Will H1 cap open again in case there are rejections of applications?

I missed the h1 this time as it reached very early this time. Will H1 cap reopen for 2013 in case few visa applications are rejected? or will it be counted for the next year? When can we know an update on this?

I don't think the cap for FY2013 will reopen. All the rejected/withdrawn petitions' count will be added to the next year quota (FY2014).
