Process at Passport Seva Kendra –TCS outsourcing, Faster processing at Hyderabad

I applied for passport over 10 years ago and the process at that time was paper driven. I had to stand in line for a very long time; I had to fill in big sets of papers and the processing time at Passport Seva Center was very long…things have changed considerably in the last ten years.  Let me share my experience visiting passport Seva Kendra(PSK) for my Indian Passport Renewal.

Outside Passport Seva Kendra in Hyderabad.

I went to passport seva kendra at about 8:30 AM.  As I was eligible for walk-in at that time, I did not had any appointment booked, I just went for a Walk-in Appointment ( 9 AM to 11 AM).   The security guard was very specific on timing, he did not allow anyone until the clock hit 9 AM.  As I inquired others, they were telling their own stories how much they paid for the agent, what all different documents they were carrying.  I got a little confused as I never went to an agent and I did not had all the documents that they were mentioning…I said to myself to stay calm. Some of things I heard was, some paid about couple of thousands to get a slot… (Updated 2016 : Now-a-days, there is no hassle of opening slots at a certain time, you need to pay online and then book slot, so the agents stories are gone for toss. Do NOT believe in agents. )  In any case, none of the agents are allowed inside the passport seva Kendra. They have to stay at the gate. So, there is no need to go for one, unless you badly need some specific help and illiterate.

Standing in Line outside, Outside hall token collection – Documents verification

Once the security guard lets you enter the premises, you will be asked to stand in line, then they look for the document that you  printed out from website, which has the appointment details and Application Reference Number ( ARN) with bar code.  They will suggest you to do self-attestation on the pages you are supposed to do like Passport first and last pages, etc.  Once you are done with line, they do security scan and let you to enter a hall, where you will need to get token.  TCS personnel will verify your documents and let you complete the signatures and any other stuff. They will collect your documents and place them in a file and give you a token number. Be careful as they shout your name and you have to pay attention.  Once you get token then you enter other chamber where process is defined.   You need to show the token to a security guard and he will let you in. It takes about 10 to 15 min here to get token number.

Process Inside Passport office – Photo capture, documents verification, Passport officer

The token clearly states step-by-step where to go.  It says A -> B -> C, indicating where you start and where you end.  All the sections A, B and C are color coded.  You first enter  Section A.

Section A – Photo Capture, Fee payment, Document check

You have TV monitors displaying your token and the corresponding booth where you need to enter. TCS personnel will take care of capturing your photo, verifying documents, organizing them and having them ready in a file. As you need to do online payment, no need to worry about anything about payment for application. Really nice TCS team, they are very helpful and courteous. They will only take the required documents and return if  something is not required.  This is done in a section like Cubicles in typical office with one side open.  It takes about 10 min here.  If you have something wrong when you filled application online, this is the time to get it corrected.

Section B – Documents Verification by Passport Office Govt Employees

Once you are done with that, you need to go to  Section B, where you will have to wait for sometime for your token to be called.  Again, you need to watch TV monitors to see where your token would be called.  As this is done by Government employees, it takes time here, they are slow and some of them were not at their desk.  I waited for about 15 min and then the guy just verified the file for about 5 seconds and did a signature and asked me to go to next section.  It takes about 15 min time at Section B.

Lately, in 2018, users have reported that they are sent away not being sent to the Section C and given acknowledgment letter. They are not giving any reason. There is nothing to panic, it is just happening and we do not know the exact reason. Nevertheless, the passport is being issued as normal, just the process is getting delayed in few instances for such people.

Section C – Passport Issuance by Assistant Passport Officer, All Govt. employees

Well, this was the most frustrating section of the whole process. I ended up waiting for about 1 hr to 1 hr 20 min here.  It was just slow as hell.  There were only two  old guys, one of the guys did not know how to use a PC, they called a guy to turn on computer…it was pathetic. Anyways, they let you wait for a very long time and you need to keep checking the monitor. They will verify the documents once again and tell the decision. If everything is fine, they will ask you to go to the acknowledgement/ feedback counter. If not, they will ask you to get the required documents.  You will be asked to fill out a feedback form and leave the premises.  It hardly takes 5 min here.

Overall the process takes about 30 min until  section B and the last one takes about 1.5 hrs. overall the process should take about 2 hrs. If there are more people in Section C, you could be out by 1 hr or maybe 1.5 hr.  TCS team does a great job by doing work swiftly without any lag. The bottleneck is the last section where Govt Employees work.

Two cents of advice from Passport Seva Experience  :

  • Carry a ball point pen, you may need it to sign. If you have not done.
  • Make sure you do self-attestation of the passport pages and other documents that are required to do. It will save some last minute hurry when you are in the line.
  • Carry photo copies of all the original documents like your address proof, marriage certificate, etc.  At Hyderabad, you have a copier inside to take photo copies, but be prepared.
  • Do NOT need to go early to the passport Seva Kendra, they will not let you inside. You just need to be there at respective reporting time.
  • They will allow cell phones and remote control car keys inside the passport office, do not need to worry about these things. You need to turn them to silent mode.
  • You do NOT need an agent, you can do everything on your own. Just need to carry the right documents.  Agents do not really take you inside or do anything.  They will just guide you and maybe get you a slot.

Latest Tips from Readers :

  • If your Aadhar card is new, there may be a situation where the government database is not linked. So, if you have a recently issued Aadhar card, carry a backup accepted document for proof of address.
  • For using private bank statements as proof, you need to have your passport size photo with a bank stamp over it.  Also, if you have to re-submit certain documents  there is a separate time for files that are on hold, so not to worry too much.

What was your experience ?  Any other tips for our readers from your experience ?

        • Dear Sandeep,

I just went through the whole process myself. It will take around 30-45 days to get the passport. Many people say that you can get passport in as little as a week but most PSK’s are overburdened and they don’t have as many granting officers.

I had the same status for many weeks until it finally changed and then I was granted passport on post-pv basis (in case of renewal). Please try to relax, I know it’s not easy because I was nervous too but there isn’t much you can do before 30-45 days, I’m sorry so just wait and wait for the status to change. Good luck!

  2. Hi,

I applied for reissue of my passport on March 16, 2018 which is going to expire in 3 months from now at PSK Lalbagh, Bangalore. My present address is different from my permanent address and i provided Addhar card for the proof. Completed Counter A-> B and then the office at B counter took my old passport, stamped ‘Canceled’, circled to Exit counter and asked me to go home. I asked her whether any police verification will be done, she told nothing and i asked when will I get passport, she told 15 -20 days.

Mu acknowledgement status is “Sent to passport office for further processing”. Nothing written whether I have to visit any RPO and PSK again. In the online, i can see the status as “Passport application is under review at Regional Passport Office”

Police Verification mode, Passport Validity, Cancelled Passport No, ECR Status as “NA”.

At the bottom, nothing written to come again for next steps or anything.

Does anyone face similar experience? “Sent to passport office for further processing” means what? and does reissue requires Police Verification?

  4. Hi

I submitted my passport for re-issue/renewal on 25-Jan-2018. Previous passport was out of leafs and expires later in this year (Oct). I passed through counter A->B->C and at the end status was “OnHold”* *subject to police verification and police verification mode was NA. I asked about this at center and they said, this is by default status and it will automatically get updated. I submitted the application with Aadhar and all documents were verified in original.

I called customer care to understand what it means, they didn’t had one definition but the PSK is yet to process my application and that I should visit them again asking why aren’t they processing my application.

Has anyone had similar experience or suggestion what these status mean? How long does it take to move beyond “Passport application has been submitted along with applicable fees and supporting documents.”?

    • Mudit,
Nothing to worry, some applications are either randomly or by discretion of passport officer are put in for police verification. It should ideally take couple of weeks to get everything done…no need to panic.

      Reply
          • Customer care was one of the most useless and waste of time I have ever seen. What I understand is that my application wasn’t taken up by any officer and therefore the PV was undecided. NA is very much misleading in this case. Once, application was taken up for real processing by officer, the Passport was granted with Post PV.

          • Hi!

My passport was finally delivered in 2 weeks time. There was Post PV put on the application as well.
Regarding “OnHold” in my case, my final understanding was that the PSK (ITO Herald House) had to process my application but it was under “high load” and was running about 1 week behind the applications. i.e. they would take 1 week to process your application. Till then, it just put on queue and that’s why the misleading status “onhold”. This was very surprising to me and certainly something they should improve.

You should book appointment to the PSK and ask them to accelerate. They have certain SLAs that they need to abide by. Unfortunately, not many people push them. But we are informed and we should.

Also, my application went to A->B->C. At C, my older passport was cancelled. I am not sure why you didn’t go to C and that would mean you still have a valid passport? If things don’t move forward, visit the RPO .

            All the best!

      • It’s the same thing with me. I’m beyond annoyed. They use to say that the passport service has improved but it’s still a frustrating experience. At least before someone else could apply on your behalf but now you have to run everyday to the passport seva kendra and inquire about your file. I applied at 21st and I have the same thing written on my acknowledgement letter. After the B counter I was asked to exit.

I was quite confident that I will have my passport approved as it was a straightforward same address reissue case but little did I knew how wrong I was. God knows how long it will take to get the passport especially considering that my application is on hold for no reason whatsoever. I’m beyond disappointed in the service. The building and the offices are better organized but they’re putting people’s files on hold for no reason. It’s insanity.

          • Update: I did finally get my passport. Took almost a month! The processing isn’t certainly as fast as claimed and just like Mudith, my PV was on “Post”status as well.

Certainly wouldn’t recommend any NRI’s in urgent rush to travel to apply from India.

          • Finally, that’s a long delay…agree with you for NRIs, it is risky move to renew in India with these uncertainties.

    • Hey Mudit!

Thanks so much for updating me and the other fellow applicants here. This is indeed quite frustrating. Apparently, many people are sent back after the B counter and their application is put on-hold. While some cases get resolved in a little bit of a time, some of them take a lot of time . I saw many applicants being turned away after the B counter and after getting their submission/acknowledgement slip, they were freaking out as well.

The process was probably good when the whole thing started but it’s clear now that the whole thing is in shambles and the staff is not properly dealing with the applications. I live quite a long way from the PSK where I did the submission (ITO Herald House) so I guess I’ll wait a little bit and I’ll probably file a complaint on Twitter and after that if it still doesn’t get resolved, I’ll probably have to go there again and maybe to the RPO as well. This will result in the wastage of money and time. Unfortunately the PSK looks good only on paper, in reality the whole process needs improving urgently.

Kumar- If you can please, I would also like you to share my experience in the NRI section as well since it will encourage the Indians abroad to apply for re-issue of passports in their own embassies instead of coming here and getting stuck in this nerve-wrecking “On-Hold” limbo. Believe me! It’s getting more and more common.

  7. Hi Admin,

I visited the PSK at ITO New Delhi today, wherein counters A and B processed smoothly, however I was asked to go to the exit counter from B without visiting C. There were many others along with me who were asked to do the same, however my mom who went with me (she is 60 years old and retired) to renew her expired passport was asked to go to counter C. There were only 3 people present in 3 counters there respectively, and her status is Granted.

My application status is On Hold

    Penalty Receipt

    6. Aadhaar Card (Address Proof)

    Documents Requiring Re-Submission/Additional Documents Required
    No

Documents Verified with Originals however, confirmation from issuing authority is required
    (Blank)

I have been living at my current residence for more than a year, and my application was for Fresh Normal. There are absolutely no discrepancies in my documents at all.

I enquired with two people at the B and C counters, one said the status will update automatically, while the other said it will change after police verification. When I went to the On Hold Enquiry counter at the PSK, the guy there scanned my application barcode and said passport will come after police verification (which is quite obvious for anyone who is applying for the first time in the normal procedure).

My acknowledgement receipt does not have any date or time mentioned for re-visiting. However, it is printed at the bottom “Please bring all original documents on your next visit”.

I’m highly confused as to why the status is On Hold. Will my application get delayed as I was not asked to go to counter C? Do I need to visit the PSK again or just wait for the police verification like the normal procedure demands?

I know the query is long, but please reply and help me resolve my dilemma.

    Thanking in advance.

    • Same happened with me on 8th Nov 2017. When I researched more I came to understand that this is done intentionally….i.e. skipping counter C. Because, If we clear counter C immediately for all the applicants they have to simultaneously initiate police verification and further process.

The actual process says that it is mandatory to pass through A,B,C counters. But in reality, person at counter B decides randomly whom to send to counter C. This is wrong practice and known to everyone is passport department. Counter B/C are purely govt. employees. They do so intentionally for reasons like :

      1) Avoid rush at counter C
      2) Avoid overloading of police inquiry process
      3) Do not let people think that Normal is also fast process so as to encourage Tatkal applications
      4) Lack of employees at counter C
      5) Manage their work load evenly

If every candidate pass through C counter, there will be no use of Tatkal facility. Since Counter C is the final governing authority to decide approve/reject of an application, they play such games of keeping some random lot of applications on hold and eventually clear them later.

People who are in hurry prefer to go for Tatkal (with Verification certificate) and rest normal public do not talk/care much about counter A,B,C blah blah. They just take receipt and move out happily and get passport in a month’s time.

    • Hi Vishav,

I had the same experience today. Counters A and B processed smoothly, however I was told to exit without visiting counter C, and now the passport application status is On Hold. Service completion zone is VO (Verification), and Documents Requiring Re-Submission/Additional Documents Required is No. My brother and father went yesterday, and their application status was Granted, and I went with my mother today who was told to go to counter C after visiting A and B, and her status is Granted too. I have submitted all required documents to the detail, and was told by the enquiry counter that passport will come after police verification (which is quite obvious for normal fresh passport requests). I’m highly confused, as there were others also with the same scenario today like me. Do you have any update on your passport status that you can share and clear my confusion? Your input will be highly appreciated.

You will just show your appointment and get your acknowledgement letter. It has your details on it and acknowledgement that you visited passport office. Your application form is filled online and there is no need to submit anything physically.

You can change the details, when you visit the PSK in person by showing respective proofs and indicating that they were wrong.

      Reply
    • Yes you can change your present address at online and needs only to visit the PSK and ask the Token issuer user to refuse your application with reason Resubmission Required with changes.
Once its done your application will become in editable state and you can change your application details online except Given Name,DOB,Gender,Father/Mother Name.

  16. Hi,

I have applied for fresh passport.Recently I shifted my premises in october month 2016. So I have gas receipt for refill as address proof. As a backup I have aadhar card which was issued on Apr 2016. I have updated the new address in aadhar and got only 3 days back. with the help of aadhar , I need to update HDFC bank account address which is there for around 2 years .

Do you know the process how to get the HDFC bank statement for address proof for submitting in PSK.

Will this be enough in getting clear shot at getting passport , will there be any hurdle.

I have appointment on 2/3/2017. Kindly advise

You need to go to the bank and get a new passbook with your photo and the current address in it, that will be accepted. If you have one or two current address proofs, that should be fine.

  17. Hi Kumar,

The information provided in this article is nice and it was very much helpful for me. All the tips and advice were bang on!!

My experience was that, the total time interacting with the personnel at the counters A, B and C put together was 15+1+1 minutes respectively !!! The rest of the time approx. 1 hour was the waiting time.

I had provided my Aadhar card as the address proof (Approx. 2 1/2 Years since i got the Aaadhar Card) and after the finger print was taken and the database matched, i promptly got an email (registered during Aadhar application) that it has been used to carry out e-KYC authentication at a device deployed by Ministry of External Affairs.

Since i had filled in the details and applied on-line, my experience was that there is no need to carry a printed copy of the Application form and neither the photographs since it is taken at the Counter itself.

It took me only 3 days to get the Passport Re-issued at Bangalore.

    Thnx,
    Srikanth

      • Generally, it may not be required. But always better to carry back up proofs. Just in case it is asked, you may have to un-necessarily visit PSK again. This is true for all sort of proofs (DOB/Address)

  18. Hi,
I went to PSK Ghaziabad on 7-Oct-2016. Counter A & B went fine but due to lack of staff at Counter C ( most were on holiday) all of us with “Normal” application were asked to submit the application and go back home. Now, in my ‘Acknowledgement receipt’ status is ‘On Hold’ and service complication Zone is ‘VO’. Most other details are marked ‘NA’. Also at the bottom it is also mentioned to bring all original documents on your next visit.

Now, I did asked the personnel at Counter C and also the one who provided me the acknowledgement slip that will I have to come to PSK again as status is ‘On Hold’. They both said that there is no need to come again and staus will get updated by itself in few days.

Now, its been 12 days since I submitted the application.
Should I visit PSK or RPO for this.

    Thanks

I have been living at my current residence for more than a year, and my application was for Fresh Normal. There are absolutely no discrepancies in my documents at all.

When I went to the On Hold Enquiry counter at the PSK, the guy there scanned my application barcode and said passport will come after police verification (which is quite obvious for anyone who is applying for the first time in the normal procedure).

I’m highly confused as to why the status is On Hold then. Have any of you received your passports/received any updates on your application status? If yes, do I need to visit the PSK again or just wait for the police verification?

Any of you replying will be of great help.

            Thanking in advance.

          • Just a quick addition to my previous message, the acknowledgement letter had Documents Requiring Re-Submission/Additional Documents Required as No.

            Thanks

    • Hi Amit,

My situation is EXACTLY the same as yours. I also have ‘On Hold’ status and ‘VO’ as Service completion zone. After counter B, I was told to go directly to the exit counter and there I just took my receipt and left. I didnt check it or ask any questions. Now I am confused what to do.

  20. My Aadhaar Card address is different from the present address I am staying at. Presently, I stay in a rented flat. Leave and Licence Agreement was made with the flat owner, but the electricity bill is not in his name; it is still in the builder’s name.

Will my application for re-issue be accepted with the above agreement? Do I need to produce further proof that the flat owner is genuine?

Also, what does police verification involve? Do policemen personally come to visit us at our present address? Or, do they call us to police station?

  21. Hi,

This query is regarding address proof for passport renewal.
    * I am living at same address since last 20+ years.
    * My locality name was Niti Vihar and sometimes name Sanjay Vihar is also used.
    * Initially when I got the passport in 2007, as address proof I had electricity bill with locality name mentioned as ‘Niti Vihar’
    * My since last 7-8 years most authoritise began use name ‘Sanjay Vihar’ and even my voter id ( which I got in 2008) has Sanjay Vihar mentioned.

So, while renewal, in address, should I choose –
=> locality name ‘Sanjay Vihar’ – for this I have ‘spouse passport’, “voter id” and “aadhaar card” as proof.
=> Or should I use locality name ‘Niti Vihar’ – for this I have bank photo passbook and my existing passport as proof
    Please suggest?

In case I choose locality name as ‘Sanjay Vihar’ while filling the application form should I also check the option “change of address” ( although technically I am living at the same address).
Will PSK consider this as ‘change of address’?

Also, if I use different locality name from my existing passport, will police inquiry be initiated?

    Thanks,

FYI, all my other address proofs are in permanent address and mobile bill is the only proof I have for present address

I mentioned employment type as private by mistakenly while submitting the form through online. Now I paid and scheduled the appointment. Is that possible to change the employment type as ‘not employed’ ? May I go and attend on that scheduled date?

  25. I actually had no verification at counter B and no waiting time for counter C for re-issue of passport in Bangalore. I was not expecting this and surprisingly out in less than a hour. Infact the whole counter process A-B-C took less than 20 minutes. Only time I had to wait was when the TCS person didn’t have change for enabling my SMS alert. He had to go to the other counter to get the change.

I understand, this could be probably because of less rush.

    My two cents –

I have an aadhaar card issued 2 years back but recently updated the address in the card. So, they asked me for a back-up address proof. Luckily I was carrying a telephone bill. So try to carry an alternate address proof, even if your Aadhaar card is old, but address recently updated. My aadhaar card database was linked.

Now I am waiting for the police verification, so hopefully the new passport should arrive soon.

It’s been more than a week however the status still shows as ‘Documents submitted and ….’. Would there be a police verification for re-issue? Also, how long does the process usually take?

I had gone to get my passport renewed and got my documents verified smoothly at counter a and b. However at counter c there were 2 people, one who could not opearte the system but asked for my papers and the other one who was operating the conputer. The former one said something slowly to the other one and he questioned him slowly for which he got a smirk and a slow reply. However i was told to exit after that. From his expressions I suspect that he may have wanted to reject my application or delay it. Is it possible? Can he do really do that if all my documents are complete and whrn i haven’t been told to come again aur provide any further documents.

Unless there is a real reason or case on your name, it is not that easy to reject. They may put in police verification to be done…Dont panic, it is fine. You can expect police verification and they may reach out to the contacts you have specified on the local contact in application.

    • G. Vijayakumar,
You will need to apply for re-issue. The terms are used interchangeably by many, on the passport website you will need to select re-issue. Renewal usually applies to passport that were issued with short term validity like one year for specific purposes. Re-issue is the standard for situation like yours, change in particulars, etc.

  45. Just went through the whole reissue process. It is very much as described above and works smoothly except last section. My anomaly was that my AADHAR was new and was not yet linked to the government database which was only realized when i reached ‘C’ counter. SO a tip for those trying to use their recently issued AADHAR as proof of address – take a backup. Also, private bank statements need to have your passport size photo with a bank stamp over it. However, it was not too complicated to resubmit that particular document as there is a separate time for files that are on hold.

Again, thanks for these pointers. Really helped the process and my approach to it!
