my l1b expires on aug 2013, can i apply for h1b in 2013 april through another empolyer and start working for it from oct 1 2013.

if so what will be my status from aug 2013 to oct 2013

Your status between aug 2013 to oct 2013 depends on your current L1B's I 94 end date only. Is it same as the visa expiry ?
