B but the flaw must be corrected first or it will carry forward into the new application.
