Further clarification regarding the Petition Number

But sir I would like to know that how come this website (redbus2us.com), while explaining the Receipt numbers, say that it refers to the year and I have also gone through a few other websites that say it means the Fiscal Year?

Because, I have always trusted this website for any information regarding US visas (H1B category in particular).
