I have never traveled on this petition before. Visa wasn’t stamped too.
My question is :- Can I go for cap exempt on this petition?

Yes, you can go for cap-exempt petition even now.
I believe you need to find an employer who is E-Verify and willing to sponsor your H1b peition under Cap-exempt. You will need to attach a copy of your approval document. What does the USCIS Case status say when you put your EAC*** or WAC**** number? Does it still say “Case was Approved” or “Case has been revoked”?
I believe this year 2016 will be his last year to do this. His approval was back in 2011.
Usually that is the case and there is 6 year limit. However I have seen few cases shared recently when it was approved with more than 10 years of gap.
It’s best if one can get within 6 years; if not then also it’s still worth a shot.
