I came to US on h4 and got h1b approved after that. after one year on h1b , I want to file h4ead. Do I have to file COS again even if my previous h4 is valid. Or I just have to file ead on the basis of previous h4. Please reply urgent

Yes my h1b petition was filed with cos and it also got approved. I have been working on h1b for last 1 year.
You will have to be on H4 visa and be in USA to apply for H4 EAD. The EAD is for people in H4 status, you cannot be on H1 and claim for H4 EAD based on old H4 status, as your H4 status seized the moment your CoS was approved.
You can again go back to H4 by re-entring the country on your valid H4 visa and apply for EAD or convert to H4 through CoS again.
