Regarding Visa change from L1 to H1B

Hi,

My husband's Visa is expiring in Oct 2013.Is it possible to apply for L1 visa extension and apply for transfer from L1 to H1B @ the same time?

I hope you understood my question.Just to be on the safer side ie,if either one gets rejected there could be chances of getting approved in the other category.
