DHS has proposed a rule to allow certain H1b holder's spouse work in US - how long will it take to become a rule?

I recently saw a post on h1b updates webpage in comment added by some user which indicates that “DHS Announces Proposals to Attract and Retain Highly Skilled Immigrants”… (http://www.dhs.gov/news/2014/05/06/dhs-announces-proposals-attract-and-retain-highly-skilled-immigrants)

Now my question is this is a proposed rule and not an active amendment...so how long does it take usually to become a proposal to a rule which people can use for their benefit?



I know getting h1b approved is the best case even if your spouse has one but in today's scenario where one is trying his/her luck for last 2 years can do nothing but just wait or else if something like above amendment if works can be a great help.

Actually NOT ALL H1 spouse gets this benefits. The so called H1 holder must get through the first two stages(LCA,i140) of Green Card provess. Then only the spouse of such H1 gets the work permit(EAD). That to when it becomes as LAW.
