Can I being an Indian go to Singapore consulate for my F1 interview or should I choose an Indian location?

Is it a good decision to take interview here or should I look for a location in India?

In your case, for Singapore, as per USTravelDocs Website, it says you can give visa interview in Singapore as you reside here
