Does Master in Dental specialty considered at a higher level than regular masters degree?

I have already used my first OPT after MPH. My DSO suggests that I will get a second OPT as Master in Dental specialty is at a higher level than Masters in Public Health. I have sent in my application for OPT on April 2nd and I haven’t yet received my case number. I am worried that they may reject my application, however, I see that they charged me the application fee. Can somebody please share any similar experience?
