F-1 visa for second masters in USA

Hi Everyone! I’ve one very important question. I joined a reputed University in Fall 2012 for an unfunded PhD , got visa till 2017. However, I had to come back from US due to some unavoidable circumstances after 6 months. I applied again for fall 2014 and got a fully funded PhD admit this time from another reputed University in US. However I’m super stressed with the whole visa thing. My last F-1 visa is no longer valid and SEVIS is closed. What are my chances of getting a F-1 visa this time around?

There is no need to be stressed. You were approved for an unfunded program in 2012. That is a big decision by visa officer, remember to tell them about that approval. This time is easier due to full funding. Also, specify circumstances with evidence on why you had to return previous time.

I have another question : Do we need valid TOEFL scores for the visa Interview ?

No you don’t need TOEFL score. It is a school related document and has nothing to do with immigration formalities. If the school has accepted you, that decision takes into account all needed facts.
