Got 221(g) white slip,returned all the documents,Is it a denial of visa?

I attended the visa interview at hyderabad consulate for h1b on 21st Feb. She asked me all the normal stuff. Suddenly,she became little suspicious after looking at the letter from employer to USCIS.She asked me to wait in the lobby and scanned all of my docs and issued me a 221(g) white slip and ticked against “Need to do additional admin processing”. She returned all the docs to me.Does it mean that my visa is refused ? Is it a negative sign? Please let me know if someone has the knowledge about it.
