Similar situation but I have OPT till this end

I want to move to new employer but as the CAp is filled for this year I do not know if we can transfer H1 petition from employer A to employer B when it is still in processing. I my employer do not want to do a premium processing.

Any suggestions?

One can transfer only approved H1B petitions. So you will have to wait until your petition is processed. Expediting using Premium Processing is a way you could get your petition adjudicated quickly.

May be you can ask your employer whether they are willing to opt PP if you bear the costs.
