Need H1B visa requirement & other info

I have 3.5 years of IT experience and a 4 year bachelors degree. Am I eligible for H1B visa for a permanent job in US ? Which is the correct method to find a job in US ? Should I contact placement agencies in India ? How long approx will it take for me to get a visa ? Will it help if I have a cousin working in US ? Kindly suggest .
