Queries regarding taking admission in University

Hi, 

I am on H4 visa, want to enroll in MS programe,  I have applied in International Technological University(www.itu.edu) for the admission & COS to F1, according to wikipedia - In February 2012, the Council for Higher Education Accreditation (CHEA) added ITU to their database as candidates for WASC accreditation. The U.S. Department of Education database stated ITU's status with WASC as "Pre-Accredited" on June 24, 2011. It was established in 1994, my questions are:-

1. Today only i have read about Herguan University and Tri Valley University, so just want to know will it be safe to take admission in ITU.

2. After getting CPT, if get any sponsor for my H1B visa, then can i apply for COS from F1 to H1B on CPT.
