H1B visa stamping in india & I-797B

Question

For H1B visa stamping , if I797B is notified for Hyd consulate , is the person bound to go to HYD consulate for stamping or he can go to any other consulate as well for stamping

As per a 2010 press release by the US Embassy, you can choose your consulate.
